The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2024. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
The objectives of the charity are to relieve cancer patients, their family and friends, through the trauma, diagnosis and treatment of cancer by the provision of practical help and emotional support, and to further the knowledge and understanding of cancer, its treatment and its effects on individuals both clinically and psychologically. |
Significant activities |
In planning out activities for the year we kept in mind the Charity Commission's guidance on public benefit at our trustee meetings. Furthermore, any activities undertaken, or services delivered were carried out in accordance with HM Government's and NHS guidance around the need to protect and safeguard individuals from any threat including the re-occurrence of Coronavirus. |
We are a local charity providing bespoke 1-2-1 practical and emotional support to cancer patients and those who care for them. Services include home to hospital transportation, counselling including bereavement counselling, complementary therapies, peer support groups, health and social activities, information & support services including prevention and befriending support. All services are delivered by a small number of paid employees and a dedicated team of 51 volunteers. |
With the exception of the transport service, which is available to Dudley residents or those registered with a Dudley GP only. Services are available to all cancer patients and those that care for them within the Dudley Metropolitan Borough and the surrounding areas of the Black Country. |

ACHIEVEMENT AND PERFORMANCE |
Charitable activities |
The charity continues to receive financial support from the Black Country Integrated Care Services (ICS) and local Integrated Care Board (ICB) (formally, Dudley Integrated Health Care (DIHC)) for the home to hospital transportation service. However, during the financial year the charity continued to receive further project funding to relieve seasonal pressures and support the emotional wellbeing of customers with our 1-2-1 counselling support service. |
Furthermore we continued to receive funds to help progress work in addressing health inequalities in cancer services for various communities and such has been our success in this area, particularly with the Black Breast Matters campaign, that along with our colleagues from across the Black Country, we have presented our work and outcomes to the ICS, the ICB, The National Association of Breast Surgeons, Dudley's Health & Well-being Board, the local Integrated Commission Group and a national inequalities conference held in London. |
Moving forward, we are to receive further funds from NHS Commissioners via Talking Therapies to continue to support the emotional well-being of those affected by a cancer diagnosis and help relieve some of the emotional pressures affecting cancer patients and their families. Health inequalities continues to be a high priority and across Dudley we continue to receive funds from Healthy Communities Together (HCT) to (a) continue our work in addressing inequalities not only for Black women and breast cancer but for all cancers and all communities in Dudley and (b) through the HCT programme to receive funding so that we may continue our work with health service partners and the community to raise greater awareness around all cancers and specifically lung cancer, which has become a priority for Dudley borough. |
Further funds were raised during the period from the renting out of the lower ground floor area of the building to other charitable and voluntary organisation, and the sitting local Member of Parliament, Marco Longhi. All funds received from renting out areas of the building go towards supporting cancer patients, their carers and families through the support and services provided. |
GDPR and Data Processing |
The charity's cloud-based customer relationship management database (CRM) continues to be fully operational and has significantly reduced the need to retain paper-based records. The system meets national data protection requirements and is NHS approved. |

Financial position |
The funds of the charity at 31 March 2024 were as follows: |

Financial deficits rolled over from previous years had been turned into a small surplus however, with the continued impact of the cost-of-living crisis, the expenditure for the charity practically tripling and a loss to our investment funds held by Brewin Dolphin, the surplus enjoyed at the end of the 2022 financial period soon turned into a deficit for the charity at year end 2023. |
We still however continue to receive wide public support including regular donations from individuals, legacies, corporations etc., but again due mainly to increases in the cost of living, donations from many of our supporters due solely to personal reasons, has often been limited. The charity therefore, continues to seek alternative funds through various trusts and grants in relation to local projects however, this remains challenging with competition for these funds remaining great however, we have with partners, received funding from various grant making bodies much of the focus of which is in support of addressing health inequalities and supporting people through their emotional health difficulties therefore, despite tough competition for all funds, the charity has and continues to make efforts to bring in income from a variety of funding streams and as such we remain extremely grateful to all our funders and particularly to the Black Country ICB, Blackthorns Chartered Accountants and a variety of other sources and individuals for their continued support and donations in kind. |
The coronavirus pandemic continues to have a negative impact on cancer patients and cancer waiting lists. Newly diagnosed patients generally tend to present in the latter stages of their cancer diagnosis and with cancer waiting times remaining high, treatment for many is delayed beyond government and NHS guidelines. Consequently, the charity is now supporting increased numbers of people who, for a variety of reasons, are now in the later stages of their cancer journey. Despite this, we remain committed to continuing to operate and to develop all our services to meet the growing need for support for all those affected by the disease. |
Principal funding sources |
The National Health Service locally has undergone many changes however, with respect to the commissioning of services, the focus is centred on both system and place-based services. This means that overall, services are now procured through the Black Country ICB. Cancer continues to be one of the main priorities of the health service, specifically breast cancer amongst certain communities and lung cancer for all communities and as a result, the charity has been actively involved in a range of commissioned and partnership work to help raise awareness and support those affected. White House Cancer Support transport services it still in receipt of an annual grant and continues to exceed all expectations. Demand for counselling services continues to grow and beside, ad-hoc grant funding we will be striving to have this service commissioned at some stage in the future especially as we continuously receive referrals from various NHS bodies. |
Throughout the period, we received funds for a range of project work from the Black Country ICB relating to project work around inequalities and mental health however, overall the majority of our funds still come by way of the general public and corporate donations we thank companies such as Blackthorns Chartered Accountants and others for their support throughout the period. |

FINANCIAL REVIEW |
Investment policy and objectives |
The Memorandum & Articles of Association for the charity authorise the trustees to make and hold investments using general funds of the charity. Accordingly, legacies received in recent years are invested through Brewin Dolphin, based in Birmingham, on behalf of the charity and its members, and continue to earn higher returns than would be gained through investing the funds with High Street Banks. |
Reserves policy |
It is board policy to attempt to maintain a cash reserve equivalent to at least a year's potential expenditure. |
Going concern |
The charity has no potential problems in continuing its activities in the medium term and has reserves available to meet and address any contingencies that may occur. However, it is envisaged that the cost-of-living impact will continue to cause a crisis in funding for some period to come and may again cause a reduction to our investments and the amount the charity earns. Furthermore, again as a result of the continuing impacts on living and financial standards, there is likely to be limitations on funds received from both public and corporate donations. All of which is at a time when moving forward, the charity will, due to the backlog in cancer treatments etc., see a greater demand for support. |
FUTURE PLANS |
The charity will continue to extend its area of operation and in accordance with client demand, will diversify and expand service provision. Our contract for the transport service has recently been renewed by the Black Country ICB. |
In addition, due to the success of our recent emotional wellbeing partnership and inequality projects, we are currently awaiting to receive further funding from both the Black Country ICB and the Healthy Communities Together Partnership for funds to support the emotional well-being of those affected by cancer. In respect of the Limited Liability Partnership (LLP), we continue in the role of lead organisation, all of which is linked into the Healthy Communities Together work and moving forward, the partnership is now moving into phase 3 of spreading learning and good practice to other parts of the Black Country. We will continue to work closely with health and voluntary sector colleagues to address health inequalities for all and have made great strides with the ladies from the Black African & Caribbean communities living in Dudley, and moving forward, we expect more of this work to continue and especially in support of a wide range of communities and particularly with people with learning disabilities. |
STRUCTURE, GOVERNANCE AND MANAGEMENT |
Governing document |
The charity is controlled by its governing document, Articles of Association (amended pursuant to a special resolution dated 16 September 2014), and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. |
Recruitment and appointment of new trustees |
Trustees are usually appointed by the board during the year, subject to election by members of the company at the next Annual General Meeting (AGM), and then for a term of three years. |
Organisational structure |
The working names by which the charity is also known are, White House Cancer Support, Cancer Support Dudley, Dudley Cancer Support and Cancer Support. |
Induction and training of new trustees |
A Trustee induction pack is available to all new trustees. Throughout their term in office, trustees have the power to invite potential trustees onto the board, however, all trustees are to be elected by the members at the following Annual General Meeting. |

Key management remuneration |
No trustee receives any remuneration, but all professional staff are paid and have the opportunity to be included in the charity pension scheme. |

The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. |
The charity continues to purchase insurance for the trustees and officers of the charity against liability arising from wrongful acts in relation to the charity. |

The charitable company acts as sole corporate trustee (with trust corporation status) in respect of the White House Cancer Support Charitable Trust which holds the freehold property known as The White House, 10 Ednam Road, Dudley, West Midlands, DYl lJX from which the charitable company operates. |
The objects of the White House Cancer Support Charitable Trust are: |
- To relieve cancer patients, their families and their friends resident in the Dudley Metropolitan Borough area and neighbouring areas, of the trauma of the diagnosis and treatment of cancer by the provision of practical help and emotional support. |
- To further the knowledge and understanding of cancer, its treatment and its effects, on the patient and their family and friends, both clinically and psychologically. |
These objects coincide with those of the charitable company. |
The property has been included in fixed assets and is accounted for in the reconciliation of funds to represent that the company controls and manages the property as corporate trustee. |

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 March 2024. |
Responsibilities and basis of report |
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). |
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act. |

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: |

The financial statements are presented in Sterling, which is the functional currency of the company. |
2. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. |
Income from Government and other grants, whether 'capital' grants or 'revenue' grants, is recognised when the charity has entitlement to the funds, any performance conditions attached to the grants have been met, it is probable that the income will be received and the amount can be measured reliably and is not deferred. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. |

Fund accounting |
Designated funds are funds that the trustees have designated for a specific purpose. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. |
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. |
Hire purchase and leasing commitments |
Rentals paid under operating leases are charged to the Statement of Financial Activities on a straight line basis over the period of the lease. |
Pension costs and other post-retirement benefits |
The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate. |
Donated goods |
Donated professional services and donated facilities are recognised as income when the charity has control over the item, any conditions associated with the donated item have been met, the receipt of economic benefit from the use by the charity of the item is probable and that economic benefit can be measured reliably. In accordance with the Charities SORP (FRS 102), general volunteer time is not recognised in the the financial statements. Further information regarding their contribution is included in the Trustees' Annual Report. |
On receipt, donated professional services and donated facilities are recognised on the basis of the value of the gift to the charity which is the amount the charity would have been willing to pay to obtain services or facilities of equivalent economic benefit on the open market; a corresponding amount is then recognised in expenditure in the period of receipt. |

Cash and cash equivalents |
Cash and cash equivalents include deposits held on call at banks. |
Debtors |
Short term debtors are measured at transaction price, less any impairment. |

Description of restricted funds |
The carers fund consists of a grant from Dudley MBC to provide charity carers with social events. |
The equipment and refurbishment fund consists of various grants and donations received to buy equipment and refurbish the premises. |
The prostate cancer group fund consists of donations received for the prostate cancer group. |
The rainbow fund consists of donations from the rainbow breast reconstruction group and others. |
The bladder, urology, bowel and strome cancer group fund consists of donations received for the BUBS cancer group. |
The D Brettell legacy fund consists of a bequest for medical or building needs. The Wates fund consists of a donation to fund new project costs. |
The Innovation fund consists of grant funding for provision of specialist bereavement counselling. |
The Coronavirus Community Support fund consists of grant funding to cover running costs of the charity. |
The Reducing Health Inequalities In Dudley Borough fund consists of grant funding to help women from diverse communities in the Dudley Borough to engage with cancer screening and services. |
The Reducing Health Inequalities for the Black Country fund consists of grant funding for 1-2-1 engagements with Africa Caribbean women around early diagnosis of breast cancer. |
