The trustees present their annual report and financial statements for the year ended 31 December 2023.

The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity's governing document, the Companies Act 2006 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)".

Objectives and activities

The charity's objects are the promotion of racial and religious harmony by promoting mutual understanding and tolerance in Prijedor, Bosnia.

The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the charity should undertake.

Achievements and performance

2023 was our busiest and most successful year ever. In addition to our Democracy & Youth programme Most Mira, with the support of its sister organisation based in Bosnia-Herzegovina:

 

We did however suffer a significant disappointment with the Peace Centre project. The local authorities continue to delay the issue of the required building permit, which has unfortunately led to the main funders opting not to renew their grant.

Democracy & Youth

Most Mira’s holistic approach to understanding democracy and peacebuilding is unique among similar residentials in the region, as is the fact that we run this programme in the heart of rural Bosnia. It inspires young people aged between 16 and 30 from the Balkans and internationally who are interested in learning more about the history of the war in Prijedor and in becoming peace builders and human rights campaigners.

 

After two and a half months of preparation we delivered the tenth edition of this programme in Prijedor (15-25 September 2023), with eleven young people from Bosnia-Herzegovina and Croatia taking part. The organising team consisted of four former programme participants and the Executive Director. The camp included eleven workshops and lectures focusing on democracy, peacebuilding, social engagement, memorialisation, arts and activism, and inter-ethnic dialogue. five workshops were delivered on the ground in Prijedor and six workshops and lectures were delivered online by a mix of regional and international facilitators. Major successes involved continuing growth of the organising team (which this year included yet another alumnus) and nurturing a pool of young facilitators from Bosnia-Herzegovina, which adds to increased and strengthened local capacity building base.

 

Arts Festival

In 2023 we successfully relaunched this programme after a two-year hiatus due to the COVID-19 pandemic. Between 6 and 10 March 2023 we delivered a five-day long ‘training the trainer’ drama workshop with the aim of upskilling the teachers in Theatre for Development techniques, which allowed them to facilitate and lead drama workshops with students from across the religious and ethnic communities and create a theatre production that was performed in May/June 2023. The workshop focused on four drama techniques that can be used to co-create theatre pieces: Verbatim Theatre, Newspaper Theatre, Folktale Theatre & Forum Theatre. On the final day of the workshop, students were invited to a drama workshop led by the teachers where they co-created two pieces of theatre. After that, twelve students from two local schools (Kozarac and Omarska) took part in twenty creative workshops, culminating in a play which was performed at two different venues in June 2023 in front of 400 young people.

Laboratory of Ideas

In 2023 we worked hard on completing the two components of this programme – a book and a film about local history.

 

Despite some bureaucratic obstacles, we were successful in identifying and accessing a significant volume of archives for the book project, including a number of key documents in Latin that were translated by an award-winning translator. A first draft of the book has now been produced and is currently undergoing a thorough editing process.

 

The main objective of the film project was to provide better insight into life between World War II and the 1990s Balkans War to our main target audience of young people. The project included three contributors from Bosnia, Wales and Turkey whose vast experience enabled the impact of recorded stories to be significantly enhanced. This project has resulted in the creation of:

 

Alumni Conference

Since 2012, a group of young people from different ethnic and religious backgrounds have had the opportunity to participate in our programmes and develop both the critical and conceptual approach to tackle the contentious topic of peacebuilding, both in the Prijedor region and throughout Bosnia-Herzegovina.

 

Twelve Most Mira alumni took part in the sessions held on 4-6 August 2023. On the first day our team shared reflections about ten years of Most Mira programmes. The main session entitled “Factory of Ideas” (planned and led by an alumnus from 2022) sparked various ideas on how to improve Most Mira’s organisational effectiveness.

 

On the second day we conducted ten interviews to assess the effect that our programmes have had on the personal and professional development of past participants, which resulted in two short films. One of the films was used during the recruitment drive for 2023 Democracy & Youth programme, attracting 3,213 views in less than a week. Student Exchange (Care for Common Home)

From 10-12 February 2023 we delivered a new three day environmental workshop called “Care for Common Home” with our partners from the Centre for Peace Education from Sarajevo.

 

This project involved 24 students from four secondary schools, accompanied by one teacher from each school. Two schools were from the Federation - OŠ “Dubravica” from Vitez and OŠ “Dubravica” from Preočica near Vitez - and the other two schools were from the Republika Srpska - OŠ “Kozarac” from Kozarac and OŠ “Vuk Karadžić” from Omarska.

 

In the context of increasingly complex socio-political reality in Bosnia-Herzegovina, the very act of gathering students from schools that follow different curricula, not only from two different BiH entities with an extremely delicate political relationship (the Federation and the Republika Srpska), but also from two areas with an extremely difficult war and post-war history - including education - that still negatively affects all segments of life in those local communities (around Vitez in the Federation and around Prijedor in the Republika Srpska), represented a significant success as well as an important step forward in the peace work of Most Mira and the Centre for Peace Education. It is important to emphasise that this occurred with the approval of the competent ministries of education from both the Federation and the Republika Srpska.

 

In addition to its ecological content, the workshop was imbued at all levels with a spectrum of spoken and unspoken elements of peace work and dialogue between religions and cultures. It served to confirm the spontaneous and independent discovery that advocating for the protection of the environment is a privileged way of practicing peace building and, consequently, facilitating dialogue between religions and cultures.

Peace Centre

The Most Mira Peace Centre, designed by young Bosnian and British architects using the environmentally sustainable method of rammed earth walls, is aimed at providing a safe space for young people of all backgrounds to work together on arts and peacebuilding projects in the rural village of Kevljani where there are religiously divided communities and limited employment opportunities for young people.

 

All the engineers’ studies required to support the building permit application for the construction of the Peace Centre were completed in October 2022 and the application was submitted in December 2022. While most of the related permits were issued, the local electricity board continues to withhold the issue of a key permit for no apparent technical reason, which led to the main funders of the Peace Centre project opting not to renew their grant after its official end of 30 November 2023 and requesting the return of most of the unspent grant funds. These events have unfortunately forced Most Mira to put the Peace Centre project on hold.

 

Financial review

The results for the year and financial position of the charity are shown in the financial statements. The Statement of Financial Activities shows a deficit for the year of £68,844 (2022: surplus of £12,442)

It is the policy of the charity that unrestricted funds which have not been designated for a specific use should be maintained at a level equivalent to between three and six month’s expenditure. The trustees consider that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continue the charity’s current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the year.

The trustees have assessed the major risks to which the charity is exposed, and are satisfied that systems are in place to mitigate exposure to the major risks.

Future plans

In terms of regular activities for 2024, we plan to deliver our Democracy & Youth and Arts Festival programmes, and expand the Laboratory of Ideas by growing the existing visual component through the creation of a further ten short films in order to develop a visual history project together with previously filmed interviews.

 

We also plan to develop the ‘One History’ exhibition about the history of Prijedor, which will serve to advance our continued efforts of using history to create a toolkit on “how to build a sustainable peace” that will be transferable to other communities in Bosnia-Herzegovina, and other societies struggling how to address the legacies of their past.

 

Structure, governance and management

The charity is a company limited by guarantee (registered no.: 07014954 governed by its Memorandum and Articles of Association. The company is also registered as a charity with the Charity Commission (registered no.: 1134274).

The Trustees administer the charity and there is no formal procedure for the appointment of Trustees. Trustees are recruited after due procedure and induction training is provided.

 

None of the trustees has any beneficial interest in the company. All of the trustees are members of the company and guarantee to contribute £10 in the event of a winding up.

The trustees, who are also the directors of Most Mira for the purpose of company law, are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

 

Company Law requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that year.

 

In preparing these financial statements, the trustees are required to:

 

- select suitable accounting policies and then apply them consistently;

 

- observe the methods and principles in the Charities SORP;

 

- make judgements and estimates that are reasonable and prudent; and

 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.

 

The trustees are responsible for keeping adequate accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

I report to the trustees on my examination of the financial statements of Most Mira (the charity) for the year ended 31 December 2023.

Responsibilities and basis of report

As the trustees of the charity (and also its directors for the purposes of company law) you are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006 (the 2006 Act).

Having satisfied myself that the financial statements of the charity are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the charity’s financial statements carried out under section 145 of the Charities Act 2011 (the 2011 Act). In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner's statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 386 of the 2006 Act; or

2

the financial statements do not accord with those records; or

3

the financial statements do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or

4

the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

Accounting policies
Charity information

Most Mira is a private company limited by guarantee incorporated in England and Wales. The registered office is 10 Alder Road, Folkestone, CT19 5BZ, England.

Accounting convention

The financial statements have been prepared in accordance with the charity's governing document, the Companies Act 2006 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)". The charity is a Public Benefit Entity as defined by FRS 102.

 

The charity has taken advantage of the provisions in the SORP for charities applying FRS 102 Update Bulletin 1 not to prepare a Statement of Cash Flows.

The financial statements are prepared in sterling, which is the functional currency of the charity. Monetary amounts in these financial statements are rounded to the nearest £.

The financial statements have been prepared under the historical cost convention. The principal accounting policies adopted are set out below.

Going concern

At the time of approving the financial statements, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus the trustees continue to adopt the going concern basis of accounting in preparing the financial statements.

Charitable funds

Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives.

Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.

Income
Income is recognised when the charity is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that income will be received.

Cash donations are recognised on receipt. Other donations are recognised once the charity has been notified of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.

Expenditure

Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Cash and cash equivalents include cash in hand and deposits held with banks.

Financial instruments

The charity has elected to apply the provisions of Section 11 ‘Basic Financial Instruments’ and Section 12 ‘Other Financial Instruments Issues’ of FRS 102 to all of its financial instruments.

 

Financial instruments are recognised in the charity's balance sheet when the charity becomes party to the contractual provisions of the instrument.

 

Financial assets and liabilities are offset, with the net amounts presented in the financial statements, when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a net basis or to realise the asset and settle the liability simultaneously.

Basic financial assets

Basic financial assets, which include debtors and cash and bank balances, are initially measured at transaction price including transaction costs and are subsequently carried at amortised cost using the effective interest method unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest. Financial assets classified as receivable within one year are not amortised.

Basic financial liabilities

Basic financial liabilities, including creditors are initially recognised at transaction price unless the arrangement constitutes a financing transaction, where the debt instrument is measured at the present value of the future payments discounted at a market rate of interest. Financial liabilities classified as payable within one year are not amortised.

Derecognition of financial liabilities

Financial liabilities are derecognised when the charity’s contractual obligations expire or are discharged or cancelled.

Critical accounting estimates and judgements

In the application of the charity’s accounting policies, the trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.

 

The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.

The Peace Centre fund has been set up in order to establish a permanent presence in Kevljani, Bosnia-Herzegovina on land that is legally owned by a related charity (Most Mira Bosnia-Herzegovina). The related architects’ fees and building works were funded from the restricted funds of Most Mira United Kingdom, but were capitalised in the financial statements of Most Mira Bosnia-Herzegovina and treated as a related party receivable in the financial statements of Most Mira United Kingdom. As at 31 December 2023, a total of £63,749 (31 December 2022: £59,181) had been provided to Most Mira Bosnia-Herzegovina for this purpose – refer to Notes 10 and 14. It was envisaged that the related party receivable would be repaid through the transfer of legal ownership of the Peace Centre from Most Mira Bosnia-Herzegovina to Most Mira United Kingdom following completion of the construction and fit-out.

 

However, as a result of the continuing failure to secure a local building permit for the Peace Centre, the main funders of the project opted not to renew their grant after its official end of 30 November 2023 and requested the return of all unspent funds less £6,000. The balance of £88,304 was therefore repaid to the funders in March 2024 in full settlement.

 

In the current absence of alternative sources of funding for the Peace Centre, the trustees consider the likelihood of this project proceeding any further to be significantly reduced. This, in turn, affects the recoverability of the related party receivable of £63,749 as at 31 December 2023 and a doubtful debt provision for the full amount of this receivable has therefore been raised in the 2023 financial statements of Most Mira United Kingdom.

 

The Theatre Project fund has been set up to run theatre projects for school children and young people in the Prijedor region of Bosnia. The project provides a safe creative space for marginalised rural children who would not otherwise have a voice, and is run in a participatory method to allow the children and young people to express their creativity and work collaboratively with peers in a safe, supportive and empowering environment.

During the year the charity entered into the following transactions with related parties:

In 2023 Most Mira United Kingdom made payments totalling £4,568 (2022: £4,507) for architects’ fees and building works related to the construction of the Peace Centre in Kevljani, Bosnia-Herzegovina on behalf of Most Mira Bosnia-Herzegovina, a charity registered in Bosnia-Herzegovina. As at 31 December 2023, a total of £63,749 (31 December 2022: £59,181) was owed to Most Mira United Kingdom by Most Mira Bosnia-Herzegovina.

 

A number of the Trustees of Most Mira UK are also (or have been) Trustees of Most Mira Bosnia-Herzegovina.
