  • 1. Accounting policies

    Basis of measurement and preparation

    These financial statements have been prepared in accordance with the provisions of Section 1A (Small Entities) of Financial Reporting Standard 102

    Turnover policy

    Income and expenses are included in the #aw3 as they become receivable or due. Expenses include VAT where applicable as the company cannot reclaim it.

    Other accounting policies

    Financial Instruments The company has elected to apply the provisions of Section 11 ‘Basic Financial Instruments’ and Section 12 ‘Other Financial Instruments Issues’ of FRS 102 to all of its financial instruments. Financial instruments are recognised in the company's #tErmh1 when the company becomes party to the contractual provisions of the instrument. Financial assets and liabilities are offset, with the net amounts presented in the financial statements, when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a net basis or to realise the asset and settle the liability simultaneously. Taxation The tax expense represents the sum of the tax currently payable and deferred tax. Government Grants Government grants are recognised at the fair value of the asset received or receivable when there is reasonable assurance that the grant conditions will be met and the grants will be received. A grant that specifies performance conditions is recognised in income when the performance conditions are met. Where a grant does not specify performance conditions it is recognised in income when the proceeds are received or receivable. A grant received before the recognition criteria are satisfied is recognised as a liability.

Company activities and impact

Peterlee is among the first wave of New Towns designated in post-war Britain between 1946-1950. Conceived as providing a capital for the miners of the East Durham Coalfield area, Peterlee new town is unique in having it's existence come about at the request of local people. Designated a year after the nationalisation of the coal mines Peterlee held out for another long fought dream - the promise of decent quality housing, modern amenities and new employment opportunities for women, all solely lacking in the pit villages of Easington Rural District. Apollo Pavilion Projects CIC has been engaged in the delivery of PETERLEE 75, in partnership with Durham County Council, No More Nowt, Northumbria University and East Durham College, marking 75 years since the town‘s designation. The programme was made possible with the support from the National Lottery Heritage Fund and County Durham Community Association. The aim of the programme was to ensure Peterlee’s history and heritage is more accurately identified and understood by both our residents and the wider community. The lives and experiences of residents, past and present have been celebrated in words and song through heritage exhibitions and publications. The project has been predicated on the cultural sector working closely with community partners, listening, building connections, continuing conversations about art and culture and the role they play in the use of public space. Key events in the programme included: - Living memory, an online resource, exhibition, publication and to ultimately a peoples archive, at the story, Durham's new local history centre. - Celebrating in song - workshops with leading UK singer/ songwriters, pupils from Peterlee's primary and secondary schools and young people from East Durham College. They created a suite of new songs performed at Festival 75 - Festival 75 - an extensive and well received concert programme at East Durham College - Garden city futures - facilitated by artist Sara Cooper and students and staff from the school of architecture at Newcastle University, the project worked with young people from East Durham College to explore the green spaces of Peterlee and devise sustainable ways of using them in the future.

Consultation with stakeholders

There has been no additional stakeholder consultations held by the APP. All Board members supported the decision to become involved in the initiative. In the early planning stages Durham County Council convened a group of representatives from key partner organisations and stakeholders. These included Apollo Pavilion Projects CIC, Castle Dene Shopping Centre, East Durham Creates (now called No More Nowt) who oversaw a Digital Residency, Peterlee Town Council, East Durham College and key representatives form Peterlee schools. All agencies we have regularly worked with in the past.
