Trustees' Report
The trustees present their report and the financial statements for the year ended 31 December 2025.
Objectives and Activities
Aims and Objectives
The charity’s objectives are:
“To further or benefit the residents of York and North Yorkshire, and especially Knaresborough and the Harrogate district, without distinction of sex, sexual orientation, race or of political, religious or other opinions, in any manner which now or hereafter may be deemed by law to be charitable, and in particular by:
• the advancement of education;
• the provision of facilities in the interests of social welfare for recreation and leisure time occupation with the objective of improving the conditions of life for the residents.”
The charity aims to provide a community anchor where people come together, learn together and develop solutions together to provide a connected, resilient and well-developed community where residents and community potential are realised.
The charity:
• provides friendly, clean, safe and accessible community spaces that meet the needs and requests of the community
• Encourages, facilitates and enables a wide range of community activities to benefit individual residents and the wider community within the Community Centre and beyond
• Develops strong local partnerships and plays a proactive role in community development activities for the benefit of residents

Public Benefit
The Trustees confirm that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission and in Section 17 of the Charities Act 2011 in exercising their powers and duties. The Trustees consider that all the activities of Orb Community Enterprise are carried out for the public benefit.
Our objectives were amended on 12th February 2025 to reflect diversification of our services. The organisation maintains a policy of stakeholder consultation on matters likely to affect their interests. Information is shared through bulletins and reports to ensure a shared understanding of the financial and operational context.
Equality and Inclusion
The charity is committed to equal opportunities in employment. Applications from disabled individuals are fully considered based on aptitude. Should an employee become disabled, every effort is made to continue their employment with appropriate training and support. Training, career development, and promotion opportunities for disabled persons are, as far as possible, equitable to those of other employees.
The Board continues to benefit from the expertise of highly skilled individuals with strong local knowledge and a deep commitment to the charity’s mission. We are well represented in our staff and trustee teams from people from minority groups. During the year one new Trustee joined the Board.
Achievements and Performance

Main Achievements
Community Centre
The charity supported four permanent tenants—Better Connect, Harrogate Islamic Association, Knaresborough and Harrogate Community Support Services and the NHS Phlebotomy Service—alongside 27 regular user groups and a growing number of one-off bookings.
Improvements to the building included commencement of refurbishment of the reception area, conversion of outbuildings to a new meeting room and re-configuration of space to provide two small meeting rooms and a larger office.
The community garden, maintained by volunteers, remains a hub for social interaction. Over 20 residents accessed fresh produce from the garden, which received a Silver Award from Knaresborough in Bloom in the community garden category.
Projects
• Digital Inclusion: Expanded through the Click project with a new interactive TV to encourage social prescribing and inclusion and regular weekly drop ins supported by volunteer digital champions
• Volunteer Engagement: 21 new volunteers recruited to the charity. The Knaresborough Together app supported 23 opportunities for other local organisations
• Community Transport: Supported 97 clients with 683 journeys completed by 11 volunteers
• Ageing Well -
  • 15 Attendance Allowance claims
  • 21 Blue Badge applications
  • 119 clients engaged
  • Distribution of 1,000 Knaresborough Cares in Winter booklets
• Swift, migrant support: Continued to support refugees, migrants and asylum seekers including one to one support, social cohesion activities and skills development/conversion.
Community Development
We continued to provide support to a number of residents effected by the major flooding event in May 2024. We also led on production of the Knaresborough Emergency Plan, collaborating with key local stakeholders.
Secured pilot funding to launch the Ageing Well programme
Chain Lane continues to co-host Knaresborough Voice, a forum uniting key stakeholders to address local needs in areas such as youth, older people, health and wellbeing, arts and culture, heritage, housing, transport, and biodiversity.
As the designated Community Anchor for Knaresborough and surrounding areas—funded by North Yorkshire Council—the charity now holds system partner status. This role strengthens links between statutory services and the local community, supporting the development of a community investment strategy for the town.
Secured significant funding from the York and North Yorkshire Combined Authority to support new and existing events in the town, working with key partners to create a legacy of sustainability moving forwards.
Financial Review
Financial Position
Income for the year was £283,692 (2024: £296,690) due to securing new tenants, grant funding for project work, maximising the hireable spaces at the community centre and a significant capital grant for refurbishment.
In cash flow terms, Chain Lane ended the year with an in-year surplus of £11,258 and £104,558 cash in hand at the bank, above the £45,000 reserve to cover three month’s running costs as agreed by the Board of Trustees and supporting our aspiration to achieve six months working reserve. This meant that Chain Lane was able to enter the 2026 financial year in a robust position.

  1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
  2. the accounts do not accord with those records; or
  3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination; or
  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Allocation and apportionment of costs
Support costs are allocated by charitable activity in proportion to the budgeted costs for each area. Any expenses in connection with the assistance are classified as Volunteers Expenses. The value of the volunteers' time has not been calculated.
2.4. Tangible Fixed Assets and Depreciation
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:
Freehold 4% straight line basis
Plant & Machinery 33.3% straight line basis
Fixtures & Fittings 25% straight line basis
2.5. Cash and Cash Equivalents
Cash and cash equivalents are basic financial assets and include cash in hand and deposits held at call with banks, other short-term highly liquid investments that mature in no more than three months from the date of acquisition and are readily convertible to a known amount of cash with insignificant risk of change in value, and bank overdrafts.
