| 2. | ACCOUNTING POLICIES |
Basis of preparing the financial statements
The company is a parent company but has not prepared consolidated group accounts, as the company and its subsidiary undertakings qualify as a small group under section 398 of the Companies Act 2006.
Going concern
In assessing whether the financial statements can be prepared on a going concern basis, the directors have considered all available information about the future. At the reporting date, the company had net current liabilities of £10,200 and net assets of £16,110,189. The directors are satisfied that the company remains a going concern. Accordingly, the financial statements have been prepared on a going concern basis.
Significant judgements and estimates
Contingent consideration - fair value measurement
The initial measurement of contingent consideration arising from the acquisition of Pagefield Communications Limited involves significant judgement and estimation. Key assumptions include the expected timing and probability of future payments, as well as whether performance conditions linked to the consideration are expected to be met.
At each reporting date, the contingent consideration is remeasured to fair value, with any change recognised as an adjustment to the cost of the investment.
Investments in subsidiaries
Investments in subsidiary undertakings are recognised at cost.
Investments in subsidiary undertakings are initially measured at cost, which includes the fair value of consideration transferred at the acquisition date, including any deferred or contingent consideration. Subsequent changes in the estimate of deferred or contingent consideration are treated as adjustments to the cost of the investment
Investments in subsidiaries are reviewed for impairment when events or changes in circumstances indicate that the carrying amount may not be recoverable. Investments are carried at cost less any accumulated impairment losses.
Contingent liabilities
Contingent consideration arising on business combinations is classified as a financial liability and is initially measured at fair value on the acquisition date.
It is subsequently measured at each reporting date at management's best estimate of the amount payable. Any change in that estimate is treated as an adjustment to the cost of the business combination, and is recognised as an adjustment to the carrying value of the investment.

| 2. | ACCOUNTING POLICIES - continued |
Taxation
Taxation for the period comprises current and deferred tax. Tax is recognised in the Income Statement, except to the extent that it relates to items recognised in other comprehensive income or directly in equity.
Current or deferred taxation assets and liabilities are not discounted.
Current tax is recognised at the amount of tax payable using the tax rates and laws that have been enacted or substantively enacted by the balance sheet date.
Deferred tax
Deferred tax is recognised in respect of all timing differences that have originated but not reversed at the balance sheet date.
Timing differences arise from the inclusion of income and expenses in tax assessments in periods different from those in which they are recognised in financial statements. Deferred tax is measured using tax rates and laws that have been enacted or substantively enacted by the period end and that are expected to apply to the reversal of the timing difference.
Unrelieved tax losses and other deferred tax assets are recognised only to the extent that it is probable that they will be recovered against the reversal of deferred tax liabilities or other future taxable profits.
Capital contributions
| Capital contributions represent amounts provided by the ultimate parent, Public Policy Holding Company Inc., to fund specific obligations on behalf of the company, including the consideration payable by the company on the acquistion of Pagefield Communications Limited.
