    Basis of measurement and preparation

    These financial statements have been prepared in accordance with the provisions of Section 1A (Small Entities) of Financial Reporting Standard 102

    Tangible fixed assets depreciation policy

    Tangible assets are included at cost less depreciation and impairment. Depreciation has been provided at the following rates in order to write off the assets over their estimated useful lives: Computer Equipment: 2-3 years.

    Intangible fixed assets amortisation policy

    Intangible fixed assets are included at cost less accumulated amortisation, with a useful life of 3 years.

Company activities and impact

Education - PLACED Academy: The PLACED Academy is a award winning, free to access educational programme for young people aged 14-26 which seeks to empower them to shape the world around them, breakdown barriers to careers and make them aware of pathways into training and employment. We secure sponsorship, along with significant reinvestment of our our time and surplus, from throughout the sector to enable the delivery of the programme and ensure it offers free access for all. PLACED Academy develops participant skills, confidence and access to career paths in the built environment sector. This reporting period covers two programmes: - The 2023-24 Academy programme: Eight months of the programme were delivered in this period. Opportunities included design workshops, skills sessions, mentoring and research projects. This cohort included 42 young people from across the northwest. Participants are from diverse backgrounds, with 50% being from ethnic minority groups and 67% female. 32 young people completed the full programme, involving ten or more days of participation. On completion, 97% know more about careers, 78% say they have developed skills that they will use in school / college, and 97% feel they now know how the design of towns and cities can impact people and environment. The programme report is available here. - The 2024-25 Academy programme: The current programme commended in July 2024, with 68 participants, and is ongoing. So far, 97% said they have enjoyed the sessions delivered, 87% said they have developed skill set and 80% have said they have learnt something new. A significant 56% are from ethnic minority groups and 62% female. - Partnership Academy: PLACED Partnership Academies are funded by a range of Partners and prioritise young people in specific areas of the Northwest, often linking to a live project. Programmes are bespoke and range in length, with outreach programmes from three days to a longer programme delivered over several months. The three programmes this period gave young people an opportunity to think about how they would design spaces and initiatives to meet their needs and aspirations. The workshops were creative and consisted of a range of activities, site visits and presentations. The programme was supported by 24 volunteers. - Placed Academy Alumni: We also formally launched the PLACED Academy Alumni, which offers ongoing support to our Academy graduates and those who complete an equivalent number of days on Partnership Academies. Currently funded by PLACED and delivered with the support of our Partners and sponsors, the Alumni allows graduates to benefit from a range of additional support, including work placements, mentoring, workshops and training, supporting graduates as they prepare to apply for university, whilst they are in university, or whilst they are in the world of work. - We also delivered several in-school workshops, supporting the curriculum and the development of young people’s skills in a classroom environment. Engagement: We have continued our engagement work to enable more representative voices to be heard in the design and decision making process with regards to our built environment. Our work has expanded, and increasingly includes working with design teams to shape decisions from the outset. Our work enables the design of places to better reflect the needs of those who live them, empowering communities, and increasing pride. In this reporting period PLACED engaged 3130 people through 67 engagement activities across the Northwest. Example projects in this financial year include: - Masterplan, Colne, Earby, Barnoldswick: Pendle Borough Council appointed Optimised Environments Ltd and PLACED to develop masterplans for Colne, Barnoldswick and Earby town centres. PLACED conducted engagement activities across two phases: initial consultations through pop-up events and online surveys, followed by targeted workshops to gather feedback on draft masterplans. The second phase comprised community workshops across the towns, where attendees received presentations before reviewing draft proposals. Engagement focused on proposed projects, priorities and implementation timelines. - Social Value, Earlestown: St Helens Borough Council and the English Cities Fund (ECF) commissioned Social Value Portal (SVP) and PLACED to produce a Social Value Measurement Framework to feed into the development of the Earlestown Town Centre Masterplan. PLACED co-ordinated and delivered engagement workshops with young people in the borough to help shape this Social Value Measurement Framework and contributed to 'pop-up' engagement events in Earlestown Town Centre. - Birkenhead to Liscard Active Travel, Wirral: Wirral Council is developing ambitious plans to redesign streets along a direct route from Birkenhead to Liscard Town Centre to improve accessibility, make streets safer and more pleasant for local people, and provide high quality facilities for walkers, wheelers and cyclists. PLACED delivered extensive community engagement activities, including face-to-face pop-up events, unstaffed displays, and community workshops. - Canning Place (Former Merseyside Police HQ), Liverpool: Merseyside Police are looking to dispose of their former HQ building at Canning Place. To explore what is possible and needed for this key development location, PLACED delivered the public engagement. The report shaped the Developer Framework that went out to tender. - Liverpool City Region Spatial development, Liverpool: PLACED worked with LCRCA to bring in person public engagement on the Spatial Development Strategy to all six local authorities in the city region which included Halton, Knowsley, Liverpool, Sefton, St Helens, and Wirral. This is the third phase of developing and consulting on the Spatial Development Strategy, and local people’s views have shaped decisions throughout. - Farnworth Long term Plan, Farnworth: PLACED supported the local authority in engaging people in the development of priorities for the Farnworth Long Term Plan, inviting local people to share challenges, opportunities, and ideas for the changes, and what the vision for the future of the town should be.

Consultation with stakeholders

Our key stakeholders are: - Schools - Young People, in particular our PLACED Academy participants, graduates and alumni - Academy sponsors and partners - Broad community reach - Clients who include local authorities, Social Enterprises, and community organisations - Working closely with design teams to ensure we have maximum impact - Built environment professionals. Our programmes are shaped by: - The feedback of young people, families and sponsors involved in the PLACED Academy programmes. - Speaking to people at our engagement events about their experience of engaging with us and prior events. - Asking previous participants and their parents of our education programmes about the impact of the programmes, and how we can improve them in the future. - Gathering comments and feedback at the end of events. - Securing feedback from schools and teachers about our education work in schools, along with the impact participation has on those who take part in their own time. - Working with our Strategic Ambassadors to test, develop and refine ideas.
