Notes to the Financial Statements

for the Period Ended 31 January 2026

  • 1. Accounting policies

    Basis of measurement and preparation

These financial statements have been prepared in accordance with the provisions of Financial Reporting Standard 101

    Turnover policy

Turnover is measured at the fair value of the consideration received or receivable, net of discounts and value added taxes. Turnover includes revenue earned from the sale of goods and from the rendering of services. Turnover from the sale of goods is recognised when the significant risks and rewards of ownership of the goods have transferred to the buyer. Turnover from the rendering of services is recognised by reference to the stage of completion of the contract. The stage of completion of a contract is measured by comparing the costs incurred for work performed to date to the total estimated contract costs.

    Tangible fixed assets depreciation policy

Tangible fixed assets are measured at cost less accumulative depreciation and any accumulative impairment losses. Depreciation is provided on all tangible fixed assets, other than freehold land, at rates calculated to write off the cost, less estimated residual value, of each asset evenly over its expected useful life, as follows: Plant & Machinery - 25% reducing balance

    Intangible fixed assets amortisation policy

Intangible fixed assets are measured at cost less accumulative amortisation and any accumulative impairment losses.

    Other accounting policies

Basis of preparation The accounts have been prepared under the historical cost convention and in accordance with FRS 102, The Financial Reporting Standard applicable in the UK and Republic of Ireland (as applied to small entities by section 1A of the standard). Debtors Short term debtors are measured at transaction price (which is usually the invoice price), less any impairment losses for bad and doubtful debts. Loans and other financial assets are initially recognised at transaction price including any transaction costs and subsequently measured at amortised cost determined using the effective interest method, less any impairment losses for bad and doubtful debts. Creditors Short term creditors are measured at transaction price (which is usually the invoice price). Loans and other financial liabilities are initially recognised at transaction price net of any transaction costs and subsequently measured at amortised cost determined using the effective interest method. Taxation A current tax liability is recognised for the tax payable on the taxable profit of the current and past periods. A current tax asset is recognised in respect of a tax loss that can be carried back to recover tax paid in a previous period. Deferred tax is recognised in respect of all timing differences between the recognition of income and expenses in the financial statements and their inclusion in tax assessments. Unrelieved tax losses and other deferred tax assets are recognised only to the extent that it is probable that they will be recovered against the reversal of deferred tax liabilities or other future taxable profits. Deferred tax is measured using the tax rates and laws that have been enacted or substantively enacted by the reporting date and that are expected to apply to the reversal of the timing difference, except for revalued land and investment property where the tax rate that applies to the sale of the asset is used. Current and deferred tax assets and liabilities are not discounted. Taxation Provisions (ie liabilities of uncertain timing or amount) are recognised when there is an obligation at the reporting date as a result of a past event, it is probable that economic benefit will be transferred to settle the obligation and the amount of the obligation can be estimated reliably. Pensions Contributions to defined contribution plans are expensed in the period to which they relate.

Company activities and impact

Access Cornwall CIC is a disabled-led social enterprise. In practice, we help make Cornwall's places, services and information accessible to disabled and neurodivergent people and their families, so they can take part fully in community life. We do this through accessibility audits, training, accessible guides a one-stop website / app resource and community programmes, delivered by a team with lived experience of disability and neurodivergence. Any surplus is reinvested in our community purpose. During the financial year 2025-2026, the ACCESS CORNWALL C.I.C’s activities have benefited the community in the following ways: we supported 35 individuals with disabilities, neurodivergence and long term health conditions who were economically inactive. We provided training in accessibility reviews, employability skills and digital and creative skills. This supported some individuals into paid work or further education and it improved confidence and skills to help these individuals towards paid and volunteer work. We supported over 91 businesses and organisations in Truro and over 15,000 disabled residents by carrying out stakeholder engagement in and around Truro, providing accessibility training and resources, accessibility reviews and advice sessions with businesses and organisations around the town and a printed and digital accessibility guide. We produced an Accessible Guide to Cornwall which was distributed via 10,000 print copies and online to over 200,000 individuals who required accessibility information to plan visits around Cornwall. We piloted Experience the Town Differently Days with Councillor Steven Webb and gave key Cornwall Council leaders including the CEO, head of Highways and Transport and Head of Conserve a first hand immersive training day going around Truro in mobility scooters and wheelchairs and with vision impairment simulation goggles. We engaged with the local disabled community and partners in the Cornwall disability alliance to deliver this project. We carried out over 20 accessibility audits for organisations and charities around Cornwall, including Liskeard Library, Falmouth Art Gallery and Library and local parish halls and community centres. We continued to offer work experience to students at a local Special Educational Needs Schools and produced a magazine developed by and for SEND students on careers opportunities and information in Cornwall. We have worked as part of Cornwall Council SEND Employment Forum and Diversity to Thrive network to support individuals with Special Educational Needs and / or Disabilities into work opportunities. We supported the Cornwall Council Autism Strategy Group.

Consultation with stakeholders

The company’s stakeholders are individuals who live with disabilities, neurodivergence and learning differences and their carers and also companies which offer hospitality and leisure activities in Cornwall. We continue to collaborate with other support groups and charities who support people with learning disabilities and health conditions as well as public sector organisations, such as Careers Hub and schools and colleges supporting those with SEN needs and the Autism Community of Cornwall as well as the Rolling Ramblers. We have also worked with businesses and organisations around Cornwall including the Cornwall Citizens Advice Bureau, providing accessibility training to staff. We have carried out a sustained and systematic engagement plan with these organisations and individuals, seeking input on our support and training and information service and, finding ways to support their networks and sharing our opportunities with them. We also gather feedback and implement continuous improvement to our online resource through feedback from our trainees and volunteers as well as other stakeholder organisations. We have reached over 500 companies and carried out social media campaigns to consult with companies who might promote their business on our website and share their accessibility information.
