Land Data Community Interest Company
Company No.05417694
Community Interest Company Report
For the year ended 31 March 2026
PART 1 - GENERAL DESCRIPTION OF THE COMPANY'S ACTIVITIES AND IMPACT
Land Data's principal activity continues to be the management and regulation of the commercial framework supporting the National Land Information Service (NLIS), providing trusted access to official land and property information from local authorities and other authoritative data providers.
During the year the Company's strategic focus expanded significantly beyond the operation of the existing NLIS Hub to the development of Next Generation NLIS, a modern, cloud-based platform designed to provide a sustainable long-term future for the delivery of Official Search information. The new platform has been developed to improve interoperability, data quality, security and resilience whilst supporting Government ambitions to modernise the home buying and selling process.
A major milestone during the year was Land Data securing funding through the Department for Science, Innovation and Technology's Regulators' Pioneer Fund, enabling the Company to accelerate the development of Next Generation NLIS and establish the foundations of an industry Trust Framework to support trusted, secure and standards-based exchange of Official Search data.
Land Data has continued to work closely with local authorities, Government departments, software suppliers, search providers, conveyancers and other stakeholders to ensure the new platform reflects the needs of the market. Significant progress has been made on the technical platform, market data model, certification approach and governance arrangements that will underpin the future service.
The Company has continued to champion improvements across the property sector by promoting the use of authoritative data, supporting national data standards, contributing to Government policy discussions and helping shape the future digital property market. Land Data remains actively engaged with MHCLG, HM Land Registry, the Local Government Association, the Local Land Charges Institute, the Law Society and other industry bodies in support of the Government's Home Buying and Selling Reform programme.
Land Data has continued to support local authority Local Land Charges teams through training, guidance, stakeholder engagement and the national Local Land Charges Awards, recognising excellence across the profession.
PART 2 - CONSULTATIONS WITH STAKEHOLDERS
Land Data continues to work with a broad range of stakeholders across both the public and private sectors. These include local authorities, licensed NLIS Channel providers, search intermediaries, conveyancers, solicitors, software suppliers, official data providers including HM Land Registry, The Mining Remediation Authority and water companies, together with MHCLG, the Department for Science, Innovation and Technology, Department of Business & Trade, the Local Government Association, the Local Land Charges Institute, The Law Society and other representative bodies involved in the home buying and selling process. As development of Next Generation NLIS has progressed, Land Data has also established relationships with new technology partners, standards organisations and industry groups supporting digital property transactions and Smart Data initiatives.

Stakeholder engagement has been a major priority throughout the year. Land Data has undertaken an extensive programme of consultation through workshops, demonstrations, surveys, one-to-one meetings, technical working groups, webinars and conference presentations.
Following the successful Proof of Concept completed in 2025, Land Data commenced development of the Next Generation NLIS platform and established stakeholder groups comprising local authorities, software suppliers, search providers and data providers to help shape the platform, technical standards and operating model.
The Company has also maintained regular engagement with Government departments to ensure that development of Next Generation NLIS aligns with the Government's Home Buying and Selling Reform Roadmap and emerging policy relating to trusted data sharing, interoperability and Trust Frameworks.

Feedback received throughout the year has directly influenced the design of Next Generation NLIS. Stakeholders consistently highlighted the need for a sustainable replacement for the existing NLIS Hub, improved interoperability, common data standards, stronger governance, simplified onboarding and greater confidence in the provenance and quality of Official Search data.
In response, Land Data has developed the Next Generation NLIS platform using open standards, introduced a Trust Framework to support trusted participation across the ecosystem, progressed a market data model, enhanced validation capabilities and established governance arrangements to support future certification and compliance.
The Company has continued to operate its Local Land Charges stakeholder forum, provide dedicated support to local authorities through its LLC Expert service and deliver regular communications through newsletters, webinars, user groups and industry events to ensure stakeholders remain fully engaged as the programme progresses towards implementation.
