I am proud to be actively involved and engaged with the Ethnic Minority Centre for a long time. My journey as Trustee to a Chairperson at Ethnic Minorities Centre Ltd (EMC) ensuing 2018/19, it was most remarkable as well as honourable. |
In recognition of EMC's services, we have received many acknowledgements from different organisations, which we are proud of. EMC has earned recognition, popularity for its invaluable work within the community by the Mayor of Merton, Mayor of London, Merton Connected and many other distinguished organisations. I will try my best to dedicate myself to serve the community on behalf of EMC. |
EMC's all activities and services are most important for the communities for all ages and for all abilities etc advice and information and counselling service. |
Treasurer: Abayeh Savage |
As a Treasurer, I feel it is time to reflect on the long and bumpy road the organization has navigated from its inception in1988/1999 in terms of finance/funding for its survival. Its mission statement being to improve the well-being of all ethnic minority individuals that live or work in the London Borough of Merton. |
Initially, its funding was from the London Borough until 2010, when the Council cuts off funding to all minority organizations in Merton. |
Since then, the uphill struggle began, and no one would ever envisage the EMC would still be a going concern. |
With the determination, dedication, steadfastness, and tenacity of our operational staff of Viji (Bookkeeper) Ming (Information Technology) and Sabitri Ray (Project Director), have been instrumental in keeping the Ethnic Minority Centre afloat. I have nothing to say but a massive thank you to them. |
We are also grateful for the help and support received from Merton Connected, to Genny, Anne, Andrea, and Beau to produce the accounts for period ending 2022 and 2023 as requested by Wimbledon Foundation |
Thanks to Wimbledon Foundation regarding the format of our accounts, which are currently being prepared by our new Independent Examiners |

I am a valued member of various Organisations, namely, EMC, (Ethnic Minority Centre). Also, a Trustee of EMC and attends various events run by EMC. I am passionate community worker and want to dedicate my life to helping others and is also a member of its Social Committee. EMC is one of the smooth running and popular organisation in borough. |
I am honoured proud that I am involved with EMC, will try to make a significant impact on lives of many EMC 's members in the community. |

REPORT OF THE TRUSTEES |
FOR THE YEAR ENDED 31 MARCH 2023 |
Ethnic Minorities Centre Ltd (EMC)'s policies and procedures are in place and signed. EMC's staff and Trustees attend trainings to improve their skills on policies and update every year. EMC's Board members understand the potential impact of technology for their organisations. This includes risks assessments and DBS checks. |
EMC's organisational structure in place. EMC is a member of NCVO, Merton Connected, and Clarion Future Housing group. |
Over the year EMC developed close and partnership relations with Merton Connected, Housing Team, Funders and Libraries and Community organisations. |
EMC's Board members prioritise the protection of their organisation's digital assets and customer data. This involves regularly reviewing and updating strategies, investing in robust systems and employee training and ensuring compliance with date protection regulations such as GDPR and CCPA. |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
The activities of the company are that of voluntary community work. This is an umbrella body for black minority ethnic organisations, whose aim is to improve the quality of life of Merton communities. |
Trustees |
The Trustees who served during the period and up to the date of this report are set out on page 3. |
None of the trustees has any beneficial interest in the company. All the trustees are members of the company and guarantee to contribute £1 in the event of a winding up. |
Trustess Responsibilities |
Company law requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the Company and of the surplus or deficit of the Company for that period. In preparing those financial statements, the trustees are required to: |
-select suitable accounting policies and then apply them consistently. |
-make judgements and estimates that are reasonable and prudent; and |
-prepare the financial statements on the going concern basis unless it is inappropriate to assume that the company will continue on that basis. |
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the company and to enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. |

ACHIEVEMENT AND PERFORMANCE |
Achievements and performance |
COVID-19 meant, that many people had to change priorities and lifestyles, some people were jobless or homeless. EMC realised these drastic changes left emotional, physical, and psychological scars which needed to be addressed with more heath care awareness, education, and activities. EMC dealt with people who had lost total confidence. EMC's main objectives are to restore/ recover self- confidence and build self-esteem. |
EMC's biggest challenge was to get core funding to deal with the existing problems of the BAME Communities. |
The aim was to focus on few key characteristics of development, social interaction, physical activity and breaking down barriers of isolation, education, improving skills, problems that people have been suffering from especially our senior citizens. |
EMC's Health & wellbeing projects aim was to improve participant's confidence, health and wellbeing. Group activities for all ages and for all abilities which can also reduce isolation and loneliness and break down barriers. |
EMC has over many years established its name and popularity, our services are acknowledged by the council, statutory bodies, funders and local community centres and groups. EMC services are for seniors, disabled, young people, children, and all abilities according to their needs and demands. |
Our main achievments is to always stand beside the BAME communities in their dark days, providing all the amenities to overcome their problems. |
During the last five years we successfully acheived many of our goals. |

FINANCIAL REVIEW |
Financial review |
EMC's reserve policy is in place to ensure the ongoing financial stability of the organisation setting aside monies for the long-term goals and ensuring that those funds will be available when needed. |
This policy has been adopted to safeguard the assets of Ethnic Minority Centre Ltd. (EMC) so far as possible and to provide clear procedures for controlling the finances of the organisation. |
STRUCTURE, GOVERNANCE AND MANAGEMENT |
Governing document |
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. |
Risk Statement |
Trustees have conducted their own review of the major risks to which the charity is exposed and systems have been established to mitigate those risks. Internal risks are minimised by the implementation of procedures for authorisation of all transactions and projects and to ensure consistent quality of delivery for all operational aspects of the charitable company. These procedures are periodically reviewed to ensure that they still meet the needs of the charity. |

Independent examiner's report to the trustees of Ethnic Minority Centre Limited ('the Company') |
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2023. |
Responsibilities and basis of report |
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). |
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act. |
Independent examiner's statement |
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: |
1. | accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or |
2. | the accounts do not accord with those records; or |
3. | the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or |
4. | the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)). |
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached. |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. |
Tangible fixed assets |
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. |
Taxation |
The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. |
