COMMUNITY INTEREST ANNUAL REPORT

PORTSMOUTH CULTURAL EDUCATION PARTNERSHIP C.I.C.

Company Number: 16136743 (England and Wales)

Year Ending: 31 December 2025

Company activities and impact

Portsmouth Cultural Education Partnership (PCEP) became a Community Interest Company in December 2024, formalising a partnership of cultural and heritage organisations, schools and freelance creative practitioners. Its purpose is to improve access to high-quality arts and cultural experiences for children and young people in Portsmouth. PCEP's main focus during the financial year was 'Under One Banner', a funded project bringing together three hubs, each comprising a lead secondary school and a lead cultural organisation, to develop and deliver creative opportunities for children and young people. The project is built around the needs of the participating schools, strengthens connections between education and the city's cultural sector, and gives young people opportunities to engage directly with creative practitioners and cultural organisations. During the financial year, PCEP secured funding for the project and established the partnerships and programmes with the participating schools and cultural organisations. Initial delivery in schools began towards the end of the year, providing children and young people with direct opportunities to work alongside creative practitioners. The project was still at an early stage at 31 December 2025, so delivery within the financial year was limited. The wider programme continues beyond the reporting period through to March 2027. PCEP is committed to ensuring that every young person in the city has the opportunity to engage with high-quality cultural experiences, regardless of their background.

Consultation with stakeholders

PCEP consulted its stakeholders throughout the year, including local arts and cultural organisations, schools, teachers and creative practitioners. Consultation took place through partner meetings, regular communication and one-to-one discussions, and the feedback received shaped both project design and funding bids. This collaborative approach keeps the company's work grounded in the needs of schools, young people and the wider community, and directs it towards greater opportunity for children and young people in Portsmouth to experience and take part in arts and culture.
