The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 December 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). |
Overview |
The Purple Community Fund (PCF) operates as a fundraising and advisory body supporting and financing the relief and developmental work of its sister charity Upskills+ Foundation Inc, (UFI) within the Philippines. |
PCF and UFI exist as separate and independent entities operating under their respective legal and governance legislatures within the UK and the Philippines. In Jane Walker, both PCF and UFI share the same CEO, and this enables the charities to work without barriers to ensure full transparency and clear lines of communication. |
OBJECTIVES AND ACTIVITIES |
Objectives and Aims |
The charity's objectives are, for the public benefit, in the Philippines and elsewhere in the world: |
(A) The prevention and relief of poverty. |
(B) The advancement of education and training. |
(C) The advancement of good health, both physical and mental. |
(D) The rehabilitation of victims of physical, mental and sexual abuse. |
PCF aim to achieve these goals through raising money and awareness in the UK and working with our partner charity Upskills+ Foundation Inc. in the Philippines. Our beneficiaries are the poorest of the urban poor, this is poverty at its worst. We fund and run a community education mentoring programme for school dropouts as well as providing community health and nutrition and community livelihood and training programs. |
Public benefit |
We have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing our aims and objectives and in planning our future activities. In particular, the trustees consider how planned activities will contribute to the aims and objectives they have set. |
Relationship Between PCF and UFI |
A formal Memorandum of Understanding between PCF and UFI, agreed and signed by the respective boards of trustees, sets out the basis of the relationship as well as the conditions and mechanics of funding provided to UFI by PCF. |
Funds held by PCF are released to UFI monthly in arrears, or in the case of grants according to the donors stipulated schedule. Where instruction for the allocation and reporting of provided funds is required, this is provided to UFI in advance. |
In the advent of extraordinary circumstances such as natural disasters and other instances where an emergency funding appeal is deemed necessary UFI will formally set out a situational assessment and action plan for PCF to facilitate an appropriate response. |

ACHIEVEMENT AND PERFORMANCE |
Trustees Statement |
2023 proved to be a difficult and challenging year for PCF where continued uncertainty within the greater financial environment, along with the ongoing cost of living pressures restricted core fundraising streams. For 2023 UK derived funds of £345,514 represented an increase of 0.8% on the previous year (£342,708). Of the total funds received £201,257 were sent to UFI in the Philippines representing a comparatively small decrease of 5% on the previous year (£212,868). |
Against this backdrop measures were put in place to focus on retaining PCF's core supporter base, whilst at the same time continuing to promote wider awareness of the essential nature of the outreach work UFI is undertaking in the Philippines. The key focus of activity remains primarily in education where to date in the 20+ years since its launch, PCF has supported over 1,000 children throughout their educational journey. In 2023 a total of 365 students were supported in their education across six separate locations in the Philippines covered by UFI. |
It has long been the charity's belief that its objectives are best served primarily through the attainment of education, leading on to positive outcomes. On a practical level the achievement of this aim necessitates the need to also run holistic social based programmes within the supported community. As well as providing direct educational support UFI continues to run community programmes covering Health & Nutrition, Livelihood & Skills Training and Welfare Services through the funding provided by PCF. |
Whilst there was some necessary consolidation of PCF's UK activities the charity also experienced a reduction in the workforce with the departure of a long serving full time employee, and with Jane's sister who had been working part time also continuing to suffer from health problems. |
This meant that effectively all UK operations and administration were being handled solely by Jane and Hannah. |
It was therefore agreed that an additional staff member should be sought, particularly to assist with targeted fundraising through grant applications, and to further strengthen corporate relationships. |
A new staff member, Laura, subsequently joined the team in September and started contributing positively to the charity's fundraising efforts. |
In 2023 grant awards represented 18% of income (£46,094). It is anticipated that in 2024 with additional capacity the number of UK grant applications and subsequent awards will increase. |
With Jane now spending a significant part of the year in the Philippines It is essential for PCF to be able to sustain UK operations in her absence. We are therefore thankful to now have Laura onboard. |
Due to the outlined staffing constraints, 2023 saw a much-reduced presence at music festivals, however product sales do remain an important part of PCF's revenue generation strategy, as well being an iconic part of the charity's visual identity. An updated product range along with an attendance at several one day Pride events saw product sales for the year achieve £39,562, accounting for 15% of total revenue. |
Other than through grants and product sales, in 2023 the charity's funding streams came from donations, gift aid and bank account interest. |
Despite a reduction in UK funding UFI was still able to maintain its core activities in the Philippines, supporting the daily education of 365 students, as well as running healthcare and livelihood programmes, benefiting 48,271 individuals, compared to 53,975 in 2022. Budgetary restrictions saw some alterations to the existing staffing structure and the winding up of more peripheral programmes such as the community farm. In 2023 donations from PCF accounted for 54% of UFI's total income. |
Strategically it remains the long-term objective for UFI to generate a greater proportion of its total funding from local sources, with a goal of achieving a level of sufficiency increasingly less reliant upon UK sourced income. Given this aim it is anticipated that Jane will be spending more time in the Philippines in 2024 and 2025 to concentrate on strengthening the organisational structure and enhance future capacity building. As Jane is the CEO of PCF and UFI she is ideally placed to be able to balance the needs of both moving forward. In 2024 she will aim to appoint a full-time fundraiser in the Philippines to work locally with new and long-established donors. |

As ever, the trustees of PCF recognise the incredible work undertaken by Jane and Hannah over the course of the year, not only in maintaining the smooth running of the operation during difficult times, but also for the tremendous demands and personal sacrifices that doing this undoubtedly involves. |
After experiencing so many challenges, we believe that the resourcefulness demonstrated, combined with a clear strategy for 2024 places PCF in a strong position to build upon its successes and continue to play an active role in relieving poverty and providing sustainable long-term opportunities for its beneficiaries. |
As always, we would like to recognise and thank the funders who have supported our projects and activities during the year, whose generous support we value highly, as well as the generosity of the many individuals who support our work both financially and through volunteering. |
FINANCIAL REVIEW |
Principal funding sources |
Funding comes from a variety of sources including formal grants, sponsorship, donations, and general fundraising activities. |
Investment policy and objectives |
Monies not immediately required for the objectives of PCF are held in a deposit account, in line with the investment policy. The charity does not have any other investments. |
Reserves policy |
The Trustees calculate the reserves as that part of the unrestricted funds which in 2023 represents the general fund. As of 31st December 2023, the charity had unrestricted free reserves of £31,653 covering 3 months' core running costs and £23,800 of legacy revenue to be used where needed. |
STRUCTURE, GOVERNANCE AND MANAGEMENT |
Governing document |
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. |

The Purple Community Fund is an incorporated charity registered with the Charity Commission, registration number 1158729. |
Recruitment and appointment of new trustees |
The Board assesses its skills base on a regular basis and fills identified gaps by advertising and recruiting new Trustees. Trustees are chosen for their complementary skills, breadth of experience and contribution to the charity in a range of ways. New Board Members are appointed by the Board to serve for a term of two years. The minimum number of Trustees is three. |
New Trustees meet with Mrs Bronwen Batey (Chair) and Mrs Jane Walker (Chief Executive) as part of an induction process. |
A strategic planning and review day is held annually by the Board, to review the strategy and consider key issues emerging. |
Organisational structure |
The Board of Trustees meets quarterly and is responsible for the strategic direction and policy of the charity. Responsibility for the day to day running of the charity and delivery of activities is delegated to the Chief Executive and Management Team. |

STRUCTURE, GOVERNANCE AND MANAGEMENT |
Risk management |
The Trustees have reviewed the major strategic, business and operational risks, which the charity faces at this stage of its development and have identified key risks. Actions to address key risk areas have been agreed and progress is reviewed regularly. In addition, strong financial controls are in place to mitigate the risk of financial losses due to theft or fraud, and these controls are regularly reviewed. The charity also has in place a child protection policy which applies to all staff and Trustees, volunteers or consultants working on behalf of PCF. |

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 December 2023. |
Responsibilities and basis of report |
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). |
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act. |

Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales, which is one of the listed bodies. |
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: |
1. | accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or |
2. | the accounts do not accord with those records; or |
3. | the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. |
Grants offered subject to conditions which have not been met at the year end date are noted as a commitment but not accrued as expenditure. |

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. |

Stocks are valued at the lower of cost and net realisable value, after making due allowance for obsolete and slow moving items. |
Taxation |
The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. |

Pension costs and other post-retirement benefits |
The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate. |
