The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2024. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
Solar Bear is a Glasgow based professional arts organisation working throughout Scotland as well as beyond our borders. |
The main objective of the charity as set out in its governing document is to advance public education by the encouragement of the performing arts. More specifically the aim of the charity is to develop creative projects where deaf artists and young deaf people can excel and thrive and connect with a diverse audience. |
Solar Bear tells untold stories that engage with everyone - we believe theatre should be welcoming to all. Our artistic ambitions are built on ensuring accessible routes into the arts for the future. We create opportunities for those who are marginalised or disaffected to explore, imagine and grow. |
To deliver this programme, we work with deaf performers, deaf theatre makers, artists and young deaf people. Working in this way shifts us out of our habitual patterns of working. It challenges us, our audiences and the wider arts sector. Put simply, it changes the dynamic. It makes us think in new and different ways; inspires us to forge new theatrical languages and ways of storytelling that are more open, expressive and startling. Creative learning is woven into all our work, shaping and inspiring our professional touring projects. Digital technology helps us make a wider impact. |
The charity ensures that its work maintains a constant high quality by committing to a thorough process of monitoring and evaluation. It accepts that a disparate range of views is acceptable and looks to engage with honest and rigorous assessment of its work. The same level of rigour and attention is applied to artistic processes and outputs as to financial and trading issues. |
This monitoring process is undertaken by the Creative Director/CEO and the Executive Producer, and artistic and financial reports are presented to the charity's trustees for analysis at quarterly Trustee meetings. Additionally the charity maintains ongoing support with funding bodies, including Creative Scotland, who have awarded us funding as a Regularly Funded Organisation to 2025. |

ACHIEVEMENT AND PERFORMANCE |
Charitable activities |
2023-2024 was another busy year for Solar Bear which included the completion of some long running projects and the start of some new ventures. |
Deaf Youth Theatre (DYT) |
We delivered 34 DYT sessions in person over the year as well as our annual summer project. We had 5 new members and 1 former member return to DYT. We ran outreach workshops at: Hamilton School for the Deaf (April 23), Windsor Park School (May 23), Deaf Action (June 23) and St Roch's School (June 23). |
DYT Summer Project 2023's theme was 'Create 1-minute videos'. The aim was to give the young people opportunities to plan, shoot and edit their own short films on phones and iPads in a guerilla film making style. |
We recruited and trained a new DYT Co-Director, Amy Murray (actor & RCS graduate). We have been running this scheme of employing, mentoring and training a deaf professional each year, who wants to be a workshop leader for youth theatre. It has been very successful and it contributes to widening the pool of deaf workshop leaders. |
Wake up - Theatre Production |
Wake Up was a triple bill of 3 visual shows led by 3 deaf directors. The shows were developed as part of the Make a Change project which we ran in 2021/22. 'Ties' by Moira Anne McAuslan, 'Blackout' by Craig McCulloch and 'Time to Wake Up' by Petre Dobre. They included deaf creatives as performers and as part of the creative team. Our aim was to showcase the work of this team to the wider arts sector and to support and mentor the directors on their first full professional production. Each of the directors led their own work, and shadowed and supported each other, to make the most of the learning opportunities. |
We toured in October 2023 to Eastwood Park (Glasgow), Beacon (Greenock), Festival Theatre Studio (Edinburgh), Lanternhouse (Cumbernauld), Lemon Tree (Aberdeen), Eden Court (Inverness), The Byre (St Andrews) and Adam Smith (Kirkcaldy). We received 5 star press reviews for the show. |
Solar Flares : Deaf Heritage |
This year saw the completion of our three-year project funded by the National Lottery Heritage Fund. Eight films were completed in total and were disseminated to: |

All 8 films are part of the National Library of Scotland's Moving Image Archive and one of the heritage films, 'Discovering Manjeet' has been selected for Deaffest Film Festival (May 2024). |
Three digital event toolkits have been designed from the heritage project. Each uses film to explore themes within deaf heritage and deaf culture: communities, identities and creativity. The toolkits contain everything needed to independently organise an event, including links to stream or download the films. |
Solar Reels/Screen Scotland |
Funding from Screen Scotland was successful for a 2 week film school pilot project to develop emerging deaf filmmakers in Scotland. This took place between 3rd - 15th July 2023 and engaged 2 deaf professional filmmakers to help shape the project and share their knowledge and experiences: Will Clark and Teresa Garratty. Both Will and Teresa helped to design the film school alongside Solar Bear staff. From an open call, 3 emerging filmmakers were selected to take part: Klarissa Webster, Yuki Neoh and Munther Alhafre. |

For The Year Ended 31 March 2024 |
The aim was to create learning resources for a more inclusive film school, to re-imagine how some of the standard processes could work effectively for deaf filmmakers. It was a hands-on, practical course. Each filmmaker developed, shot and edited a short film in 2 weeks, led by Will and Teresa. It was a very successful project which fostered a genuinely inclusive, supportive & creative environment. The learning and the work produced were excellent and impactful. |
In September/October each director then went on to lead a workshop with a group of deaf students at St Roch's School, Clydeview Academy and Windsor Park School respectively, to share the films, talk about their experience and showcase to the pupils that this could be an option for deaf people. This was facilitated by Alice Muir. |
The finished films (and a behind the scenes documentary) were shown at a special public event on the 9th November 2023 at the Grosvenor Cinema in Glasgow. The event was well attended by members of the public as well as industry specialists and marked the end of the project for all involved. |
Two of the films were shortlisted at film festivals: Klarissa Webster's 'Strangers' was part of the official selection for the Golden Short Film Festival in Italy and Yuki Neoh's 'Rhythm to My Ears' was part of the selection for Deaffest Film Festival. |
Solar Bear is currently in talks with Screen Scotland about future plans for this project, and how it can continue to provide a vital opportunity for the skills development of deaf filmmakers in Scotland. |
Solar Hub (Deaf Artists Network) |
Solar Hub is our network for deaf artists living in Scotland. This provides a platform for debates and conversation within the wider industry, as well as a means of sharing work, information, ideas and contacts. The agendas are set by the artists taking part and the network is involved in shaping the future plans of Solar Bear. |
There were four meetings held throughout the year which included a talk and advice about funding opportunities from Stuart Cameron of Creative Scotland as well as advice on how to become a workshop leader, knowledge exchanges and a Christmas party. |
New CEO/Creative Director |
Sadly Jonathan Lloyd left Solar Bear in October 2023 after 7 years. He has laid strong foundations for our future strategy and will be missed. |
Recruitment started in the spring of 2023 and Solar Bear appointed joint CEO/Creative Directors. Jennifer Bates comes from a strong background in company leadership having jointly run the London company DH Ensemble. She has many years of experience in participation, fundraising and running youth theatres. Craig Andrew is a graduate of Royal Conservatoire of Scotland and employed as DYT Co-Director for Solar Bear. He has been a performer, director and workshop leader but has no experience of running a company therefore a 2 year programme of training has been put in place to help him reach his potential. |
Having a shared deaf and hearing leadership is quite an undertaking and not one that has occurred in the Scotland or the U.K as far as we are aware. It is challenging and exciting and continues the vital work of developing and training deaf artists. |

Jamie Dow has taken over as the Chairperson of the board and Scott Campbell and Taylor Ann Campbell resigned from the board this year. |
FINANCIAL REVIEW |
Financial position |
Solar Bear has reached the end of this financial year with a reserves level which meets our current reserves policy. This balance has been created through careful management of expenditure on projects and productions and a number of successful fundraising bids. All of this has been achieved whilst maintaining adequate resourcing for our artistic plans. The decision by Creative Scotland to extend our funding as a Regularly Funded Organisation (RFO) until the end of March 2025 has given us stability and confidence for the year ahead. |

FINANCIAL REVIEW |
Reserves policy |
The trustees have established the level of reserves the charity ought to have. The trustees have adopted a more flexible reserves policy allowing 6-12 months of unrestricted reserves, with a minimum of 6 months being held. The trustees believe this level of reserves is desired as cover to meet any unexpected financial developments. |
FUTURE PLANS |
From 2024 our 5 year programme will continue to build on our strategy to create more opportunities for deaf artists to lead the work. At its heart is development - organisational, sector and community development. The public benefit is twofold: firstly, upon the creative sector, to showcase and inspire best practice in working with deaf artists. Secondly, within the deaf community in Scotland - to ensure greater representation, access, and visibility. |
Our programme is organised into three strands: theatre, digital and community engagement. Research and Development is woven into all three. As such, we will place as much emphasis on the development of skills, networks, and ideas as we will on creating productions. This will allow us as an organisation the space and time to innovate. |
In 2022-23 we launched the inaugural Make A Change programme which allowed deaf artists to test out new ideas. In 2024-25 we will launch a new version of the programme, offering residencies to 3 deaf creative teams to test out a new idea, alongside a programme of training and mentoring to support those artists. We will then showcase the results of one of those residencies and find ways for the other 2 teams to develop their work in subsequent years. |
In 2024 - 25 we will introduce our new training programme Solar Reach. This is an opportunity for deaf artists to train to become workshop leaders for their own benefit but also to join the cohort of deaf leaders who can run workshops through Solar Bear. |
In 2023 - 24 we ran Solar Reels - a 2-week experimental film school for emerging deaf filmmakers. We intend to develop this idea in 2025-26, and 2027-28. This will provide training and mentoring in digital skills, widen the pool of deaf film talent in Scotland and forge pathways into the film and TV industry. We will offer follow-up support and development team for the filmmakers. We will alternate between research and development and production in future years. |
In 2024-25 we will advertise and employ our first Film and Screen Officer. This is an opportunity for a deaf professional interested in forging a pathway into film and television and is made possible by funding from Screen Scotland. This will be a two year post offering the successful candidate training opportunities, various research projects and some hands on experience on film and tv sets. |
Deaf Youth Theatre is an on-going programme targeting young deaf people aged 11-21. The programme is deaf-led and shaped by its participants. DYT involves weekly workshops, a social club, cultural trips, and an intensive summer project. |
Solar Hub - Deaf Artists Network is our network for deaf artists (theatre and digital) in Scotland. We plan at least 4 meetings per year. The network is led by the artists and provides a platform for conversation in the wider industry, a means of sharing work, information, ideas and contacts. |
Our Community Engagement Manager continues to build links with deaf community groups and schools across Scotland. The next stage is to create a bespoke programme of activity. Our aim is to showcase different community-led projects over the next 4-5 years. |
STRUCTURE, GOVERNANCE AND MANAGEMENT |
Governing document |
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. |
The charity has a policy in place whereby the constitution of the board of trustees is reviewed on a regular basis. On review in 2023 a new winding up clause and an amendment to the restrictions for use of company's assets were added and approved at the May meeting of the trustees. |
The liability of each member in the event of winding up is limited to £1. |

The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity's trustees consider that the audit requirement of Regulation 10(1)(a) to (c) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under Section 44(1)(c) of the Act and to state whether particular matters have come to my attention. |
Basis of the independent examiner's report |
My examination was carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts. |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. |

Depreciation is provided at the following annual rates in order to write off the cost less estimated residual value of each asset over its estimated useful life. |

The charity is exempt from corporation tax on its charitable activities. |
