Offploy CIC is a social enterprise with a vision of a world where every person is safe from crime. Its work is guided by a mission to make society safer by helping people at risk of offending access meaningful opportunities and realise their potential. Offploy achieves this by supporting people facing significant barriers to employment, particularly people with experience of the criminal justice system, to overcome barriers, move towards employment and rebuild stable and independent lives. During the financial year, Offploy continued to provide specialist mentoring, employment support and practical assistance to Candidates, while also working with employers and frontline practitioners to reduce barriers to employment for people with criminal records. Support addresses a range of barriers including confidence, wellbeing, finances, housing, skills, employment and criminal record disclosure. The latest independently assessed impact data, covering Offploy's work in 2025, demonstrates the scale and effectiveness of this activity. Offploy worked with 1,265 Candidates, an increase of 33% on the previous year, with three-quarters having experience of the criminal justice system. 89% progressed from Induction to Foundation Support and 68% progressed to Enhanced Support, which focuses on longer-term goals. Candidates achieved measurable progress towards greater stability and independence. 73% completed at least one goal relating to employment or education, 70% reported improved wellbeing and 56% reached the Independence stage of the programme, with 10% securing employment. There is also evidence of a wider community benefit through reduced offending and reoffending. Ministry of Justice Justice Data Lab analysis identified a statistically significant reduction in reoffending among people supported by Offploy. Offploy's own follow-up research also found positive outcomes, with 93% of 120 Candidates contacted six months after leaving the programme having not been reconvicted or recalled. Offploy's community benefit extends beyond direct Candidate support. During 2025, Offploy worked with employers and practitioners to promote inclusive recruitment and improve understanding of recruiting people with convictions. Six workshops engaged 100 employers and practitioners, while its accredited Reintegration & Reducing Reoffending training recorded 707 enrolments, 2,038 course completions and 668 full certificates achieved. The Disclosure Calculator was accessed by 7,000 users, providing accessible support to people and organisations dealing with criminal record disclosure. An independent social return on investment assessment valued Offploy's social value generated in 2025 at £16,122,148, equivalent to £14.66 for every £1 invested. This value included improvements in wellbeing, relationships, housing, employment and skills, alongside reduced reoffending and reduced demand on public services. Through these activities, Offploy benefits the community by helping people facing significant barriers to employment to achieve greater stability, independence and participation in society. By supporting access to meaningful employment and addressing the underlying barriers that can contribute to offending and reoffending, Offploy also contributes to safer communities. This directly supports the company's vision of a world where every person is safe from crime. The 2025 Social Impact Report provides further detail on Offploy's activities, outcomes and social value.
Offploy has multiple stakeholders. We are a peer-led service meaning we employ people with the same attributes and social exclusions of our beneficiaries. Whilst our priority group are socially excluded people, our stakeholders vary widely from Commissioners and Employers right through to fellow Frontline Advisors mentoring socially excluded people. Our feedback methods depend on the level of interaction, however we analyse our automated feedback gathered as well as conduct stakeholder feedback sessions. This is reflected in our Matrix Standard Accreditation. We use feedback not only to ‘prove’ the impact of our work but to ‘improve’ it also. This has led to changes in our social impact methodology; caseload sizes; ways in which we deliver our services and the breadth of services we deliver too. From our most recent Candidate survey, 87% of Candidates felt Offploy had made a positive contribution to their journey, and 85% reported that the programme was important in helping them make change in their lives.
