During the financial year, Salford Parent Carer Forum (SalfordPCF) has continued to act as a representative voice for parent carers of children and young people with Special Educational Needs and Disabilities (SEND) across Salford. The Forum is independently led by parent carers and works in partnership with local authority teams, health services, education providers, and wider voluntary sector organisations to ensure that the lived experiences of families directly inform the planning, development, and improvement of SEND services. Our core activities have included facilitating meaningful co-production sessions with strategic partners, gathering and amplifying the views of parent carers through surveys, engagement events, and targeted consultations, and contributing to key service development areas including SEND reforms, education health and care planning, and local service transformation programmes. We have also provided accessible opportunities for families to share feedback in safe, supportive environments, ensuring that voices which are often underrepresented are actively included in decision-making processes. Through this work, SalfordPCF has helped to strengthen collaboration between families and services, ensuring that policies and practices are more responsive to real-life needs. The Forum has also supported improved communication and trust between parent carers and service providers, helping to identify barriers, highlight areas for improvement, and co-develop more effective and equitable solutions. As a result, our activities have contributed to more inclusive, person-centred approaches within SEND provision across Salford, ultimately benefiting children and young people by promoting better outcomes, improved understanding, and more joined-up support for families.
Salford Parent Carer Forum (SalfordPCF) works with a wide range of stakeholders who are central to the planning, delivery, and improvement of services for children and young people with Special Educational Needs and Disabilities (SEND). Our key stakeholders include parent carers and families, children and young people (through appropriate engagement methods), Salford City Council (including SEND and education services), local health partners such as NHS commissioners and providers, schools and educational settings, and voluntary and community sector organisations. Stakeholder consultation is at the heart of our work and is primarily achieved through co- production approaches. We regularly engage parent carers through surveys, targeted consultations, themed engagement sessions, workshops, forums, and online feedback opportunities. These activities are designed to be accessible and inclusive, ensuring that a broad and representative range of voices is captured, including those who may not typically engage with statutory processes. We also participate in strategic partnership meetings and co-production groups where parent carer views are shared directly with decision-makers and service leads. Feedback gathered through these consultation activities is analysed and fed back into local systems and strategic developments. In response to what we hear from families, SalfordPCF has contributed to shaping SEND reform discussions, influenced service improvements in education, health and social care pathways, and supported the development of more family-centred communication and engagement practices. Where recurring themes or concerns are identified, we work with partners to highlight these issues and support the development of practical solutions
