Objectives and aims
The principal objective of the Centre is the provision of social amenities, recreational and other facilities for people who are either deaf or hard of hearing. ACHIEVEMENTS AND PERFORMANCE
Charitable activities
The provision of a warm, comfortable and well-equipped social centre which has a financially sound future in the only meaningful measure of achievement and performance. This is being consistently achieved and is expected to be maintained for the foreseeable future, although external sourcing of funding is being actively pursued.

The prime source of funding of the charity is income from the investment portfolio, which is supplemented by donations and legacies. The investment portfolio is in the discretionary management of Union Bancaire Privée (formerly Kleinwort Hambros). The board are visited by UBP annually in order to review performance, which is currently satisfactory when measured against agreed investment objectives.

2025 continued with Warm Hubs
The very successful Warm Hubs, which ran from January to March in 2024, were started again in 2025 every Tuesday from 11am - 4pm at the Over 50s day with free tea and coffee.

On Wednesdays in addition to the tea and coffee a simple warm meal, soup and roll, beans on toast, jacket potatoes, etc, were served.

Funding was secured from the Hull City Council Winter Warmth Grant for two sessions per week to continue for the first three months of 2026.

Movement & Exercise
At the Warm Hub sessions, Movement & Exercise proved to be a huge success. The sessions continued fortnightly on Wednesday afternoons and will do so for the foreseeable future. The sessions are free (at point of access) for the older community or for anyone who needs seated or gentle exercise.

There were also art classes, games sessions, and crafting.

Gas Lantern
There is treasured story about the Hull Deaf Centre charity starting under a gas street light on High Street. As it is part of the cultural heritage of the Charity and building, we received funding to install an old fashioned lantern in memory of how the Charity began in 1853.

Community
We continue to build relationships and to connect our Deaf members to the wider world such as organisations like the Ferens Art Gallery, Hull Museum Service, Hull Truck Theatre, and KCOM. Better working practices have already been established, but the Deaf community and BSL are front and centre. There have been 'Deaf rights & Access' meetings with people working in the NHS, Humber Mental Health, CHCP or Social Care to discuss Deaf BSL users access to NHS Primary and Secondary care with BSL interpreters and how the services they provide could be improved. These meetings, lectures and training sessions will continue into 2026.

As a result of the Deaf Centre manager, Sarah Regan, working closely with both the Humber NHS Trust and Humberside Police they have both independently made training films for their staff using the Deaf Community to show how their organisations are failing the Deaf and how small changes can make a difference.

Visits to and from other Deaf Clubs
We have had visits to and from Newcastle Deaf Centre, as well as visits from Calderdale Deaf Centre and Nottingham Deaf Centre.

Heritage Funding & Centenary Group
We received £10,000 from National Lottery Heritage funding for us to make a documentary on the Deaf Centre and its members, capturing memories and stories. The documentary, highlighting the charity and it's members over the last 100 years, is now complete and there will be a premiere screening at the Deaf Centre in May 2026. This will be followed by a three-month residency October 2026 to January 2027 at The Streetlife Museum in Hull, available for the general public.

A Centenary Committee group have organised celebrations for our centenary in 2026, which will include a Centenary afternoon Tea at the Deaf Centre, and a Centenary evening Celebration at the Hull Guildhall, both in June 2026.

Happy Hands play group for Deaf parents or Deaf Children meets on a Friday during school holidays and is run by the Deaf parents themselves.

The group arrange activities, crafts, visitors, games and parties for each session.

Visual Choir
Now in its 9th year the Choir continues to thrive. Throughout 2025 they travelled locally and further afield and been involved in fundraising events, performances, and attended the Handsong Festival in Halifax in October 2025. A workshop at the Deaf Centre with over 50 people took place in November 2025 with funding from 'Do it for East Yorkshire'. Plans are already taking place for the Handsong 2026 which will take place in Hull in July 2026.

Repair works
There have been a few building issues this year which have incurred costs. The building isn't getting any younger, and as we approach our centenary is definitely feeling its age. We pride ourselves on maintaining the building to the best of our abilities and continue to apply for funding for maintenance works.

FINANCIAL REVIEW
Financial position
The charity's income for the year ended 31 December 2025 was £81,539. Total expenditure amounted to £119,588 resulting in a deficit of £38,049 before realised gains on investments. The net deficit for the year after realised gains was £25,900. Total net gains on investments were £83,483, causing an overall positive movement in funds and increase in final reserves of £45,434.

The charity had unrestricted free reserves of £1,139,122, and restricted reserves of £nil at the year end.

Reserves Policy
It is the charity's policy to retain reserves of at least 3 months worth of expenditure. Using this financial year's figures as an example, 3 months would be £29,897. Taking into account the nature of the charity's income streams, as well as the reserves policy afore mentioned, the trustees are of the view that reserves at these levels are sufficient.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The Hull and East Yorkshire Centre for the Deaf (Incorporated) is a charitable company limited by guarantee as defined by the Companies Act 2006, incorporated on 19th November 1925. The company was established by the Memorandum of Association which sets out the objects and powers of the charitable company and is governed under its Articles of Association. It was resolved in 2015 that updated Articles under the Companies Act 2006 be adopted. In the event of the company being wound up members are required to contribute an amount not exceeding £10.

Recruitment and appointment of new trustees
The Board of Management of the company are also charity trustees for the purpose of charity law and under the company's Articles are known as directors of the Centre. Under the requirements of the Memorandum and Articles of Association one third of the members of the Board of Management are subject to retirement by rotation.

The Board of Management can consist of not more than twenty five individuals but is not subject to any minimum.

Recruitment of Board members in undertaken by the personal introduction of an existing Board member. The Board presently includes four members who are profoundly deaf and are active members of the Centre.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Organisational structure
The Centre has a resident Manager, a qualified signer, who is responsible for control of the day to day needs and requirements of the profoundly deaf members and supervision of the premises, equipment and minibus. She is invited to attend all board meetings as a guest. She also reports to the Board all matters that are of relevance or require Board agreement or approval. The Centre also has a part-time non-residential assistant manager.

A Management Committee, comprising 12 deaf members and up to four Board members, one of them being the Chair, meets quarterly, usually two weeks before the Board, and deals with the general running requirements, needs and requests of the members. The chair reports to the Board all matters that are of relevance or require board agreement or approval.

Six internal committees, Sports, Over 50s, Social, Church, Children's and Bar, are run entirely by the deaf members of the Centre, with any matters requiring further consideration being reported to the Management committee and then to the Board as necessary.

Induction and training of new trustees
New recruits to the Board are vetted through attendance at a Board Meeting, before being appointed, to establish their skills and potential contribution. The prime requirement of a Board member is attendance at four quarterly Board meetings each year with any further input being related to their established skills. Each Board meeting provides an ideal opportunity for any new Board member to ask for information or explanation about any aspect of the affairs of the Centre. On appointment each new Board member is provided with a copy of the Charity Commission booklet CC3 - The Essential Trustee, What you need to know.

Independent Examiner's Report to the Trustees of
The Hull And East Yorkshire Centre For
The Deaf

Independent examiner's report to the trustees of The Hull And East Yorkshire Centre For The Deaf ('the Company')
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 December 2025.

Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.

Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

1. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Notes to the Financial Statements
for the Year Ended 31 December 2025

1. ACCOUNTING POLICIES

Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets.

Estimates and judgements
Estimates and judgements are continually evaluated and are based on historical experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances. Although these estimates are based on the Charity's best knowledge of the amount, events or actions, actual results ultimately differ from these estimates. The Charity does not consider there to be any material estimates and judgements.

Income
All incoming resources are included in the Statement of Financial Activities (SoFA) when the charity is legally entitled to the income after any performance conditions have been met, the amount can be measured reliably and it is probable that the income will be received.

For donations to be recognised the charity will have been notified of the amounts and the settlement date in writing. If there are conditions attached to the donation and this requires a level of performance before entitlement can be obtained then income is deferred until those conditions are fully met or the fulfilment of those conditions is within the control of the charity and it is probable that they will be fulfilled.

For legacies, entitlement is the earlier of the charity being notified of an impending distribution or the legacy being received. At this point income is recognised. On occasion legacies will be notified to the charity however it is not possible to measure the amount expected to be distributed. On these occasions, the legacy is treated as a contingent asset and disclosed.

Investment income is earned through holding assets for investment purposes such as shares. It includes dividends and interest. Where it is not practicable to identify investment management costs incurred within a scheme with reasonable accuracy the investment income is reported net of these costs. It is included when the amount can be measured reliably. Interest income is recognised using the effective interest method and dividend income is recognised as the charity's right to receive payment is established.

Expenditure
All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. Expenditure is recognised where there is a legal or constructive obligation to make payments to third parties, it is probable that the settlement will be required and the amount of the obligation can be measured reliably. It is categorised under the following headings:
- Costs of raising funds includes portfolio management fees in respect of the charity's investments
- Expenditure on charitable activities includes all other running costs of the charity

Allocation and apportionment of costs
Support costs are those that assist the work of the charity but do not directly represent charitable activities and include office costs, governance costs and administrative payroll costs. They are incurred directly in support of expenditure on the objects of the charity. Where support costs cannot be directly attributed to particular headings they have been allocated to cost of raising funds and expenditure on charitable activities on a basis consistent with use of the resources. Overheads have been allocated on an actual basis.

Allocation and apportionment of costs
Fund-raising costs are those incurred in seeking voluntary contributions and do not include the costs of disseminating information in support of the charitable activities.

Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Freehold property - 1% on cost
Improvements to property - 1% on cost
Fixtures and fittings - 25% on cost
Computer equipment - 25% on cost

Taxation
The charity is exempt from corporation tax on its charitable activities.

Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.

Other policies
Investments
Investments are recognised initially at fair value which is normally the transaction price excluding transaction costs. Subsequently, they are measured at fair value with changes recognised in 'net gains / (losses) on investments' in the SoFA if the shares are publicly traded or their fair value can otherwise be measured reliably.

Debtors and creditors
Debtors and creditors with no stated interest rate and receivable or payable within one year are recorded at transaction price. Any losses arising from impairment are recognised in expenditure.

Impairment
Assets not measured at fair value are reviewed for any indication that the asset may be impaired at each balance sheet date. If such indication exists, the recoverable amount of the asset, or the asset's cash generating unit, is estimated and compared to the carrying amount. Where the carrying amount exceeds its recoverable amount, an impairment loss is recognised in profit or loss unless the asset is carried at a revalued amount where the impairment loss is a revaluation decrease.

Provisions
Provisions are recognised when the charity has an obligation at the balance sheet date as a result of a past event, it is probable that an outflow of economic benefits will be required in settlement and the amount can be reliably estimated.

Employee benefits
When employees have rendered service to the charity, short-term employee benefits to which the employees are entitled are recognised at the undiscounted amount expected to be paid in exchange for that service.

The charity operates a defined contribution plan for the benefit of its employees. Contributions are expensed as they become payable.

Other policies

Going concern
The financial statements have been prepared on a going concern basis as the trustees believe that no material uncertainties exist. The trustees have considered the level of funds held and the expected level of income and expenditure for 12 months from authorising these financial statements. The budgeted income and expenditure is sufficient with the level of reserves for the charity to be able to continue as a going concern.

Financial instruments
The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments, including trade and other debtors and creditors, are initially recognised at transaction value and subsequently measured at their settlement value.
