Notes to the Financial Statements

for the Period Ended 31 March 2026

  • 1. Accounting policies

    Basis of measurement and preparation

These financial statements have been prepared in accordance with the provisions of Section 1A (Small Entities) of Financial Reporting Standard 102

    Turnover policy

Revenue from the rendering of services is recognised by reference to the stage of completion of the contract. The stage of completion of a contract is measured by comparing the costs incurred for work performed to date to the total estimated contract costs. Turnover is only recognised to the extent of recoverable expenses when the outcome of a contract cannot be estimated reliably.

    Tangible fixed assets depreciation policy

All fixed assets are initially recorded at cost. Property, plant and equipment is used in the company's principal activity for the production and supply of goods or for administrative purposes and is stated in the balance sheet under the historic cost model. This model requires the assets to be stated at cost less amounts in respect of depreciation and less any accumulated impairment losses. Depreciation is calculated so as to write off the cost of an asset, less its estimated residual value (which is the expected amount that would currently be obtained from disposal of an asset, after deducting the estimated costs of disposal, if the asset were already of the age and in the condition expected at the end of its useful life), over the useful economic life of the respective asset as follows: Office Equipment - 20% Reducing Balance

Company activities and impact

Frameworks Social Enterprise CIC provides training and support services that create routes into sustainable employment opportunities within the construction industry for priority groups in society. Our programmes help individuals develop the skills, knowledge and confidence required to enter the workplace, apply for jobs and secure meaningful employment, thereby reducing reliance on public funds. During the 2024/25 financial year, Frameworks Social Enterprise CIC provided the following activities and support at no cost to the individuals assisted: Engaged with 273 individuals, providing a range of training, guidance and employability support to prepare them for opportunities on construction projects throughout Lancashire. Of these individuals, 123 successfully achieved a CSCS Labourer Card, the minimum industry-standard qualification required to access most construction sites. 90 individuals secured employment within the construction industry, enabling them to move into sustainable work and develop long-term career opportunities. These outcomes demonstrate the CIC's commitment to improving employability, addressing skills shortages within the construction sector and creating lasting social value within local communities.

Consultation with stakeholders

Frameworks Social Enterprise CIC works closely with a range of stakeholders, including local contractors, community support organisations, funding bodies and project developers. This collaborative approach ensures that our services remain relevant to industry requirements and responsive to local community needs. The directors are based in Salford and have extensive experience within the construction industry, including the delivery of employment, training and apprenticeship programmes. The organisation is supported by an advisory panel comprising a Social Impact Manager from a national contractor, a local youth support worker and a representative from the Greater Manchester Centre for Voluntary Organisation (GMCVO). This breadth of expertise provides valuable insight into local employment opportunities, community priorities and emerging industry requirements. Through regular consultation with stakeholders, we continually review and develop our business model to ensure it meets both the needs of employers and the communities we serve. Engagement with contractors has enabled us to identify specific labour and skills requirements within the construction sector. As a result, we have been able to develop and deliver additional training programmes that better prepare individuals for employment opportunities on local projects. Consultation with contractors also provides valuable information regarding project-specific social value commitments, key performance indicators (KPIs) and priority groups identified within contractual social value obligations, allowing us to align our support programmes with project requirements. Feedback from contractors identified a need for a platform through which temporary employment opportunities could be offered to candidates progressing through our programmes. In response, Frameworks Social Enterprise CIC is currently developing a temporary employment service. Initial invoice finance arrangements have now been secured to support the implementation and future growth of this service. Career aspirations, progression pathways and desired outcomes are discussed with all candidates at registration and reviewed following achievement of their CSCS card. This information is shared with relevant clients and contractors, enabling suitable employment opportunities to be matched with candidates' skills, interests and career goals. This ongoing consultation process ensures that Frameworks Social Enterprise CIC remains responsive to stakeholder feedback while maximising employment outcomes and social value within the communities it serves.
