Accounting policies
Company information

Arthur Street (Doncaster) Developments Ltd is a private company limited by shares incorporated in England and Wales. The registered office is C/O Civic Office, Waterdale, Doncaster, South Yorkshire, England, DN1 3BU.

Basis of preparation

These financial statements have been prepared in accordance with FRS 102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland” (“FRS 102”) and the requirements of the Companies Act 2006 as applicable to companies subject to the small companies regime, other than as stated below. The disclosure requirements of section 1A of FRS 102 have been applied other than where additional disclosure is required to show a true and fair view.

Going concern

The company auctioned its interest in the Doncaster Business Innovation Centre, Ten Pound Walk, Doncaster, DN4 5HX on 24 June 2024. The sale has not yet completed and negotiations with the buyer are ongoing. The company disposed of its interest in St Leger Court, White Rose Way, Doncaster, South Yorkshire on 30th May 2025. It is the intention of the directors that the company will remain in operation until the sale of Doncaster Business Innovation Centre is complete. As of July 2025, net equity is positive amounting to £252,729. Consequently, the directors are confident the company will have sufficient funds to meet its liabilities as they fall due. Since the company will cease trading once the sale of the property has been completed, the financial statements have been prepared on a basis other than a going concern

Turnover

Turnover is recognised at the fair value of rents, services provided to customers, and the disposal of investment property. Rents are recognised as receivable when invoiced.

Stocks

The property in stock is held for resale and is valued at market value.

Taxation

The tax expense represents the sum of the tax currently payable and deferred tax.

Current tax

The tax currently payable is based on taxable profit for the year. Taxable profit differs from net profit as reported in the profit and loss account because it excludes items of income or expense that are taxable or deductible in other years and it further excludes items that are never taxable or deductible. The company’s liability for current tax is calculated using tax rates that have been enacted or substantively enacted by the reporting end date.

Deferred tax

Deferred tax liabilities are generally recognised for all timing differences and deferred tax assets are recognised to the extent that it is probable that they will be recovered against the reversal of deferred tax liabilities or other future taxable profits. Such assets and liabilities are not recognised if the timing difference arises from goodwill or from the initial recognition of other assets and liabilities in a transaction that affects neither the tax profit nor the accounting profit.

 

The carrying amount of deferred tax assets is reviewed at each reporting end date and reduced to the extent that it is no longer probable that sufficient taxable profits will be available to allow all or part of the asset to be recovered. Deferred tax is calculated at the tax rates that are expected to apply in the period when the liability is settled or the asset is realised. Deferred tax is charged or credited in the profit and loss account, except when it relates to items charged or credited directly to equity, in which case the deferred tax is also dealt with in equity. Deferred tax assets and liabilities are offset when the company has a legally enforceable right to offset current tax assets and liabilities and the deferred tax assets and liabilities relate to taxes levied by the same tax authority.

Provisions and contingencies

The buyer agreed to pay the sellers legal costs in relation to the sale of DBIC. Due to the ongoing negotiations, the company has incurred some legal costs over and above standard selling costs and further costs may be incurred. The amounts in relation to these costs cannot be reliably measured and therefore no provision has been made.

Cash at bank and in hand

Included in the above balance is £18,753, held in a separate account which relates to bonds held. These would be returned to the tenants at the end of their tenancy provided that the property is returned in good condition.

Included within other creditors is a loan of £113,501 (2024: £Nil) attracting interest at a fixed rate of 10% per annum, compounded monthly.

 

Also included within other creditors are the tenancy deposit liabilities of £16,414 (2024: £16,414), which are repayable to the tenants at the end of their tenancy provided that the property is in good condition.

Ultimate controlling party

For the year to 31 July 2025, the company was controlled by City of Doncaster Council, who owned 100% of the ordinary and preference share capital of the company.

Post balance sheet events

The company auctioned its interest in the Doncaster Business Innovation Centre, Ten Pound Walk, Doncaster, DN4 5HX on 24 June 2024. The sale has not yet completed and negotiations with the buyer are currently ongoing. The directors are aware of certain public commentary and media reports relating to the transaction and the conduct of the parties involved. The directors are not aware of any misconduct by officers or agents of the company and many of the matters referred to are disputed or otherwise unresolved. The company continues to take appropriate legal and professional advice in respect of the outstanding matters and will seek to conclude them in an orderly manner while safeguarding the interests of the company and its stakeholders.

Emphasis of Matter – Accounts prepared on a basis other than going concern

We draw attention to the Going Concern accounting policy in the financial statements which explains that it is the intention of the directors that, following the sale of the of Doncaster Business Innovation Centre, the company will cease trading and therefore the directors do not consider it to be appropriate to adopt the going concern basis of accounting in preparing the financial statements. Accordingly, the financial statements have been prepared on a basis other than going concern. Our opinion is not modified in respect of this matter.
