Turnover Policy For Bristol Community Acupuncture CIC Effective Date: 31/10/23 Approved By: A Nuttall, I Fitzpatrick --- 1. Purpose This policy sets out the principles and procedures by which Bristol Community Acupuncture records, monitors, and reports its turnover. It ensures compliance with UK tax laws, Companies House requirements, and the CIC Regulator's guidelines, while supporting accurate financial reporting and responsible management of funds. --- 2. Scope This policy applies to all revenue-generating activities undertaken by the CIC, including: Grants received (where applicable) Service fees and contracts Product or merchandise sales Donations with a service element Government support (e.g. COVID relief schemes, where applicable) --- 3. Definition of Turnover For the purposes of this policy and in line with HMRC and UK accounting standards (FRS 102 or IFRS as applicable), turnover is defined as the total income received from normal business activities, excluding VAT, during the financial year. --- 4. Recognition of Turnover Turnover is recognised in accordance with the accruals basis of accounting, meaning revenue is recorded when it is earned, not when it is received. Key Principles: Revenue from services is recognised when the service is provided. Revenue from goods is recognised when goods are delivered. Grant income is recognised when performance obligations are met (if conditional), or when entitlement is established (if unconditional). --- 5. Thresholds and Tax Implications The CIC will monitor its turnover regularly to assess implications for: VAT registration: Required if turnover exceeds the VAT threshold (£90,000 as of 2024). Corporation Tax: All CICs are subject to Corporation Tax; turnover informs taxable profit but is not taxed directly. Audit exemption: The CIC will consider whether turnover exceeds audit thresholds (£10.2 million as part of the criteria). Charity equivalence checks (if fundraising): Where applicable, turnover transparency aids donor confidence. --- 6. Reporting and Disclosure Turnover will be: Reported annually in the CIC34 report to the CIC Regulator, demonstrating how turnover contributed to community benefit. Included in annual accounts filed with Companies House. Declared in Corporation Tax returns to HMRC using accurate records. --- 7. Monitoring and Internal Controls The Finance Officer (or outsourced accountant) will prepare monthly turnover reports. The Board of Directors will review turnover trends quarterly. Variances exceeding 10% (up or down) from forecasted turnover will be investigated. --- 8. Turnover Allocation and Use All turnover must be used in accordance with the CIC's community interest purpose and the asset lock, ensuring: No improper distribution of surplus or turnover to directors or shareholders. All revenue supports the CIC's social objectives. --- 9. Policy Review This policy will be reviewed annually by the Board or Finance Subcommittee and updated as required to remain compliant with UK law and CIC best practices. ---
