CROSSROADS LEWIS LTD (REGISTERED NUMBER: SC180650)

Report of the Trustees
for the Year Ended 31 March 2026

The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2026. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES
Objectives and aims
The company's principal activity is to provide a high quality service in the community to enable carers to benefit from a break from their caring role on a regular basis.

The objectives of the charity are
· to ensure that the service provided meets the needs of the carer and the person with care needs
· to offer a flexible service allowing the carer freedom of choice and the ability to maintain his or her independence
· to consult the carers and those with care needs about the support they want from Crossroads
· to monitor the quality of service as required by Care Inspectorate registration.

Many severely disabled and chronically ill people, whether old or young, are able to live at home only because of the constant and conscientious care provided by a relative or friend. Crossroads provides carers with a chance to take a break every so often to relax and live their own lives for a few hours. Crossroads offers companionship, a friendly visit to look forward to and someone to help break the potential isolation of caring. Crossroads also offers support to those living alone and struggling with ill-health and loneliness.

ACHIEVEMENTS AND PERFORMANCE
Charitable activities
Crossroads Lewis experienced another productive and purposeful year, continuing to deliver high quality support to carers and individuals with care needs across the island. Demand for the service remained strong, and we maintained a similar overall level of provision to the previous year, with notable growth in core support hours.

Our work is delivered through several key service strands:
1. Core Service - Regular daytime respite for family carers, enabling them to have essential time to themselves. This remains the foundation of our provision and is funded through Health and Social Care contributions alongside voluntary fundraising.
2. Spot Purchase Support - Time limited, individually requested support commissioned by the Comhairle at an agreed hourly rate.
3. Palliative Care - Short term assistance for family carers supporting someone at the end of life, funded through Core Funding.
4. Short Breaks - Intensive round the clock support, typically over 4 days / 3 nights, delivered by a team of Support Workers. This service is designed for individuals unable to access residential respite due to specific care needs and is partly funded by Shared Care Scotland.
5. Overnight Support - Limited overnight provision, offered when funding permits.
6. Direct Payments Support - Individualised support delivered by Crossroads Support Workers and funded directly by service users through the Comhairle.

Service Delivery
The following support was provided over the past year:

ServiceHours Delivered
Core8,078
Respite2,084
Respite Homecare543
Palliative9
Short Breaks905
Dusk to Dawn350
Direct Payments508
Total12,475

The total number of hours delivered last year was 12,959, representing a small decrease overall. However, it is encouraging to note that core service hours increased, reflecting sustained demand for essential daytime respite and the continued trust placed in Crossroads Lewis by carers and families.

The Care Inspectorate carried out its annual inspection on 28 October, concluding on 4 November. We were pleased to receive strong evaluations across all areas of assessment:
- How well do we support people's wellbeing? 5 - Very Good
- How good is our staff team? 4 - Good
- How well is our care and support planned? 4 - Good
These results reflect the commitment, professionalism, and compassion shown by our staff throughout the year, and the continued strength of our service delivery.

The full inspection report is available on the Care Inspectorate website: https://www.careinspectorate.scot/

FINANCIAL REVIEW
Review of the year and reserves position
The overall financial position continues to remain healthy and stable. Crossroads Lewis is extremely thankful for the support it receives from Western Isles Integration Joint Board, Comhairle nan Eilean Siar and its many supporters, donors and grant funders - without this valuable support and encouragement the work of Crossroads Lewis would not be possible.

During the period, total income increased significantly from the previous year by 29%. Income from invoiced services (Direct Payments / Spot Purchase) increased by 17% from the previous year. Income from Donations and Fundraising increased by a 20%, to almost £60,000 - demonstrating the local community's continued strong support for Crossroads Lewis. The most notable increase was in local windfarm grant support, which rose from £0 in 2024/25 to £54,000 in 2025/26, helping to strengthen Crossroads Lewis's financial position.

Expenditure increased from £318,726 (24/25) to £365,675 - an increase of almost 15%, primarily due to increased payroll costs.

Due to the significant increase in windfarm income, the bank position improved, increasing from £200,832 to £257,562 (+28%). Although the Reserves Policy allows for a minimum of three months core running costs, having additional surplus will allow for the increase in care hours now being delivered and for future match funding.

While total care hours delivered were marginally lower than the previous year (down 3.5%) following a period of sustained growth, delivery levels remain strong. A total of 12,475 hours were provided - averaging 1,040 per month - which represents a significant and consistent level of support. The hours delivered relative to the core grant continue to demonstrate strong value for money.

The cost of mileage continues to be a significant direct cost - accounting for just over 13% of the total wage bill. During the year, 93,360 miles were travelled across Lewis - the previous years was 85,808, an increase of 9%. Steps are routinely taken to ensure service users are matched to care workers living in close proximity and this has resulted in less mileage being incurred.

Financial recording systems and processes are continuously reviewed to ensure financial management is tightly controlled and limited resources used effectively, and best value achieved. The positive financial position at the year-end ensures there are sufficient resources to cope with the demands in the year ahead.

FUTURE PLANS
Funding
Crossroads Lewis recognises that a secure financial base is essential to ensure the continuity of services and to respond effectively to increasing and emerging demand. A structured programme of fundraising activities will be developed over the year, alongside applications to both national and local grant funding bodies. The organisation will also work closely with key stakeholders, including the Comhairle, to access funding and resources that support the needs of carers across Lewis.

Review
Crossroads Lewis will continue to review and refine its internal systems and processes to ensure the organisation operates as efficiently and effectively as possible. This includes maintaining tight control over management and administrative costs, improving operational practices, and maximising the use of available resources. By embedding a strong focus on efficiency and value for money, the organisation aims to direct the greatest possible proportion of its funding towards frontline service delivery, thereby enhancing outcomes for carers and ensuring sustainable, high-quality support across Lewis.

Partnership Working
Effective partnership working remains a key priority, ensuring that individuals receive the most appropriate and timely support. Crossroads Lewis works collaboratively with a range of agencies and, where necessary, refers clients to specialist services to ensure their needs are fully met. The organisation maintains a strong and positive relationship with Comhairle nan Eilean Siar, which is integral to the coordinated delivery of high-quality, responsive services for carers across Lewis.

Staffing Levels
With a number of staff approaching retirement, there will be a need for targeted recruitment during 2026/27 to strengthen capacity within the team. This proactive approach will help ensure the service remains resilient and well-equipped to meet ongoing and increasing demand, while maintaining continuity and the high standard of support provided to service users.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006.

The company is incorporated as a company limited by guarantee, incorporated on 17 November 1997. It was granted recognition by the Inland Revenue as a charity on 24 November 1997.

Recruitment and appointment of new trustees
Directors are recruited informally through direct approach after clearance at a meeting of the Board of directors. New directors are then formally appointed at the annual general meeting. No body outside the charity is able to appoint directors.

Related parties
Crossroads Lewis is no longer affiliated with Crossroads Caring Scotland. Policies and Procedures are now purchased from W & P Compliance, including HR support. Insurance cover for employers, public and professional liability is currently provided by Aviva.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

The Trustees monitor income and expenditure. A detailed written financial statement prepared by the Treasurer is presented at each Board meeting (minimum 5 per year) and considered alongside a detailed service activity report presented by the Manager.

The principal risk to which the charity is exposed is the inability to raise sufficient funds to achieve its objectives. The
Directors ensure that adequate funding is in place before committing the charity to any expenditure.

There is a Service Level Agreement in place with the Integrated Joint Board (IJB), the Comhairle, and the Crossroads Board actively promotes additional fundraising throughout the year.

Risk assessments are made for all referrals and identified risks are addressed.

Crossroads (Lewis) is committed to the National Care Standards and the Scottish Social Service Code of Practice. All policies and procedures are kept up to date and followed, including Welfare of Vulnerable Adults and Welfare of Children.

Staff are required to undergo induction and on-going training as detailed in the Year Plan 24-25

The Care Inspectorate undertake regular inspections, which considers both the quality of care provided and the leadership and management of the service.

STATEMENT OF TRUSTEES' RESPONSIBILITIES
The trustees (who are also the directors of Crossroads Lewis Ltd for the purposes of company law) are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

Company law requires the trustees to prepare financial statements for each financial year. Under that law, the trustees have elected to prepare the financial statements in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law).

Under company law the trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing those financial statements, the trustees are required to

-select suitable accounting policies and then apply them consistently;
-observe the methods and principles in the Charities SORP;
-make judgements and estimates that are reasonable and prudent;
-prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in business.

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charitable company and to enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

This report has been prepared in accordance with the special provisions of Part 15 of the Companies Act 2006 relating to small companies.

Approved by order of the board of trustees on 7 July 2026 and signed on its behalf by:

Angus Lamont - Trustee

Independent Examiner's Report to the Trustees of
Crossroads Lewis Ltd

I report on the accounts for the year ended 31 March 2026 set out on pages eight to fifteen.

Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity's trustees consider that the audit requirement of Regulation 10(1)(a) to (c) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under Section 44(1)(c) of the Act and to state whether particular matters have come to my attention.

Basis of the independent examiner's report
My examination was carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent examiner's statement
In connection with my examination, no matter has come to my attention :

(1) which gives me reasonable cause to believe that, in any material respect, the requirements

- to keep accounting records in accordance with Section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations; and
- to prepare accounts which accord with the accounting records and to comply with Regulation 8 of the 2006 Accounts Regulations

have not been met; or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
