Independent accountants report to the directors of Blueberry Residents Association Limited in respect of the service charge accounts for the year ended 31st December 2024 relating to the 16 leasehold flats at 223-225 Main Road, Biggin Hill, Kent, TN16 3JY. |

As set out in the summary of tenants’ rights and obligations as issued to each leaseholder on issuing their service charge demand, the lessor is obliged to provide the leasee with a regular statement of account showing service charge income and expenditure of the management company. The account (“the statement”) that is covered by an accountant’s report. It is our duty to issue that report in accordance with the provisions of the Landlord Tenant Act 1985. |

The management of the Company was undertaken by Prior Estate Management Ltd, who; directed and controlled the Company, entered into agreements, carried out the repairs and maintenance and collected in the service charges. Prior Estates opened a client bank account with Barclays Bank plc that was administered and controlled by them. Prior Estates supplied contractor invoices for all payments made and bank statements. However, the bookkeeping was not supplied and was undertaken by Enigma Accounting and Consulting Limited. It was found that the vast majority of leaseholders were in arrears and we brougt the bookkeeping up to date and issued service charge statements to leaseholders with an explanation of the breakdown of their account so that the accounts could be paid up to date. It became clear part way through their management of the Company that the repairs and maintenance were not being overseen throughly enough, they were not collecting in enough service charge to meet with general and long term repairs and maintenance. They had not met with paying contractors in a timely maner and the final Tomlin Order to settle Hickey & Co Ltd's legal dispute was only paid on time due to a leaseholder paying their service charge in advance. The ground rent was paid late to the freeholder twice. The service charge budget did not factor in any of the works that were identified by LPS Advisory Ltd, chartered surveyors who carried out a drone and thorough inspection of both roofs, lofts and damp issues experienced by flat 2, 225 and was missing some of the day to day running costs. The contract with Prior Estates Ltd was terminated with immediate effect and brought back to being self managed on 1st January 2025. |

The accounts have been prepared under the historical cost convention and in accordance with FRS 102, The Financial Reporting Standard applicable in the UK and Republic of Ireland (as applied to small entities by section 1A of the standard). |

who collect in the service charges in order to maintain the land and buildings in the condition from when they were handed over from the then freeholder Whelan Homes Ltd. The current freeholder is B&M Trustees Ltd PO Box 72341, London, NW7 0LH. |

Gardening costs - Alex Goodridge was the gardener back in 2023. The arrangement was unclear as to who |

engaged him, invoices were irregular and not consistant with what he was paid. The director at the time, Russell Pitt |
|
could not provide invoices for all the money paid. The current directors made efforts to contact Alex Goodridge who |
|
was not able to provide an explanation or any copy invoices substantiating the payments made to him. So, the |
|
directors decided to write off, £1,260 the amount in excess of invoices received against this year's gardening costs. |
