Objectives and Aims
PUBLIC BENEFIT STATEMENT
The charitable object of The Ken Hawley Collection Trust are defined within the Memorandum Association adopted in August 1995 when the Trust was formed and have supported the key statement of purpose in our forward planning:
The Trust's key object is to advance the education of the public m the history and development of tools and toolmaking m Sheffield and its environs, and this is effected through our vision:
to be the world's most comprehensive collection of tools and authoritative source on tools and associated manufacture & trade materials;
to advance the education and knowledge of the public in the history of tools and tool making, particularly in Sheffield and its environs; and
to provide a celebration of our tool heritage and of our future tool making through partnership with the current tool industry.
In its area of benefit, the charity seeks to effect public benefit for its object and supporting vision through a range of powers which include the following key elements:
(a) To preserve, maintain, house, repair and secure curatorship and exhibition of the collection of tools and related objects
(b) To provide for the establishment, acquisition, management, maintenance, improvement, extension and support of museums, galleries, libraries and other places within Sheffield and its environs where educational research and enquiry and the exchange and dissemination of relevant views and information may happen
(c) To acquire, conserve, restore and repair exhibits, objects, and collections
(d) To present, promote, organise, provide, manage, and produce exhibitions, etc…which are conducive to the advancement of education
(e) To promote, encourage or undertake research and to collect and disseminate information on all matters affecting the said objects and to exchange such information with other bodies having similar objects whether in this country or overseas and to publish the useful results thereof
(f) To promote, encourage or undertake research and to collect and disseminate information on all matters affecting the said objects and to exchange such information with other bodies having similar objects whether in this country or overseas and to publish the useful results thereof
The Trust does not have any paid employees in furtherance of those objects and has sought to have a work programme supported by approximately 20-25 volunteers which seeks to deliver a range of services providing a wide range of benefits in accordance with the charity's objects. Our volunteers are routinely and actively encouraged to get involved in the organisation and are represented by a trustee on the Council of Management.

We seek to benefit the local community through managing and promoting the Collection for the use and enjoyment of all. The general public benefit by attending the museum and taking part in activities related to the Collection. We recognise that there is a need to widen the scope of access opportunities beyond a physical one and we have encouraged the use of new technology to widen access on a remote basis. We also seek participation in the work of the Trust through the provision of opportunities to volunteer in working on all aspects of the Collection, they choose to get involved. However, nobody would ever be excluded from participation without good reason or due process.
Along with our hosts, the Sheffield Museums Trust, we seek to maximise physical access for all ensuring our facilities, stores and exhibits are made as accessible as possible to ensure inclusion.
Activities provided by the Trust under its own management aim to be free or for a minimal charge to cover expenses; there will be a charge to other organisations for the use of facilities to cover the reasonable
management and running costs of the services we provide. These are on a sliding scale with activities offering public benefits at the lower end of the scale, and higher charges for those wishing to use facilities for private or commercial activities.
OBJECTIVES AND ACTIVITIES
As in previous years, the ability of the Trust to focus on the Collection and its public interface was greatly aided by the supportive cooperation from the Sheffield Museums Trust who now operate Kelham Island Museum. In return for being able to make the Collection available as an addition to the public offer from Kelham Island Museum, they continue to provide the housing, insurance and associated infrastructure costs for the Collection. We seek to ensure regular liaison with the Trust takes place and we seek to continue to explore how the Hawley Collection can continue to enhance the visitor experience at Kelham Island Museum seeking to appeal to a diverse audience.
General fundraising continues to provide a challenge, but our general needs outside of the lottery funded projects have been sustained. We were pleased to receive generous support once again from the Worshipful Company of Builders Merchants. Toolbank also agreed to a significant donation to the Trust from the proceeds of the insurance settlement for an item belonging to them taken in the robbery

OBJECTIVES AND ACTIVITIES
Review of the Year
The success of the previous lottery funded projects has continued to widen knowledge both within the city but also internationally about the huge resources our Collection holds. This was built in in the latest project 'Sheffield Treasures' which lasted for two years to July 2024. Although the project provided opportunity to attract new resources and develop areas of work on one particular element of the Collection, the wider Collection still commanded attention from our existing volunteers providing opportunity for further recording and enhancing the record of what the Collection contains but also in supporting activities and enquiries about those elements of the Collection.
Full details of the success of the lottery project completed in the year are contained in the Evaluation Report submitted to the National Lottery Heritage Fund on completion of the project.
Recovery from the robbery that took place the previous year during the exhibition surrounding the Year Knife was rapid albeit without some of the key exhibits that had been lost in the attack. The need to improve security of the gallery to enable redisplay of the Year Knife back in the Hawley Gallery was pursued with assistance from our hosts, the Sheffield Museums Trust for which we are grateful. The housing of the Year Knife was also improved through diversion of resources in the lottery funded project for which we are grateful to the National Lottery Heritage Fund for agreeing to.
During the year one of our long standing trustees, Jeff Warner, stood down. He had supported us not just as a trustee but also in sharing his valuable knowledge of key elements in the Collection and the trustees expressed their gratitude for his work and support.
The Trust's work in not only cataloguing the Collection but also using the Collection to inform and educate the general public and our efforts in making more of the resources accessible digitally seemed to open up the Collection to a wider audience not just locally, but world wide as well.

ACHIEVEMENT AND PERFORMANCE
ACHIEVEMENT AND PERFORMANCE
All of our general activities are volunteer led and the Trust is dependent upon a group of between 20and 25 regular volunteers who put in time and work across the full range of the Trust's work and objectives for which continue to be extremely grateful.
Activities and Collection Development
The Collection's MODES database continued to grow as a result of the lottery projects but also through other elements of the Collection having been a focus for some of our volunteers. Last year we anticipated that during the year we expected that the number of records in MODES would exceed 50,000 entries and this target was only a few hundred from that target by the year end. As we know the Collection has over 100,000 individual items we still have a long way to go but work in the past few years has opened up the knowledge we have on key elements of the Collection.
Re-accreditation of te Collection by the Arts Council England was anticipated for 2025 and work on reviewing the Collection policies for the Trust was started to ensure that we were able to define and control how the Collection should be managed in the future. The public continue to generously offer new items to the add to the Collection on a frequent basis, but we are aware of the limitations on our resources in being able to manage the Collection but importantly to physically house what we acquire. During the year we have made new acquisitions arising from the increased public awareness catalysed by the project work we have undertaken. In addition we have continued discussion with the Hawley family about some key items which may come our way from the estate of our original collector, Ken Hawley.
The Hawley Collection YouTube channel continues to expand with the addition of new material. The channel features the video and presentation material around the knife project, and also other video material in the Collection showing craft skills related to tool manufacture and information about the Collection. Although use had grown steadily over the last two or three years we suddenly saw a huge spike in usage in the latter part of the year and total uses exceeded 1 million by the end of October and the subscriber base had exceeded 10,000
By the year end the channel had 75 videos available with a total of 686,164 views recorded (previous year 2022/23 was 76,393) and watch time of 56,100 hours (previous year 2022/23 was 6,629). The year saw the net number of subscribers to the channel grow to over 10,000 (previous year 2022/23 was 4,166). The reach of the channel continued to show a large percentage of views from overseas locations, particularly from the USA (32.9%). 78.5% of the watch time was by people aged 45 and older which was 3% down on the previous year.
The channel continued to feature a range of films displaying the craft skills from the city, but just as importantly was our ability in giving access to the series of lectures and talks on the Collection we have made available.
The Name on the Knife Blade database is now established as one of the prime locations to go to when searching in Google for information about Sheffield knife makers. Recent changes in Google Analytics continues to present a challenge in extracting comparable performance data but we are aware that the database is increasingly quoted by others as an essential source of information on Sheffield cutlery.
Material from the Collection continues to be loaned and on display in the Millennium Gallery Metalwork Gallery, in the Weston Park Museum and at the Ironbridge Gorge Museum.

Visitors and enquiries
Our public interface at the Museum has also been high on our concerns and the volunteers are keen to ensure that our combination of temporary exhibitions supported by lectures is refreshed on a regular basis to expose the scale and width of our Collection. During the year, our temporary exhibitions programme included:
" Further enhancements to the knife and cutlery displays
" Refreshment of the A-Z display to enable the display of more of our unusual objects
" Changes to the Toolbank exhibits
Our formal lectures and presentation on aspects of the collection continue to be popular. Access via YouTube has already been commented on and during the year there has been a steady request for more of our talks to go 'on tour' to a number of local groups.
As noted in previous years, we continue to be delighted to receive positive comments about the Collection and the access now afforded to the Collection by being displayed at Kelham Island Museum. Visitors continue to comment on the enthusiasm of our volunteers when they have the opportunity to engage with them, and this is reflected by their generosity in making cash donations or in considering us if they wish to pass on items for consideration as additions to our Collection.
The value of our digital offer has exposed the ageing nature of our website and work was started towards the end of the year in identifying a path for its replacement..
FINANCIAL REVIEW
Reserves policy
The policy of the trust is to ensure adequate reserves are held to ensure the continuation of the trust's basic operations for future years. Within the current needs of the Trust such reserves need only to be modest as there are limited contractual liabilities given we have no paid staff, and our buildings overheads are supported by our arrangement with Sheffield Museums Trust.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006.
Recruitment and appointment of new trustees
At present the Trust does not have a formal written policy for the recruitment and appointment of new trustees, but the Board of Trustees has established the practice of reviewing its membership from time to time. The membership of the Board comprises a wide variety of experience drawn from industry, higher education, local government, commerce and the heritage sector, and includes senior management and operational expertise which matches the knowledge and skills required to support delivery of the Trust's operations.
Following a number of changes to trustees it has also been agreed in principle to move towards retirement by rotation and amendments to the governing document will be brought forward in due course to give effect to the principle.
Organisational structure
The day to day management of the charity is delegated by the trustees to Mr Keith Crawshaw.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Induction and training of new trustees
An induction programme for new trustees' endeavours to develop personalized opportunities and sessions with experienced trustees and volunteers to introduce the work of the Trust.
Future development of the Trust's governance
There is a continuing concern that as the Trust has grown, the work of the Chair has grown and that there is a need to consider a better distribution of duties and responsibilities. The Trust have held a number of discussions around how it might better increase the resilience of its governance and extend the skills represented in its trustees as new recruits are considered.
Future development of the Trust's governance
The Trust has continued to review its governance to ensure effective succession planning and management of the affairs of the Trust, including the role, duties and responsibilities of the Chair.
The trustees confirm they have complied with the duty in section 17(5) of the 2011 Charities Act to have due regard to guidance published by the Charity Commission.
