STRATEGIC REPORT
FOR THE YEAR ENDED 31 MARCH 2026
The directors present their strategic report for the year ended 31 March 2026.
REVIEW OF BUSINESS
IKE's business is the provision of Specialist Supported Housing for adults with Learning Disabilities, Physical Disabilities, Autism and, from the beginning of March 2023, Mental Ill Health (MH).
The principal activities include the management and maintenance of properties which are fit for purpose taking into account tenants needs which are not adequately served by the commercial housing market.
IKE is an established provider of Specialist Supported Housing from Worcester to Durham.
During the year voids have fluctuated and as at 31 March 2026, we had 13 voids or 8.5% in actual terms, although some were covered under service level agreements (3 full lease payments and 100% service charges, and 4 full lease payments and 50% service charges, and 3 covers the lease payment only) which in financial terms equates to 8 voids or 1.96%.
IKE has a vacant property which has been disregarded from our void's calculations as this is not covered by any service level agreement. The property is currently being discussed with developers and commissioners for future projects.
In our tenth year as a Private Registered Provider (PRP) we carried out further rent reviews on all our schemes in order to ensure they remain viable in the face of recent challenges to social housing. All the LA's we work with accepted rent increases which were in line with current guidance.
This year our portfolio has increased by 3 units in a shared house in Rotherham for supporting people with mental ill health. IKE has many development opportunities and continues to build partnerships to increase IKE's portfolio in the future.
At our head office this year, IKE has been continuing to work hard on upgrading our software system to make our service more efficient and streamlined. The new software is used to report and record all aspects of the business so IKE can ensure we are maintaining our company strategic objectives and achieving our KPI's as well as providing the best service.
IKE has invested in the growth of operational staff increasing our employees by 2 apprentices and promoting existing staff to more senior positions.
Annually, we use a Tenants Survey to check the performance and assessment of the business model. The survey asks the tenants a series of questions which are designed to give us an understanding of how our services are working. We had great response from our July 26 survey, and data is being collected ready to be presented on our website.

STRATEGIC REPORT
FOR THE YEAR ENDED 31 MARCH 2026
PRINCIPAL RISKS AND UNCERTAINTIES
The principal risk to IKE is voids. Voids remain relatively low at 1.96% of bed spaces (having disregarded tenancies which are covered by nominations agreements); typically filling voids for IKE's tenant groups is more difficult and takes longer than general needs due to issues around LA social care funding and compatibility between vulnerable tenants. IKE does have a strong ring-fenced fund to self-insure against voids and bad debts plus the protection afforded through nominations agreements allowing us to trade through voids. We are working to ensure new schemes are as risk free to the company as possible, by using break clauses, service level and nominations agreements, which puts some onus on the support providers or commissioning authority to fill voids promptly or cover some or all of the void costs.
Other risks include -
The reliance on leased based properties: IKE has traditionally leased properties from funders and underwritten financial risk with matching service level agreements in exchange for nomination rights. While funders want long term leases to protect their investment, support providers and LA's prefer short term agreements, and variation between the two may expose IKE to risk. We intend to minimise this risk using lease and SLA's that run concurrently, mirroring any break clause between the two or using shorter leases, and manage funds wisely to ensure compliance with lease covenants. In the longer term we aim to explore alternatives including the acquisition of properties using other models leading to greater ownership of properties.
Ensuring we maintain compliance with new and existing regulatory and statutory standards, including the Supported Housing (Regulatory Oversight) Act, ongoing property compliance and safety regulations, repairing obligations, and tenant satisfaction. Through continued good management, independent stewardship, and wise financial decisions, we aim to maintain IKE's reputational and regulatory standing.
Continuing to offer value for money by spending public money wisely in all areas, despite financial pressures from rising repair and property compliance costs, property upgrades and improvements, increased staffing and training costs; all factors which can negatively affect operating margins.
We have robust policies on Risk Management and a Risk Environmental Statement, and our Financial Forecasts have factored in both best and worst case scenarios going forward.
IKE SUPPORTED HOUSING LIMITED (REGISTERED NUMBER: 04713032)
STRATEGIC REPORT
FOR THE YEAR ENDED 31 MARCH 2026
VALUE FOR MONEY
IKE's VFM statement is intended to demonstrate to our tenants, their appointees, key stakeholders and board members that our service is efficient and delivers what the tenants need when the need is in a cost effective manner, taking into consideration their higher than normal requirements.
To this end, we have an effective VFM strategy document which is used to assess whether or not we have obtained the maximum benefit from the goods and services we acquire and provide, within the resources available to us. Our aim is to achieve the optimum balance of relatively low costs, high productivity and successful outcomes. However, we think VFM is not just about cutting costs. It is also about achieving better quality and greater quantity and improving services that matter to stakeholders.
By our tenth year of registration we have delivered 153 units of high quality supported housing; these are fairly low risk from voids, all being covered under service level agreements, and the running costs are acceptable to the LA Commissioner's and Senior Benefit's Managers where they are located. They meet rules concerning Supported Housing exemptions contained in the 2025 Rent Standards and the Social Rents (Exceptions & Miscellaneous) Regulations 2016.
Our tenants, due to their specific needs, require more efficient, intensive and reactive responses than in general needs housing. This is often reflected in us spending more than usual on reactive services and goods. Anxieties caused by seemingly minor repairs issues for example can lead to more costly intervention later, for example ASB. We have to balance this against offering less responsive services that most general needs tenants can normally cope with.
The company incurred a pre-tax deficit of £203,218 (2025 surplus of £293,956). In arriving at such amounts of £436,986 (2025 £266,414) were transferred to the Voids and Sinking Funds and amounts of £301,324 (2025 £191,166) were released from the Voids and Sinking Funds. In 2024 the net cost of voids incurred were covered in full by utilisation of the voids element of the Voids and Sinking Fund. The policy of establishing a Voids and Sinking Fund was not in place until the 2019 financial year.
Overhead expenses in 2026 were £142,240 higher than the previous year. The largest increase was Wages and Salaries (£112,552 increase) arising from pay increases and increased staff numbers.
KEY PERFORMANCE METRICS
IKE's performance against the seven Metrics included in the Value for Money Standard are as follows:
Reinvestment % [Costs incurred in the development of new housing properties in the year compared to housing properties at cost]. As IKE does not own any housing properties itself (but instead lease the properties), computation of a Reinvestment percentage is not considered appropriate.
New supply delivered [social housing units]. This metric is ordinarily considering movements in units owned. IKE does not own any housing properties itself, but an alternative metric would be the increase in number of units in management being +2 % (2025 0%).
Gearing % asset valuation - The denominator to this metric is the value of housing properties. Whilst IKE does now have a long-term loan (used to partially finance the acquisition of a new registered office), it does not own any housing properties.
EBITDA MRI% - consistent with the comment against Gearing, IKE has not incurred any interest payable or other finance costs in connection with housing properties - so this metric is not relevant to IKE.
Headline Social Housing cost per unit - [such costs are exclusive of lease rental payable). The per unit costs for IKE were £5,955 (2025 £4,564) (inclusive of the effect of the transfer to the Voids and Sinking Fund) and £4,045 (2025 £2,899) (exclusive of the effect of the transfer to the Voids and Sinking Fund). In arriving at such amounts, account has been taken of grants receivable in respect of social housing operating costs and releases from Sinking Funds.
Operating Margin (social housing lettings) % - 12.56% (2025 23.97%) (inclusive of the effect of the transfers to/from the Voids and Sinking Fund).
Return on Capital Employed - -11.707% (2025 13.67%) (Inclusive of the effect of the transfers to/from the Voids and sinking fund).

STRATEGIC REPORT
FOR THE YEAR ENDED 31 MARCH 2026
GOVERNANCE AND FINANCIAL VIABILITY
IKE has adopted the NCVO's Good Governance, A Code for the Voluntary and Community Sector 2010. This was agreed with the Regulator of Social Housing (RSH) prior to registration and will be reviewed annually.
The principles are:
- Directors must understand their role. The Directors, both Executive and Non Executive, have been issued with guidance explaining their roles and responsibilities, a summary of their legal duties, a code of conduct and a person specification.
- Ensuring delivery of organisational purpose. The Board discusses at its quarterly meetings the path IKE is following. Proposed new business is discussed to ensure we stay true to the aims and objectives set out in our Memorandums and Articles of Association.
- Working effectively both as individuals and as a team. The Board have bonded very well. Individual skills complement each other and The Board work transparently and effectively together. High standards of respect, impartially, integrity, tolerance and avoiding conflicts of interest have been maintained through the entirety of IKE's registration.
- Exercising effective control. Board meetings include updates on new business, risks and financial viability. Management accounts visual presentations are emailed to the Board every quarter and any questions are added to the agenda for the physical board meeting. Risks especially from new business are discussed and agreed on.
- Behaving with integrity. The Board have all signed up to IKE's Probity Policy and IKE maintains an up to date Register of Interests.
- Being open and accountable. The Board intends to operate in a transparent manner in all instances. Meetings are minuted and agreed as being a true reflection of what has been discussed. The company has joined the Housing Ombudsman Service, however we have received no complaints about our service or management either formally or informally, which is something we are proud about. Roles are clear and the Executive members are held accountable to the Non-Executive members.
