The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the period 21 January 2022 to 5 April 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

INCORPORATION
The charitable company was incorporated on 21 January 2022 .

OBJECTIVES AND ACTIVITIES
Objectives and aims
Creative Ageing Development Ltd objectives are:

1. Advancing education for the public benefit in the arts and culture, the practice of arts and culture by older people and the barriers that older people experience for participation in arts and culture in particular, but not exclusively by conducting and commissioning research and publishing the useful results of such research.
2. Promoting equality and diversity for the public benefit by: a) working for the elimination of discrimination on the grounds of age; b) promoting activities to foster understanding between people of differing ages; c) raising awareness of the value and contribution of older people to arts and culture. For the purposes of this objects clause, ‘older people’ means people aged 50 and over


During the period to 5 April 2023 the charity was dormant whilst the trustees set up the infrastructure.

OBJECTIVES AND ACTIVITIES
Background

Creative Ageing Development Ltd, working as ‘CADA’, developed out of a project that was devised and initiated by Manchester Museum (owned and managed by the University of Manchester) and the Ageing Hub at Greater Manchester Combined Authority (GMCA). Its creation was prompted by a national call out by the Baring Foundation in 2019, which offered £250k to create a sector support organisation for creative ageing in England. GMCA, an internationally recognised leader in Age Friendly practice, working with Manchester Museums Partnership successfully pitched for the Baring Foundation’s funds. GMCA also contributed £74k to the setting up of the project. Work began in earnest in March 2020 with the appointment of the part-time Director, Virginia Tandy OBE, on a three-year contract.

Hosted by Manchester Museum, which employed the Director and held the budget, the organisation’s ambitions and priorities were developed through national online consultation held in the summer of 2020. These are to:

Challenge ageism in the arts and heritage sectors and in society more widely
Lead a fundamental rethink and reflection on ageing and creativity
Celebrate and champion the cultural contribution of older people
Harness collective energy and impact to support systemic change

In October 2020, the name of the organisation ‘CADA the Creative Ageing Development Agency’ and brand, were launched. To guide CADA’s work, a small advisory group was established, which included older artists, practitioners and activists, chaired by Phil Cave in Spring 2021. In the summer of 2021, it was decided by the advisory board to set CADA up as a charitable company. This direction was agreed with the University of Manchester and attracted the support of Arts Council England, which provided a grant to fund legal and other costs associated with creating an independent body.

Following the incorporation of the company in January 2022, a board of three founding trustees chaired by Paul McGarry was established and was joined by a finance trustee Sarah Roper in September 2022. In September 2022 the organisation became a registered charity, opening a bank account in March 2023 and establishing a registered office in Rochdale. The official transfer of funds was 10 May 2023 and by June 2023, the University had transferred most of CADA’s remaining funding into the charity.

Activity undertaken through Manchester Museum

During 2021 and 2022, several research projects were commissioned and presented:

Greater Manchester Culture Champions – this evaluation explored organisational models from this innovative programme. Working across five boroughs, ‘Culture Champions’ offered opportunities to older people in a range of contexts to organise their own cultural activity and act as critical friends to cultural organisations seeking to be more age friendly.

Audience Agency data ‘before and during the pandemic’ - this research was presented at a national online conference in October 2021, alongside peer reviewed research by the Centre for Cultural Value and emerging findings from the Celebrating Age programme. The conference had over 100 delegates and the resulting report was published on the CADA website which was also launched in October 2021.

Visionaries – a ground-breaking report exploring creative ageing and older artists from South Asian communities by Arti Prashar OBE and Elizabeth Lynch MBE, was launched on the CADA website in February 2022 and the findings have been presented at a range of national and international conferences.

In June 2022, CADA led the second international creative ageing conference in partnership with GMCA, the Baring Foundation, and the city of Helsinki. With presentations from Japan, the US and Europe, it attracted nearly 200 delegates from across the world.

FUTURE PLANS
Virginia Tandy’s contract with the University was completed in April 2023. A new Director, Farrell Renowden, was appointed by the trustees in Jan 2023 and began working for CADA in May 2023. Three more trustees were appointed in March 2023 including new Co-Chairs Arti Prashar and Elizabeth Lynch.
With two further years of running costs in the bank and new leadership, CADA will be setting its future direction in the early summer of 2023, building on work to date and embarking on a fundraising programme for the future as CADA begins its next exciting chapter.

Acknowledgements

We also recognise the generous support of CADA by the Baring Foundation, Arts Council England and GMCA throughout CADA’s first three years and look forward to working with them and others in developing our work in the future.

The charitable company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the period ended 5 April 2023.


The members have not required the company to obtain an audit of its financial statements for the period ended 5 April 2023 in accordance with Section 476 of the Companies Act 2006.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.

Taxation
The charity is exempt from corporation tax on its charitable activities.

Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
