Balance sheet statements

For the year ending 31 March 2024 the company was entitled to exemption under section 477 of the Companies Act 2006 relating to small companies.

The members have not required the company to obtain an audit in accordance with section 476 of the Companies Act 2006.

The directors acknowledge their responsibilities for complying with the requirements of the Act with respect to accounting records and the preparation of accounts.

These accounts have been prepared and delivered in accordance with the provisions applicable to companies subject to the small companies regime.

The directors have chosen not to file a copy of the company's profit and loss account.

  • 1. Accounting policies

    Basis of measurement and preparation

    These financial statements have been prepared in accordance with the provisions of Section 1A (Small Entities) of Financial Reporting Standard 102

    Turnover policy

    Turnover comprises the fair value of the consideration received or receivable for the sale of goods and provision of services in the ordinary course of the company's activities. Turnover is shown net of sales/value added tax, returns, rebates and discounts. The company recognises revenue when: The amount of revenue can be reliably measured; it is probable that future economic benefits will flow to the entity; and specific criteria have been met for each of the company's activities.

    Tangible fixed assets depreciation policy

    Tangible assets are stated in the balance sheet at cost, less any subsequent accumulated depreciation and subsequent accumulated depreciation. The cost of tangible assets includes directly attributable incremental costs incurred in their acquisition. Depreciation is charged so as to write off the cost of assets, other than land and properties under construction over their estimated useful lives as follows: Fixtures and fittings - 15% reducing balance Office equipment - 33% reducing balance

    Other accounting policies

    Tax The tax expense for the period comprises current and deferred tax. Tax is recognised in profit or loss, except that a change attributable to an item of income or expense recognised as other comprehensive income is also recognised directly in other comprehensive income. The current income tax charge is calculated on the basis of tax rates and laws that have been substantively enacted by the reporting date in the countries where the company operates and generates taxable income. Deferred tax is recognised in respect of all timing differences between tacxable profits and profits reported in the financial statements. Unrelieved tax losses and other deferred tax assets are recognised when it is probable that they will be recovered against the reversal of deferred tax liabilities or other future taxable profits. Deferred tax is measured using the tax rates and laws that have been enacted or substantively enacted by the reporting date that are expected to apply to the reversal of the timing difference. Defined contribution pension obligation A defined contribution plan is a pension plan under which fixed contributions are paid into a pension fund and the company has no legal or constructive obligation to pay further contributions even if the fund does not hold sufficient assets to pay all employees the benefits relating to employee service in the current and prior periods. Contributions to defined contribution plans are recognised as employee benefit expense when they are due. If contribution payments exceed the contribution due for service, the excess is recognised as a prepayment.

6. Financial Commitments

Restricted funds During the year the company received Restricted Funds of £71,063 (2023 - £67,637) from the National Lottery Community Fund under the Reaching Communities Partnership. The company also received Restricted Funds of £7,820 (2023 £Nil) from Sports England, of which £6,517 was unspent at the year end.

Company activities and impact

Signing Solutions promotes the provision of information in British Sign Language (BSL), works for greater inclusion of the Deaf community and empowers the Deaf community to have their voice heard. We continued to provide critical information translated in BSL for our partners and share important updates through our social media and community screens. Whilst based in Warrington and working closely with the Deaf community there, we have now forged relationships with Deaf organisations and communities across Merseyside having been requested to support them by carrying out consultations on hospital/GP/dental access for Deaf people in their respective NHS Trusts - replicating the consultation we carried out in Warrington & Halton. We are constantly expanding our network of partners & challenging organisations and giving them advice and support to be inclusive of the Deaf community, in their information, and the services they provide. We provide numerous events, supported in BSL, to promote both physical and mental health. This year we received funding from TNLCF, Cheshire & Merseyside Cancer Alliance, Sports England.

Consultation with stakeholders

We have two main stakeholder groups. The Deaf community: We have regular dialogue with members of the Deaf Community from across Cheshire, who attend our events at Warrington Deaf Club. Communication barriers mean that accessing other community events can in itself have a negative impact on mental well-being and isolate Deaf people, in response to this we provide bi-weekly events which include a variety of arts & crafts, health advice, cooking, lunch, yoga and an opportunity for a chat. This continues to be well received, and in response to feedback we are now in the process of sourcing gardening opportunities. In 2022 we concluded a consultation on hospital access for Deaf people at Warrington & Halton NHS Trust. Progress has been slow but we continue to keep members updated on the Hospital’s plans for improvement, and monitor these improvements with regular feedback from members of the Deaf community about the effectiveness of any changes that are implemented. We are in regular dialogue with members across Merseyside, firstly in carrying out a number of consultation events, at their request, about 3 NHS Hospital Trusts/GP/dental services and then with follow-up events to keep them updated on progress. A report is now being put together to be submitted to the NHS Trusts, after which we will look to work with the Deaf communities and the Trusts to implement improvements. Organisations, charities and groups: We have engaged with several charities, and organisations across Merseyside and Cheshire. With meetings both on-line and where possible in person. In response to conversations about how they can be more inclusive of Deaf people, we have: Made our community screens available to other non-profits to advertise their services. Worked together to identify areas for improvement in how they share their information and engage with the Deaf community. Provided communication support for their events. Translated their information into BSL videos. We are particularly pleased to have forged some strong relationships with senior management in a number of NHS organisations, because access to safe health & health information in BSL is a significant and life limiting issue for Deaf people. We have excellent relationships with our 2 main community service NHS providers and the NHS provider of cancer services across Cheshire & Merseyside. They are very receptive and respond well to feedback from us and the Deaf communities we represent. NHS hospital trusts have been challenging, progress is being mad, though slowly.
