The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 August 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
The objectives of the charity are to promote, for the benefit of the public, the "Arts" - musical, visual, dramatic or any other arts, provided in each case that they are of recognised cultural or educational value, and to promote and increase public appreciation and knowledge of the arts, in particular the active involvement of young people in Lancashire in the cultural and social heritage of the African Caribbean community. |

OBJECTIVES AND ACTIVITIES |
Significant activities |
Introduction - Where we are now. |
2023 is the second year following covid pandemic and on the whole, events and festivals are back to normal. Local dance troupes have seen a significant increase for the demand of weekly dance sessions and the main 3 dance troupes in Preston have experienced full membership to around 80 children and young people joining. We presume this is mainly due to the push for wellbeing across the media and following movement and travel restrictions during 2020 and 2021. |
Directors and the committee continue to promote the African Caribbean Community social heritage through music, dance and visul art to increase public appreciation and knowledge. We believe this has a positive effect on young minds making other cultures more acceptable and to improve community cohesion overall in Preston, Lancashire and further afield. |
The main focus for 2023 was to deliver a live event to include new large piece carnival costumes created by experienced carnival artists, assisting with dance troupes weekly practice and to produce a street procession and family fun day to lift spirits and offer an outdooor event for the local communities. A weekend of carnival events took place on the bank holiday weekend at the end of May 2023. This was the first bank holiday weekend for the event for many years as Preston City Council has discouraged the dates due to the revellers and general disorder in years gone by. |
The procession consisted of large decorated trucks followed by performers and drummers displaying vibrant coloured costume pieces, music and dance in the theme of 'traditional Mas characters'. A family fun day on Moor Park, Preston followed until 7:30pm with live stage performances, children activities, rides, inflatables and Caribbean and international food and drinks. |
The carnival committee continue to look for new committee members particularly from the youth of the community. It is hoped that the 50th anniversary year will rekindle enthusiasm for the event within the Caribbean community of Preston and plans to reform past dance troupes is underway. |
Action plans for the coming year include: |
Socio-Political Climate |
Identity, race and culture still remain at the forefront of everyone's minds. |
Whilst presenting a polarising effect in many ways, this collective awareness of civil rights and the Black sub-community, provides an opportunity for the organisation to engage the general public in a positive way. |
Volunteer Ownership |
We plan to engage with several cadet groups for 2024 and the charity will appoint the event management team to manage all volunteers for 2024. They will be responsible for the recruitment, management and engagement of all volunteers in a structured approach. |
The Next Generation |
Declining engagement and participation from young people poses a serious risk to the future of the carnival. Polarisation, militant attitudes and a shift towards socialising online - causing a breakdown in community cohesion, are all issues that affect the carnival. |
In addition, as younger generations of Afro-Caribbean immigrants integrate with wider society, there is the risk that their Caribbean identity starts to fade, and their investment in causes such as Preston Caribbean Carnival starts to dwindle. |

OBJECTIVES AND ACTIVITIES |
If the carnival is to survive another 50 years, it is essential that it actively engages leaders and influencers within the younger generations of the Black community, by involving them in all areas of the business and using their knowledge and platform within the younger demographic to promote involvement. |
Aside from planning and executing events, the business aims to promote Caribbean culture and to promote community cohesion, with a strong focus on engaging young people. |
ACHIEVEMENT AND PERFORMANCE |
Charitable activities |
Summary of main achievements in 2023: |
- Successful application to the Arts Council, England (ACE) provided funds for carnival artists to design and create large and small piece carnival costumes. |
- ACE funds allowed a street procession including local and visiting dance troupes, salsa dancers, samba drummers, steelpan band, soundsystems and main stage performances and DJs throughout the afternoon. |
- The committee resumed their weekly face to face meetings to discuss plans, meet with suppliers and liase with the city council. |
- A new event management team was appointed offering additional support to the charity to ensure sustainability and improved processes going forward. |
- Suppliers with relevant services were contracted to supply equipment and services for the weekend. |
- Other funding was secured from Awards For All and a new business sponsor BAE Systems agreed to sponsor the event weekend providing funds for infra-structure costs. |
- The business networking group Shout Network in Preston were engaged to assist with social media development and website maintenance help as well as offering office and meeting space in a professional environment. |
- The committee and Bugle gave a presentation to local businesses, city councillors and potential employers at the Shout offices which attracted some new helpers, in particular representatives from the prison service who agreed to provide creative projects from the inmates as part of their community work. |
- The committee attended the Lancashire Business Exhibition at the Guild Hall, Preston as part of the promotion to create more awareness through the business community. |
- Touring to other carnivals included: Stoke Six Towns Carnival, Leyland Festival, Leeds West Indian Carnival, Lancashire Encounter Torchlight, South Shields Carnival and Lytham St Annes Carnival. |
- Committee and creative volunteers continue their creative training and attended a headpiece decorating workshop. |
- Plans for 2024 are underway which will be the 50th anniversary of the Caribbean Carnival in Preston. We hope to attract new sponsors and create some large carnival costumes from the past 50 years. |
- Lancashire Culture and Sports fund have granted £5,500 towards replenishing large costumes from the past ready for 2024. |
- Dates for 2024 event weekend have been agreed with the city council for 25-26 May 2024 bank holiday. |

Financial position |
Financial review |
Income during 2023 improved and successful grant applications were made to Arts Council, England (ACE), Lancashire Culture and Sports Fund, Northern Rail and the Community Fund, Awards For All. ACE Funding covered all creative costs including commissioning carnival artists, soundsystems on trucks and in the park, all stage performers as well as DJs and street performers such as drummers and steelbands. |
The live event weekend generated income from stallholders, pitch fees, inflatables, childrens rides and bar facility. The gate entrance donations of £2 per person added to the fundraising income. |
We plan to continue the ticketed Reggae Festival on the Saturday in order to make use of the infra-structure services and equipment that is hired for the weekend. Ticket sales from this event should provide funds for loan repayments and allow improvements within the organisations facilities. |
The future marketing plan includes a push on local businesses to provide income from sponsorship and advertising and will be assisted by a local network group Shout Network Group along with a well known local businessman. |
Expenditure was planned for a live event with the ACE funds covering the costs of engaging experienced carnival artists to create new large piece costumes, small childrens costumes, backpacks and hold creative making workshops for local troupes. All performers over the weekend, were also paid for by ACE which included procession samba drummers, steelpan orchestra, DJs, soundsystems on trucks and on the park arena. Live stage performances on both days from Reggae genre on the Saturday to Soca and Calypso genre on the Sunday giving the family audiences a taste of the Caribbean through music, dance and costume. Caribbean foods were on offer as well as international foods with the bar serving traditional Caribbean beers and drinks. |
Infra-structure costs were met from other grant monies (Awards For All), fundraising and pitch fees and included event management, security and stewarding, safety barriers, WC's, traffic management, etc. Some economies were made due to a 2 day event as hire costs are charged by the weekend for most services. |
FUTURE PLANS |
For 2024 the committee plan a weekend of activities again including ticketed fundraiser - Saturday Reggae Festival and Carnival Day with street procession and family fun park event. Applications to several grant providers including ACE will be submitted and should ensure that the artistic element of carnival is secured for the year. If unsuccessful, the contingency plan is to utilise existing costumes and materials held in storage, currently being refreshed in time for the 50th anniversary of Preston Caribbean Carnival. |
The charity plan to continue to introduce and support troupe development for 2024 including revival of the city centre dance troupe from 2018, improve and support Penwortham Rythmn dance troupe and create a new Bollywood style group from the Gujarat Hindu Society in the Broadgate Temple in Preston. We aim to provide workshops to demonstrate and encourage creativity to the troupe members and the wider public and based in the city centre to encourage visitors to Preston. |
We continue to follow our 5 year business plan to attract new business sponsorship and advertising which will improve the financial stability of the charity and create opportunities for development. Sponsorship packages have been reviewed for 2024 and plans for an e-booklet, brochure and barrier advertising are in progress. We intend to appoint a social media person for a period of at least 3 months of the year in order to develop followers, and improve communication across all platforms. |
The 3 Trustees remain the same however, new directors and trustees will be sourced from the local communities whenever possible. |

STRUCTURE, GOVERNANCE AND MANAGEMENT |
Governing document |
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. |
Recruitment and appointment of new trustees |
New trustees would be recruited and appointed only with the relevant skills and expertise in the relevant field. |
Organisational structure |
- The current committee consists of a good age range and cross culture giving us a balanced view for the day to day running of our activities. The Charity Committee aim to attract new committee members over the next few years in order to replace members stepping down. The Charity has 3 Trustees/ Directors all of which are actively involved with the running and managing of the Charity. |
- Finances are controlled by a Treasurer with many years experience of bookkeeping, accounting and grant applications and educated to degree level. All payments are authorised by 2 Directors including the Chair of the Committee and this will continue. Dual authority needs to be researched carefully and set up through our bankers to assist with internet banking facility and allow faster payments instead of the traditional issue of cheque payments. |
Induction and training of new trustees |
New trustees would be briefed on their legal obligations under charity and company law, the Charity Commission guidance on public benefit, content of the Memorandum and Articles of Association in a meeting with the trustees. |

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 August 2023. |
Responsibilities and basis of report |
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). |
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act. |

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: |
1. | accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or |
2. | the accounts do not accord with those records; or |
3. | the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or |

Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. |
Taxation |
The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. |
