Munnelly Support Services Limited
Strategic Report for the Year Ended 31 March 2026
The directors present their strategic report for the year ended 31 March 2026.
Principal activity
The principal activity of the company is the provision and management of specialist logistics and support services to the construction and infrastructure sectors throughout the United Kingdom.
The Company delivers integrated work packages across construction logistics, workforce logistics, freight and material management, security, waste and environmental services, temporary accommodation and welfare, together with associated specialist plant and operational support services.
Business Review
The year ended 31 March 2026 represented a further period of development for Munnelly Support Services, during which the Company continued to strengthen its operating model, diversify its market exposure and improve the quality and resilience of its revenue base.
Market conditions across the UK construction sector remained mixed during the year. Traditional residential and commercial markets continued to experience pressure from project delays and wider economic uncertainty. Against this backdrop, the Company continued the diversification strategy established in previous years, increasing its exposure to infrastructure, industrial, public sector, custodial, institutional and other specialist markets.
This strategy has enabled the Company to reduce its reliance on individual sectors and project types while developing a broader portfolio of longer-duration opportunities across both public and private investment programmes.
The Company continued to work with a predominantly blue-chip client base and secured and retained work across a number of significant UK construction and infrastructure programmes. Increasing emphasis has been placed on developing longer-term client relationships and broadening the range of services delivered to existing clients, alongside targeted new business development.
A further strategic priority during the year was earlier engagement in the project lifecycle. The Company has continued to strengthen its pre-construction, planning and work-winning capability, enabling its teams to support clients from early feasibility and mobilisation through to operational delivery. This approach supports more effective resource planning and allows the Company to identify opportunities to improve logistics performance before projects become operational.
The Company has also continued to develop its service model around three complementary areas:
• Freight Logistics,
• Workforce Logistics
• and Enabling Logistics.
This provides a clearer framework through which the business can combine operational expertise, technology, data, safety and compliance to provide integrated solutions to clients.
During the year, management maintained a disciplined approach to commercial governance and financial control. This remained particularly important given continuing inflationary pressures, labour cost
increases, insolvency risk within the wider construction supply chain and competitive pricing conditions.
The directors believe that the Company's diversified client and sector portfolio, established operational capability, financial discipline and continued investment in people and technology provide a sound platform for sustainable development.
Munnelly Support Services Limited
Strategic Report for the Year Ended 31 March 2026
Strategy and Outlook
The Company's strategy is centred on sustainable, quality-led growth rather than growth in revenue alone.
Its priorities are to maintain and deepen relationships with key clients; increase participation in resilient and growing construction and infrastructure markets; develop longer-term and higher-quality revenue streams; strengthen commercial and operational governance; invest in its people and leadership capability; and use technology and data to improve safety, productivity and decision-making.
The Company will continue to develop its position as an integrated logistics partner, providing clients with a broader range of services throughout the project lifecycle.
Following the year end the Company reorganised its central operations to support this strategy. This included the splitting of its Business Development function into two distinct areas: Client Engagement and Pre-Construction, along with new roles to support Operations, Commercial, and Data & Analytics.
The directors remain mindful of continuing uncertainty within the UK construction market, particularly in relation to project commencement dates, labour availability and cost, contractor insolvency and pressure on supply-chain margins. The Company's diversified portfolio and disciplined approach to opportunity selection are intended to mitigate these risks. The forward pipeline remains supported by existing client relationships and secured projects and opportunities across a broad range of sectors. The directors therefore remain focused on delivering sustainable growth while maintaining appropriate commercial and financial discipline during the year ahead.
People, Health, Safety and Wellbeing
The health, safety and wellbeing of employees, operatives and those affected by the Company's activities remain fundamental to the way Munnelly Support Services operates.
The Company maintains established health and safety management systems supported by operational governance, training, audit and performance monitoring. Management continues to review both leading and lagging indicators to identify trends and opportunities for improvement and to ensure lessons are shared across the business. During the year, further emphasis was placed on employee engagement, development and wellbeing. The Company recognises that its ability to provide consistent service to clients depends upon attracting and retaining capable people and creating an environment in which employees can contribute and progress.
The Company moved, along with the wider Munnelly Group, from Harrow to the Group’s new head office in Kings Langley during the year. The new facility provides an improved working environment and has been designed to encourage greater collaboration between operational, commercial and support teams. Investment has also continued in leadership capability, training and the development of clearer career pathways. The Company remains committed to developing talent internally while selectively recruiting additional expertise where required to support future growth.
Health and safety performance continues to be closely monitored by the leadership team, with a continued focus on proactive intervention, learning and continuous improvement.
Munnelly Support Services Limited
Strategic Report for the Year Ended 31 March 2026
Technology and Digitisation
Digitisation remains an important part of the Company's strategy and is increasingly embedded within both its internal operations and the services provided to clients. During the year, Munnelly Support Services continued to invest in the development and deployment of digital systems supporting workforce management, logistics planning, delivery management, health and safety, reporting and operational performance.
Working alongside specialist capability within the wider Munnelly Group, the Company has increasingly focused on connecting operational data to provide clearer and more timely insight to both project teams and clients. This includes the continued development of data-led logistics management and reporting capabilities designed to improve visibility across areas such as deliveries, workforce, assets, resource utilisation, safety and environmental performance.
Artificial intelligence and automation are also being explored and introduced where they can simplify processes, improve access to information or support better decision-making. The Company's approach is focused on practical application; ensuring technology complements rather than replaces operational expertise. Cybersecurity, information governance and the protection of Company and client data remain important considerations as the Company's digital capability develops. Appropriate controls, systems and governance continue to be reviewed as part of the Company's wider technology strategy.
Environmental, Social and Governance
ESG considerations remain integrated into the Company's approach to responsible and sustainable growth. The nature of construction logistics means that effective planning can directly influence vehicle movements, material utilisation, waste, productivity and the environmental impact of project delivery. The Company therefore continues to work with clients and supply-chain partners to identify opportunities to minimise waste and make more efficient use of project resources.
During the year, further progress was made in improving the quality and accessibility of operational and environmental data. Enhanced data capture and reporting provide a stronger basis from which the Company and its clients can understand performance and identify opportunities for improvement.
The Company's social commitments include investment in training, employment, apprenticeships and development opportunities, together with engagement with the communities in which it operates. Governance has remained a significant management priority and The Company continues to strengthen its policies, commercial controls, compliance arrangements and management reporting to support its increasing scale and complexity.
The directors recognise that ESG expectations will continue to develop and remain committed to improving the Company's ability to measure, manage and report its performance in these areas.
Munnelly Support Services Limited
Strategic Report for the Year Ended 31 March 2026
Principal Risks and Uncertainties
The directors regularly review the principal risks and uncertainties facing the Company as part of its strategic and operational planning. The principal risks, and how they are managed, are set out below.
Market and project timing: the timing of project commencement can affect the phasing of revenue. The Company manages this through a diversified client and sector portfolio, early engagement in the project lifecycle and close pipeline monitoring.
Labour availability and cost: the Company's services depend on access to skilled people at competitive rates. This is managed through workforce planning, investment in training and development, and established supply chain relationships.
Counterparty and supply chain risk: the Company works with clients and supply chain partners across the construction sector. Credit checks, contract review and active working capital management support the Company's exposure to counterparties.
Commercial and margin management: pricing pressure across the sector places emphasis on contract selection and delivery. The Company maintains disciplined commercial governance, including bid review, risk allocation and monthly project reporting.
Health and safety: the safety of employees, operatives and the public is fundamental to the Company's operations. This is managed through established health and safety management systems, training, audit and the monitoring of leading and lagging indicators.
Regulatory compliance: the Company operates within a developing regulatory environment for employment, transport and construction. Compliance is supported by Group policies, specialist advice and regular review.
Data and cyber security: as the Company's digital capability grows, the protection of Company and client data is a priority. Controls, systems and governance are reviewed as part of the Group's wider technology strategy.
Financial Review
For the year ended 31 March 2026, Munnelly Support Services delivered a resilient financial performance against a backdrop of continuing uncertainty within the wider construction market.
Revenue: £38.642m (2025 :£39.810m)
Profit before tax: £1.034m (2025 £1.003m)
EBITDA: £1.056m (2025 : £1.028m)
Revenue reduced modestly to £38.642m (2025: £39.810m), while profit before tax increased to £1.034m (2025: £1.003m), reflecting the Company's continued commercial focus on contract quality and margin discipline.
Revenue for the year was supported by the Company's established client base and continued diversification into infrastructure, public sector, industrial and other specialist markets.
During the year, particular emphasis was placed on the quality of earnings and commercial performance. Management maintained a disciplined approach to project selection, cost management and margin protection, while continuing to invest in the organisational capability required to support the Company's future development.
Munnelly Support Services Limited
Strategic Report for the Year Ended 31 March 2026
The Company's balance sheet remained robust at the year end, with liquidity maintained and no reliance on third-party borrowing. This provides the Company with financial resilience and the capacity to continue investing selectively in people, systems and operational capability.
The directors continue to prioritise sustainable profitability and cash generation alongside revenue growth. The Company's approach to future growth will therefore remain disciplined, with particular focus on contract quality, appropriate risk allocation, margin and working-capital management.
Future Developments
During the year ahead, the Company intends to continue the development of its integrated logistics proposition and further strengthen its position within major construction and infrastructure programmes.
Investment will continue in operational leadership, pre-construction and commercial capability, digitalisation and data analytics. Particular emphasis will be placed on improving the connectivity between operational systems and management information, enabling both the Company and its clients to make better-informed decisions.
The Company will also continue to pursue opportunities to broaden the range of services delivered to existing clients and to selectively enter new markets where its logistics expertise, delivery capability and operating model provide a competitive advantage.
The Board will maintain a disciplined approach to growth, ensuring that future expansion is appropriately resourced, commercially sustainable and consistent with the Company's risk appetite.
The Company enters the 2026/27 financial year focused on delivering its strategy of sustainable, quality-led growth and on its purpose of delivering trusted and high-performing logistics services that strengthen every project.

Independent Auditor's Report to the Members of Munnelly Support Services Limited
Opinion
We have audited the financial statements of Munnelly Support Services Limited (the 'company') for the year ended 31 March 2026, which comprise the Profit and Loss Account and Statement of Retained Earnings, Balance Sheet, and Notes to the Financial Statements, including a summary of significant accounting policies. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards, including Financial Reporting Standard 102 The Financial Reporting Standard applicable in the UK and Republic of Ireland (United Kingdom Generally Accepted Accounting Practice).
In our opinion the financial statements:
• | give a true and fair view of the state of the company's affairs as at 31 March 2026 and of its profit for the year then ended; |
• | have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice; and |
• | have been prepared in accordance with the requirements of the Companies Act 2006. |
Basis for opinion
We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the auditor responsibilities for the audit of the financial statements section of our report. We are independent of the company in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC’s Ethical Standard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Conclusions relating to going concern
In auditing the financial statements, we have concluded that the director's use of the going concern basis of accounting in the preparation of the financial statements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that, individually or collectively, may cast significant doubt on the company's ability to continue as a going concern for a period of at least twelve months from when the original financial statements were authorised for issue.
Our responsibilities and the responsibilities of the directors with respect to going concern are described in the relevant sections of this report.
Other information
The directors are responsible for the other information. The other information comprises the information included in the annual report, other than the financial statements and our auditor’s report thereon. Our opinion on the financial statements does not cover the other information and, except to the extent otherwise explicitly stated in our report, we do not express any form of assurance conclusion thereon.
In connection with our audit of the financial statements, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the financial statements or our knowledge obtained in the audit or otherwise appears to be materially misstated. If we identify such material inconsistencies or apparent material misstatements, we are required to determine whether there is a material misstatement in the financial statements or a material misstatement of the other information. If, based on the work we have performed, we conclude that there is a material misstatement of this other information, we are required to report that fact.
We have nothing to report in this regard.
Munnelly Support Services Limited
Independent Auditor's Report to the Members of Munnelly Support Services Limited
Opinion on other matter prescribed by the Companies Act 2006
In our opinion, based on the work undertaken in the course of the audit:
|
• |
the information given in the Strategic Report and Directors' Report for the financial year for which the financial statements are prepared is consistent with the financial statements; and |
|
• |
the Strategic Report and Directors' Report have been prepared in accordance with applicable legal requirements. |
Matters on which we are required to report by exception
In the light of our knowledge and understanding of the company and its environment obtained in the course of the audit, we have not identified material misstatements in the Strategic Report and the Directors' Report.
We have nothing to report in respect of the following matters where the Companies Act 2006 requires us to report to you if, in our opinion:
• | adequate accounting records have not been kept, or returns adequate for our audit have not been received from branches not visited by us; or |
• | the financial statements are not in agreement with the accounting records and returns; or |
• | certain disclosures of directors' remuneration specified by law are not made; or |
• | we have not received all the information and explanations we require for our audit. |
Responsibilities of directors
As explained more fully in the statement of directors' responsibilities [set out on page 7], the directors are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the directors determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the financial statements, the directors are responsible for assessing the company's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the directors either intend to liquidate the company or to cease operations, or have no realistic alternative but to do so.
Auditor Responsibilities for the audit of the financial statements
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.
The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below:
Munnelly Support Services Limited
Independent Auditor's Report to the Members of Munnelly Support Services Limited
Our approach to identifying and assessing the risks of material misstatement in respect of irregularities, including fraud and non-compliance with laws and regulations, was as follows:
• the engagement partner ensured that the engagement team collectively had the appropriate competence, capabilities and skills to identify or recognise non-compliance with applicable laws and regulations;
• we identified the laws and regulations applicable to the company through discussions with directors and other management, and from our commercial knowledge and experience of the sector;
• we focused on specific laws and regulations which we considered may have a direct material effect on the financial statements or the operations of the company, including the Companies Act 2006, taxation legislation and data protection, anti-bribery, employment, environmental and health and safety legislation;
• we assessed the extent of compliance with the laws and regulations identified above through making enquiries of management and inspecting legal correspondence; and
• identified laws and regulations were communicated within the audit team regularly and the team remained alert to instances of non-compliance throughout the audit.
We assessed the susceptibility of the company’s financial statements to material misstatement, including obtaining an understanding of how fraud might occur, by:
• making enquiries of management as to where they considered there was susceptibility to fraud, their knowledge of actual, suspected and alleged fraud; and
• considering the internal controls in place to mitigate risks of fraud and non-compliance with laws and regulations.
To address the risk of fraud through management bias and override of controls, we:
• performed analytical procedures to identify any unusual or unexpected relationships;
• tested journal entries to identify unusual transactions;
• assessed whether judgements and assumptions made in determining the accounting estimates were indicative of potential bias; and
• investigated the rationale behind significant or unusual transactions.
In response to the risk of irregularities and non-compliance with laws and regulations, we designed procedures which included, but were not limited to:
• agreeing financial statement disclosures to underlying supporting documentation;
• reading the minutes of meetings of those charged with governance;
• enquiring of management as to actual and potential litigation and claims; and
• reviewing correspondence with HMRC, relevant regulators, and the company’s legal advisors.
There are inherent limitations in our audit procedures described above. The more removed that laws and regulations are from financial transactions, the less likely it is that we would become aware of non-compliance. Auditing standards also limit the audit procedures required to identify non-compliance with laws and regulations to enquiry of the directors and other management and the inspection of regulatory and legal correspondence, if any.
Material misstatements that arise due to fraud can be harder to detect than those that arise from error as they may involve deliberate concealment or collusion.
A further description of our responsibilities is available on the Financial Reporting Council’s website at: www.frc.org.uk/auditorsresponsibilities. This description forms part of our auditor’s report.

Use of our report
This report is made solely to the company’s members, as a body, in accordance with Chapter 3 of Part 16 of the Companies Act 2006. Our audit work has been undertaken so that we might state to the company’s members those matters we are required to state to them in an auditor’s report and for no other purpose. To the fullest extent permitted by law, we do not accept or assume responsibility to anyone other than the company and the company’s members as a body, for our audit work, for this report, or for the opinions we have formed.

Summary of disclosure exemptions
As the consolidated financial statements of Munnelly Group Limited, the ultimate parent company, are prepared according to the full recognition, measurement and disclosure requirements of FRS 102 and therefore include equivalent disclosures, the company has taken the available exemptions under FRS 102 in respect of the following areas:

The company recognises revenue when:
The amount of revenue can be reliably measured;
it is probable that future economic benefits will flow to the entity;

Government grants
Government grants are recognised where there is a reasonable assurance that the grant will be received and the entity will comply with the conditions attached to them.
Munnelly Support Services Limited
Notes to the Financial Statements for the Year Ended 31 March 2026
Tax
The tax expense for the period comprises current tax. Tax is recognised in profit or loss, except that a change attributable to an item of income or expense recognised as other comprehensive income is also recognised directly in other comprehensive income.
The current income tax charge is calculated on the basis of tax rates and laws that have been enacted or substantively enacted by the reporting date in the countries where the company operates and generates taxable income.
Tangible assets
Tangible assets are stated in the balance sheet at cost, less any subsequent accumulated depreciation and subsequent accumulated impairment losses.
The cost of tangible assets includes directly attributable incremental costs incurred in their acquisition and installation.
Depreciation
Depreciation is charged so as to write off the cost of assets, other than land and properties under construction over their estimated useful lives, as follows:
|
Asset class |
Depreciation method and rate |
|
Plant and Machinery |
25% per annum straight line |
Cash and cash equivalents
Cash and cash equivalents comprise cash on hand and call deposits, and other short-term highly liquid investments that are readily convertible to a known amount of cash and are subject to an insignificant risk of change in value.
Trade debtors
Trade debtors are amounts due from customers for services performed in the ordinary course of business.
Trade debtors are recognised initially at the transaction price. They are subsequently measured at amortised cost using the effective interest method, less provision for impairment. A provision for the impairment of trade debtors is established when there is objective evidence that the company will not be able to collect all amounts due according to the original terms of the receivables.
Trade creditors
Trade creditors are obligations to pay for goods or services that have been acquired in the ordinary course of business from suppliers. Accounts payable are classified as current liabilities if the company does not have an unconditional right, at the end of the reporting period, to defer settlement of the creditor for at least twelve months after the reporting date. If there is an unconditional right to defer settlement for at least twelve months after the reporting date, they are presented as non-current liabilities.
Trade creditors are recognised initially at the transaction price and subsequently measured at amortised cost using the effective interest method.
Leases
Leases in which substantially all the risks and rewards of ownership are retained by the lessor are classified as operating leases. Payments made under operating leases are charged to profit or loss on a straight-line basis over the period of the lease.
Munnelly Support Services Limited
Notes to the Financial Statements for the Year Ended 31 March 2026
Share capital
Ordinary shares are classified as equity. Equity instruments are measured at the fair value of the cash or other resources received or receivable, net of the direct costs of issuing the equity instruments. If payment is deferred and the time value of money is material, the initial measurement is on a present value basis.
Dividends
Dividend distribution to the company’s shareholders is recognised as a liability in the financial statements in the reporting period in which the dividends are declared.
Defined contribution pension obligation
A defined contribution plan is a pension plan under which fixed contributions are paid into a pension fund and the company has no legal or constructive obligation to pay further contributions even if the fund does not hold sufficient assets to pay all employees the benefits relating to employee service in the current and prior periods.
Contributions to defined contribution plans are recognised as employee benefit expense when they are due. If contribution payments exceed the contribution due for service, the excess is recognised as a prepayment.
