Trustees' Report
The trustees present their report and the financial statements for the year ended 31 December 2025.
Objectives and Activities
Aims and Objectives
Biggar Museum Trust exists to promote the heritage and culture of Biggar and Upper Clydesdale to both visitors and local residents. Its objective is the advancement of education through the display of its collections and the provision of access to its extensive archives, as well as the conservation and preservation of artefacts and local sites of historical, geological and archaeological interest.
The charity's principal objectives are to:
  • collect, store, preserve, and record the historic heritage of the area;
  • provide an educational and enjoyable experience for all ages;
  • make the collection and archive as accessible to as many people as possible;
  • act as one of the focal points for local community endeavour; and
  • maintain the financial viability of the museums.
Significant Activities
The 2025 season started with the Lamington Heritage Exhibition which created great interest with over 700 visitors during its six week period. The Exhibition covered early times, the regeneration of Lamington village and   Holy Trinity Chapel, the private place of worship of Lord Lamington, which was subsequently gifted to the Trust in 1983.
This was followed for a period during the Summer months by Little Sparta hosting an Exhibition on “ the Arcadian Dream Garden”  celebrating the life and legacy of Ian Hamilton Findlay (1925-2006).
We were pleased to once again support Biggar Little Festival and an Exhibition hosted by Jean Manson “ Images from Scotland, India and the Artic” which captured photography of animals whilst travelling.  
As well as Exhibitions we continue to be busy behind the scenes of the Museum and are very grateful to the grant funders who continue to support the work of the Trust.  They include the Clyde Windfarm who sponsored the cost of the Lamington Exhibition and the refurbishment of Holy Trinity Chapel through several phases, The Miss Harvey Trust for their contribution to the running of the Museum,  Museums and Galleries Scotland for grants covering the cost of capital expenditure to the building and our first phase of the Rear Courtyard Project rationalising our collection, Foundation Scotland for supporting the upgrade of our Loan Boxes for Educational use and Biggar Community Council micro grants for covering the cost of conservation materials for preserving the Museum collection.
The Museum remains in a good financial position and our thanks go to The Friends of Biggar Museum, our Patrons, Trustees and all of our volunteers who make the running of our small independent Museum possible.

Financial Position
Our main sources of funding are admissions, shop sales, donations and grants.
Investment policy and objectives
The Trust's investment policy is designed to obtain the highest possible sustainable income for the Biggar Museum Trust commensurate with maintaining the real value of the underlying assets over time. Investments are made for the long term through diversified UK and international portfolios of ordinary shares. We believe this policy is the best way of protecting the long term value of both income and capital against inflation.
Reserves Policy
The Endowment Fund holds the long term investments of the Trust.  These consist of a balanced portfolio of international equity funds designed to provide a sustainable income in support of the operational activities of the Museum.  The Trust's priority is to preserve the real value of the Fund's thereby allowing its annual distributions to keep pace with inflation over time.  Consequently its underlying capital is treated as a designated reserve fund whose assets can only be realised in exceptional circumstances.
Reserves are disclosed at note 19 and no fund is in deficit.

The financial reserves of the Trust are retained and ordinarily utilised only insofar as the Trust receives the benefit of the income that the funds provide.
Future Plans
The Rear Courtyard project to rationalise our collection of artefacts is now at completion and we look forward to further phases of similar work in our store with the help of students from Glasgow University.
As part of this review, we hosted an Exhibition for 6 weeks in 2026 entitled “ Treasures from the Attic” which displayed art and artefacts from our collection, not usually available for the pubic to view and relating to local people and their businesses. Several of the items on display were funded by National Museums of Scotland,  National Fund of Acquisitions. 
We continue to work on conservation which will improve areas of our permanent display as well as new information to enhance the visitor experience.  
There have been changes in staff and two people who started as volunteers with the Museum when in High School, then graduated and became employees.
With further grant support we continue to manage capital works to the Museum building and maintain the standard required to store our invaluable collection of artefacts from Biggar & Upper Clydesdale area.
Structure, Governance and Management
Governing Document
The charity is a charitable company limited by guarantee, incorporated on 19th April 2011 and registered with the Office of the Scottish Charity Regulator with effect from 22 June 2012.  The charity was established under a Memorandum of Association which established the objects and powers of the charitable company and is governed by it's Articles and Memorandum of Association.  Under those Articles the directors of the company are also charity trustees for the purposes of charity law.
Trustee Selection Methods
The directors believe there is a good mix of skills and experience represented on the Board of Directors, which includes service users, local business people, members with previous governance experience and members with specialist sector knowledge and experience.  Skills gaps are identified and suitable nominations sought when required.
Organisationl structure
Biggar Museum Trust is governed by a Board of Directors of up to 15 members, who meet quarterly to set the annual budget, monitor the work of the charity, oversee its strategic direction and agree policy. The day-to-day operation of the museum is delegated to the museum's management committee which meets monthly and, through that committee, liaises with the museum's volunteers.
Risk management
The Trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error. The trustees regularly assess the major risks to which the charity is exposed, in particular those related to the operations and finances fo the charity, and are satisfied that appropriate systems are in place to minimise the risks the charity faces.
Induction and training of new trustees
Board members are made familiar with the operation of the organisation and their governance roles and responsibilities through the publication 'Guidance for Charity Trustees' which is available from OSCR.  The members also have to self-assess themselves as fit and proper persons.
New members of the Board are taken through an induction programme which includes:
  • the structure, ethos and operation of the charity;
  • governing documents and reporting requirements;
  • rules and responsibilities of members of the Board;
  • resourcing information and financial arrangements; and
  • strategic plans for the organisation.

Independent Examiner's Report to the Trustees of Biggar Museum Trust
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 December 2025.
Responsibilities and Basis of Report
As the charity trustees of the Company (and also its directors for the purposes of company law), you are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees consider that the audit requirement of Regulation 10(1) (a) to (c) of the 2006 Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.
My examination is carried out in accordance with Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent Examiner's Statement
Since the Charity has prepared its accounts on an accruals basis and is registered in Scotland your examiner must be a member of a body listed in Regulation 11(2) of the Charities Accounts (Scotland) Regulations 2006 (as amended). I confirm that I am qualified to undertake the examination because I am a member of The Institute of Chartered Accountants of Scotland, which is one of the listed bodies.
       In the course of my examination, no matter has come to my attention
  • which gives me reasonable cause to believe that in any material respect the requirements:
    • to keep accounting records in accordance with Section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations
    • to prepare accounts which accord with the accounting records and comply with Regulation 8 of the 2006 Accounts Regulations
       have not been met, or
  • to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1. General Information
Biggar Museum Trust is a company limited by guarantee, incorporated in Scotland, registered number SC398044 and registered charity number SC003695 . The registered office is .
2. Accounting Policies
2.1. Basis of Preparation of Financial Statements
The financial statements have been prepared in accordance with the Charities SORP (FRS 102) "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)", Financial Reporting Standard 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Companies Act 2006.
The charitable company is a Public Benefit Entity as defined by FRS 102.
2.2. Incoming Resources
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
2.3. Resources Expended
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation sommitting the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligatin can be measured reliably.  Expenditure is accounted for on an accruals basis and has been classified under headings that aggregare all cost related to the category. Where costs cannot be directly attributd to particular headings they have been allocated to activities on a basis consistent with the use of resourses.
2.4. Tangible Fixed Assets and Depreciation
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:
Freehold 2% on cost
Fixtures & Fittings 25% on cost
2.5. Heritage Assets
Assets which are inalienable or historic, including historic art collections and artefacts, are excluded from the Balance Sheet on the basis that it is either too difficult or too costly to attribute a value to those assets. A register of heritage assets is maintained by the Trustees which contains a detailed record of each asset including how and when it was acquired.
2.6. Investments
Investments are shown at market value at the Balance Sheet date.
2.7. Stocks and Work in Progress
Stocks and work in progress are valued at the lower of cost and net realisable value after making due allowance for obsolete and slow-moving stocks.
Cost is determined using the first-in, first-out method. Cost includes all direct costs and an appropriate proportion of fixed and variable overheads.
Work in progress is reflected in the accounts on a contract by contract basis by recording turnover and related costs as contract activity progresses.
At the end of each reporting period stocks are assessed for impairment. If an item of stock is impaired, the identified stock is reduced to its selling price less costs to complete and sell and an impairment charge is recognised in the statement of financial activities. Where a reversal of the impairment is required the impairment charge is reversed, up to the original impairment loss, and is recognised as a credit in the statement of financial activities.

2.8. Cash and Cash Equivalents
Cash and cash equivalents are basic financial assets and include cash in hand and deposits held at call with banks, other short-term highly liquid investments that mature in no more than three months from the date of acquisition and are readily convertible to a known amount of cash with insignificant risk of change in value, and bank overdrafts.
2.9. Taxation
The charity is exempt from corporation tax on its charitable activities.
2.10. Pensions
The charitable company operates a defined pension contribution scheme. Contributions are charged to the Statement of Financial Activities as they become payable in accordance with the rules of the scheme.
2.11. Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the Trustees.
The capital of the endowment fund has been ring-fenced and is only to be utilised in exceptional circumstances, whilst the income from the fund is available to assist with the general operating costs of the Museum.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictins arise when specified by the donor or when funds are raised for particular restricted purposes.

2.12. Going concern
The Trustees have formed a reasonable expectatin that the Trust has adequate resources to continue in operational existence for the forseeable future and so continue to adopt the going concern basis in preparing the accounts.

17. Pension Commitments
The charitable company operates a defined contribution pension scheme. The assets of the scheme are held separately from those of the charitable company in an independently administered fund.
During the year the charge to the statement of financial activities in respect of defined contribution schemes was £618 (2024: £765).
At the balance sheet date contributions of £NIL were due to the fund and are included in creditors.
