Trustees' Report
The trustees present their report and the financial statements for the year ended 31 March 2026.
Objectives and Activities
Aims and Objectives
To assist local, regional and national conflict resolution and reconciliation, building social cohesion and trust within and between communities by funding programmes in partner organisations which:
  • Support adults and young people who are victims of violence
  • Promote non-violence in schools
  • Work with victims of terrorism
  • Help young people to build their resilience in addressing conflict
Public Benefit
Through funding partner organisations, the Foundation ensures young people and adults affected by conflict or violence gain support, education, and opportunities to build positive relationships, benefiting communities locally, and regionally.
The trustees confirm that they have complied with the requirements of Section 17 of the Charities Act 2011 to have due regard to the Charity Commission’s guidance on public benefit.
Achievements and Performance
Main Achievements
During the year, the Foundation continued its transition from directly delivering programmes to achieving its charitable objectives through grant-making. All grants awarded were made to charitable organisations and CIC’s whose activities align closely with the Foundation’s objects. The Trustees consider that funding partner organisations in this way is an effective method of delivering the charity’s purposes and providing public benefit.
This approach allows the charity to:
  • Extend its reach
  • Support a broader range of beneficiaries
  • Ensure funds are used effectively while maintaining oversight and accountability
Grants Awarded in 2025/2026
During the year, Trustees have considered a wide range of applications and have continued to undertake appropriate due diligence before making funding decisions. We have supported organisations working with young people, schools, communities and those affected by violence, with Trustees seeking to ensure that our limited resources are directed towards projects which can make a meaningful difference. Over the past 12 months the Foundation has supported 20 charities/CIC’s amounting to £185,597.

Main Achievements - continued
Please note, of this, grants of £97,580 were paid during the year, £13,219 are recognised as payable in the financial statements due to meeting the recognition criteria and £74,798 is not shown as a liability in the accounts. Only if the intended recipient submits a performance report, which must be reviewed and approved by a minimum of four Trustees, will this become payable and recognised as a liability.
The Tim Parry Johnathan Ball Peace Centre
The Board had extensive discussions during 2022 to 2025 with Warrington Borough Council and the Foundations partners the NSPCC, which led to an agreement to sell the Peace Centre for £1.34m, less legal / admin fees. The agreement to sell the Peace Centre was concluded on 28 April 2025.
The Board agreed to close the charity in its current form and, in its place, with its share of the proceeds of the sale of the Peace Centre, change its operating model from being a grant seeking organisation, to a grant making organisation.
The Foundations finances were unable to continue funding their programmes and annual costs of running and maintenance costs of their property, The Tim Parry Johnathan Ball Peace Centre. This approach allows the Foundation to support a broader range of beneficiaries while maintaining strong oversight, accountability and ensure the charity’s resources are used effectively.
The Trustees felt this was in the best interest of the Foundation and transitioning to a grant making charity with funds from the sale of the property, was a better use of charitable funds and reducing the risk of the Foundation closing.
Financial Review
Financial Position
Results for the year
The Foundation generated a deficit for the year of £65,828 and this included the profit on the sale of the building of £81,153 and grants distributed of £110,799.
The balance sheet value has decreased due to the decrease in cash. Net assets at 31 March 2026 were £569,573 and these are all unrestricted reserves.
Principal funding source
The Foundation's funding has come from the sale  of the Tim Parry Johnathan Ball Peace Centre which was 50% co-owned with the NSPCC.
Reserves Policy
The trustees recognise that the charity is operating on a planned spend-down basis following the sale of its property. The charity's objective is to distribute its remaining funds through grants and charitable activities over the next two to three years while retaining sufficient funds to meet all liabilities, contractual commitments, governance costs, and the costs of an orderly closure.
Page 3
Page 4
Going Concern
The Trustees maintain sufficient reserves to meet commitments. The Foundation is considered a going concern, supported by funds from the Peace Centre sale.
Subsidiary closure
The Foundation’s wholly owned subsidiary, Tim Parry Johnathan Ball Peace Centre Ltd, traded profitably up to 31 March 2025. The company was closed following the sale of the Peace Centre.

When there are vacancies for Trustee positions on the Board, or the Board considers that there is a particular skill set that would be of benefit, the Foundation will seek new Trustees. Interested parties are asked to forward their CV to the Chairman. Following discussion, a vote is taken at the next board meeting as to whether to accept the applicant.

Fixed Assets, including any movements in the year, have been disclosed separately by means of the Designated fund.
2.4. Incoming Resources
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. All income is derived from ordinary activities.
Page 11
Page 12
2.5. Resources Expended
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
2.6. Intangible Fixed Assets and Amortisation - Other Intangible
Other intangible assets relate to the website which is initially measured at cost. After initial recognition, intangible assets are measured at cost less any accumulated amortisation and any accumulated impairment losses.
Website costs are being amortised evenly over its estimated useful life of 5 years.
2.7. Tangible Fixed Assets and Depreciation
Tangible fixed assets are stated at cost less accumulated depreciation. Cost includes the original purchase price of the asset and the costs attributable to bringing the asset to its working condition for its intended use.
Depreciation is provided on all tangible fixed assets, at rates calculated to write off the cost, less estimated residual value, of each asset on a systematic basis over its expected useful life as follows:
Freehold 2% on cost
Fixtures & Fittings 25% on reducing balance
Computer Equipment 33% on cost
2.8. Investments
The investment in subsidiary, held as a fixed asset, is stated at cost, together with subsequent capital contributions, less any provisions for impairment.
The cash and cash equivalent investment relates to cash deposits in fixed term savings accounts where the maturity date is over twelve months from the balance sheet date.
Investments are reviewed for impairment if events or changes in circumstances indicate that the carrying amount may not be recoverable. impairments are calculated such that the carrying value of the fixed asset investment is the lower of its cost or recoverable amount. Recoverable amount is the higher of its net realisable value and its value in use.

2.9. Grants Payable
Grants payable are recognised as expenditure when the Charity has a legal or constructive obligation to make payment, it is probable that settlement will be required, and the amount of the obligation can be measured reliably.
Grants awarded are payable in two instalments.
The first instalment is recognised when the Trustees approve the grant application. At that point, the Trustees consider that the Charity has created a constructive obligation, as the recipient  has been notified of the award and the remaining requirements are administrative in nature rather than substantive conditions of entitlement. These requirements include acceptance of the grant terms and conditions, provision of the recipient's logo and submission of a brief description of the funded programme. Therefore, the first instalment is recognised as grant expenditure when the obligation arises. Where payment has not been made by the reporting date, the amount is included within accruals for grants payable.
The second instalment is contingent upon the grant recipient submitting a six-month progress report in accordance with the grant terms and conditions. In addition, the report must be reviewed and approved by at least four Trustees before the second instalment becomes payable. The Trustees consider both the submission of the six-month progress report and its subsequent approval by at least four Trustees to be substantive performance conditions. The Charity is not obliged to make the second payment unless and until these conditions have been satisfied. Consequently, no liability is recognised in respect of unpaid second instalments at the reporting date unless the six-month progress report has been submitted and approved by at least four Trustees.

Amounts recognised as grants paid, comprise of the first and second instalment of approved grants paid and amounts accrued at the reporting date where the conditions for recognition have been met.
In accordance with the Charity's accounting policy, instalments are recognised when a constructive obligation arises. Therefore, grants paid as per the Statement of Financial Activities may differ from cash payments made during the year.
The second grant instalment is payable by the Charity only upon receipt of a six-month progress report from the grant recipient in accordance with the terms and conditions of the grant. In addition, the report must be reviewed and approved by at least four Trustees before the second instalment becomes payable. The Trustees consider these requirements to constitute substantive performance conditions. Accordingly, no liability is recognised in respect of unpaid second instalments at the reporting date where these conditions have not been satisfied.
The total value of second instalments relating to grant awards approved before the year end but not recognised in these financial statements due to the performance conditions not being satisfied, was £74,799.
These amounts do not represent liabilities of the Charity at the reporting date but may become payable in future periods should the relevant performance conditions be satisfied.
