Balance sheet statements

Company Mission and Objectives City to Sea is on a mission to prevent plastic pollution at source and make it easier for everyone to live with less waste The companys award winning campaigns and community work tackle the most polluting single use plastic items focusing on upstream solutions to stem the tide of single use plastic waste flowing from cities to seas The companys primary focus in 2024 was to increase understanding and accessibility of refillable and reusable alternatives to single use packaging targeting three key groups Citizens Communities Businesses and Legislators to drive demand and growth in refill return and reuse systems Key Activities and Achievements in 2024 Political Advocacy and Policy Development City to Sea commenced 2024 with a campaign calling for legislation comparable to Frances ban on single use items in eat in settings This campaign attracted nearly 30000 signatures and informed the development of the companys Reuse Manifesto published in February 2024 The Reuse Manifesto provided six commitments for leaders and a practical pathway to move away from single use plastics This manifesto formed the backbone of the companys World Refill Day campaign and the Step Up for Reuse parliamentary reception in October 2024 hosted by Alistair Carmichael MP The event engaged 40 MPs with 11 pledging support reached 45plus business leaders and NGOs and achieved a social media reach of 30000 in October and 2 million throughout 2024 World Refill Day Campaign The company delivered another successful World Refill Day focused on campaigning for legislative change calling for 30percent of packaging to be reusable by 2030 in the UK Key achievements included Activity across more than 60 countries worldwide Over 40 NGOs businesses and celebrities signing the open letter calling for legislative change Over 4000 social media posts using hashtagWorldRefillDay Estimated media reach exceeding 75 million views Support from 25 celebrities and influencers Engagement from 12 political representatives supporting legally binding reuse targets Refill App Development and Performance Significant investment in the Refill app enabled substantial improvements including upgraded map search features enhanced clustering pins and the introduction of the Reposit scheme for returnable packaging The app achieved Total downloads 663836 Average monthly active users 14000 New users in 2024 75000 Total refill stations 330000plus PowerBI reporting platform implementation for better insights Enhanced admin panel for streamlined station management Refill Return Cup Development Performance The Refill Return Cup scheme was live in two UK cities with 28 cafes from Cardiff and Bath Spa University helping customers access reusable packaging Impacts include preventing single use waste litter associated carbon impacts and driving behaviour change among consumers students and businesses Business Engagement and Research City to Sea worked closely with major retailers including Marks Spencer to optimise operations for reuse and understand customer attitudes The companys research conducted as part of the UKRI Innovate UK Sustainable Smart Plastic Packaging project revealed significant market readiness 86percent of respondents preferred buying in reusable packaging 62percent would switch brands to access reusable packaging 89percent of MS buyers discovered their refill range organically 78percent of buyers likely to repurchase with 92percent of returners likely to repurchase Consumer Insights and Behaviour Change Annual consumer polling conducted in March 2024 demonstrated strong public support for sustainable packaging 83percent of people concerned about plastic in weekly shopping 64percent motivated by desire to reduce single use packaging 76percent agree government should prioritise tackling plastic pollution The company maintained its position as thought leaders through speaking engagements at major industry events including the Edie Conference UKRI GRIPPS Conference and Blue Earth Summit Going Concern Status In July 2025 following a comprehensive review of the companys financial position the Director resolved to close the CIC alongside the CIO board resolving to close the CIO This decision was driven by several factors the cessation of a large UKRI grant in March 2025 insufficient new business pipeline security and a cash runway approaching three months Despite cost cutting measures and restructuring efforts including three redundancies in Autumn 2024 the company faced insurmountable financial challenges common across the sector during economic turbulence City to Sea CIC will formally cease trading on 31st October 2025 implementing a solvent closure of both entities CIC and CIO with the support of external experts

Consultation with stakeholders

Trusts Grants Foundations City to Sea worked with a number of funding partners who contribute financially and collaborate and actively amplify the campaigns and advocacy For example in 2024 Spronck Foundation funded World Refill Day and also fed back on City to Seas strategic approach to influence businesses to reduce singleuse plastic They also made introductions to international partners that could increase the reach of our campaigns Corporate Partners City to Sea has number of strategically aligned corporate partners brands systems providers startups and scaleups who fund the work and collaborate to campaigns and political advocacy City to Seas mission is to drive change through businesses and the team therefore need to engage with business to sellin reusable packaging and understand the blocker and challenges within their business Furthermore many of our partners have alternatives to singleuse plastic The organisation also positions to consumers to grow the reuse market Working with businesses strengthens our legitimacy with policy makers and informs our strategy For example the collaboration with Nuud Gum to ban plastic in chewing gum made the headlines and secured engagement with leaders including Minister Mary Creagh Corporate partners are surveyed annually for satisfaction and feedback on strategy and delivery Public Sector Partners City to Sea work with local and city councils supporting them to deliver refill and reuse in their regions and providing additional training research and campaign support By consulting with and empowering local authority and public sector workers City to Sea has grown its data set and reached more business and citizens with solutions to singleuse plastic Public sector partners are surveyed annually for satisfaction and feedback on strategy and delivery Supporters City to Sea has built a loyal network of 100000 supporters who get involved with citizen actions for campaigns eg writing to their MP to support the Reuse Manifesto Supporters also donate to crowd funders to support campaigning work City to Sea seeks feedback through annual polling and surveys amplifying the findings in the media and using them to refine the annual strategies for maximum effect Communities City to Sea has a network of community activists who support campaigning calls to actions such as signing petitions running local events and signing up refill stations Communities are surveyed annually for feedback on the organisations strategy and performance City to Sea also has a network of internation delivery partners for Refill As far apart as Chile and Ukraine NGOs National International City to Sea participates in significant consultation and networking with partner NGOs From small regionally community reuse projects to international leaders such as Break Free From Plastic Coalition and Zero Waste Europe The consultation refines and strengthens City to Seas advocacy strategy and provides best practice research and learning from around the world

Directors' remuneration

The total amount paid or receivable by directors in respect of qualifying services was £39,150. There were no other transactions or arrangements in connection with the remuneration of directors, or compensation for director’s loss of office, which require to be disclosed.
