OCKENDEN INTERNATIONAL (REGISTERED NUMBER: 03171090)

Report of the Trustees
for the Year Ended 30 June 2026

The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 30 June 2026. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES
Objectives and aims
Ockenden International works to support refugees, displaced people and their host communities as well as those returning from where they had fled with a view to facilitating the self-reliance of these groups and their communities. Ockenden International believes that all refugees and displaced people have a right to live with dignity and to be supported in seeking to achieve self-reliance.

Whilst historically, Ockenden International and its predecessor, the Ockenden Venture, worked overseas and in the UK, Ockenden International has, since 2008, operated solely as a grant-making charity.

Through its grant-making activities, the key aims of Ockenden International are:

• To support projects that enable displaced people and communities to participate in their own development

• To ensure that those affected by displacement have the opportunity to fulfil their potential and that
displacement is not a barrier to achieving this

• To support projects that help people to overcome dependency on short-term aid

• To provide displaced people with the opportunity to be heard and ensure the most vulnerable are included in this

Public benefit
The trustees confirm that they have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the charity's aims and objectives and in planning future activities.

Ockenden International's grant making activity is based on funding the Ockenden International Prizes.

ACHIEVEMENTS AND PERFORMANCE
Charitable activities
1. The Ockenden International Prizes

Ockenden International Prizes recognise innovative and effective projects delivered by organisations working to advance sustainable self-reliance among refugees, displaced people and asylum seekers.

Following the successful introduction in 2025 of a dedicated UK Prize for projects supporting the self-reliance of refugees and/or asylum seekers living in the United Kingdom, Ockenden International held its 14th annual competition in 2026. As in 2025, five prizes of £25,000 were offered: four open to organisations operating anywhere in the world, and one reserved for entrants based in the United Kingdom.

The 2026 competition attracted 167 entries from 43 countries. Three were disqualified at point of entry; the other 164 were submitted for consideration for the five awards.

The judging process comprised four stages. First, all entries underwent an internal compliance review to confirm adherence to the 2026 entry rules. Secondly, entries were assessed to identify those eligible for the UK Prize. Thirdly, four Ockenden Trustees reviewed the submissions, including entry forms and abbreviated financial documentation, and drew up a shortlist of three UK entries and eight global entries for evaluation by an independent judging panel. At this stage, the Trustees also considered whether the applicant organisations were appropriate recipients of charitable funds.

In the final stage, each member of the seven-person judging panel was provided in mid-February 2026 with the full documentation for all 11 finalists. This included due diligence reports on the shortlisted entrants, finalist submissions, registration certificates from relevant local or national governing bodies, project accounts, and references from two independent referees. The panel subsequently met in hybrid format on Tuesday 17 March 2026 at The Forum, The Frontline Club, Paddington, with three judges participating remotely, to undertake its final deliberations and determine the recipients of the 2026 awards.

The winners of the 2026 Ockenden International Prizes were announced on Monday 30 March 2026. The five winning projects in the 2026 contest came from Chad, Greece, Ukraine, Malawi and the United Kingdom. Each winner was awarded £25,000, rewarding - and recognising - their success in advancing self-reliance among displaced persons.

The 2026 winners and their winning projects:

Equal Legal Aid, Greece, for its 'Access to asylum & strategic legal aid for displaced people in northern Greece'.

iACT, Chad, for 'Little Ripples' a refugee-led, early childhood education program.

Save Ukraine Foundation, Ukraine, for its 'Comprehensive psychological and social assistance to Ukrainian children returned from Russian deportation in the Hope and Healing Center' in Kyiv.

Tumaini Letu, Malawi, for its annual 'Tumaini Festival' in the Dzaleka Refugee Camp, Dowa, Malawi.

Hopscotch Women's Centre, London for the 'Hopscotch Afghan Refugee Project (HARP)'.

Each winner must use the prize money to help refugees and/or displaced persons in need in accordance with English charity law.

The 2026 independent judging panel:

• Michael Buerk (Chair), broadcaster
• Dr Dawn Chatty, Emerita Professor of Anthropology and Forced Migration; former Director of the Refugee Studies Centre, Oxford and Emeritus Fellow, St Cross College.
• Dr Georgia Cole, Chancellor's Fellow at the University of Edinburgh. Former Joyce Pearce Junior Research Fellow, Refugee Studies Centre/LMH, Oxford.
• Mr Robert Hakiza, Agricultural Engineer. Co-Founder & Executive Director of YARID, the winner of the 2016 Ockenden International Prize and founding member of the refugee-led network, Refugee Advocator.

Avila is a Board member of the International Fund for Ireland, a Trustee of the St. Stephen's Green Trust (Ireland) and Hon. Professor with the Mitchell Institute, Queens University Belfast.
• Dame Frances Lannon, former Principal and Honorary Fellow of Lady Margaret Hall (LMH), University of Oxford.

FINANCIAL REVIEW
Financial position
A Statement of Financial Activities is included on page 6.

There was a surplus of funds of £227,112 (2025: deficit £9,261). Gross income for the year was £83,782 (2025: £79,650). Voluntary income sources represented £5,589 (2025: £2,771. A further £78,193 (2025: £76,879) was earned from investments.

All funds now held are unrestricted and at 30 June 2026 these amounted to £3,373,523 (2025: £3,146,411).

Investment policy and objectives
Ockenden's investments are held in a combination of investments managed by Rathbones, comprising equities, fixed income and alternative investments, and cash. The equities fund does not invest in companies whose products are associated with the arms industry.

Reserves policy
Ockenden's free reserves stand at £3,373,523 (2025: £3,146,411). It is the Trustees current policy to fund spending from earnings from financial investments, along with donations and legacy income whilst, insofar as is possible, retaining the value of the sum invested. This is to ensure that Ockenden will have sufficient funding to fulfil the long term plans in respect of the annual prize.

Going concern
After making appropriate enquiries, the Trustees have a reasonable expectation that Ockenden has adequate resources to meet any commitments and sustain a comparable level of activity for at least the next twelve months from the approval of the financial statements, and therefore the financial statements have been prepared on the going concern basis.

FUTURE PLANS
NEW FORMAT
At an Extraordinary General Meeting of the Board on 28 July, the Ockenden Trustees decided to pause the awards for what would have been the 2027 Prizes - and 15th annual awards - while they consider more effective and less costly ways to use the charity's funds. This may lead to a new model involving fewer, larger and more strategic grants over a longer period, possibly paid in instalments. The Trustees agreed that the charity should also consider spending down its funds over the next five years or so. They have further agreed to narrow the focus of the awards, initially to legal aid for refugees, displaced people and asylum-seekers in the UK. An Advisory Panel is expected to continue supporting the Trustees in identifying suitable recipients under the new work-in-progress model. The Trustees have committed to several meetings in the year ahead with the aim of launching a revised version of the awards by October 2027.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
Ockenden International is a company limited by guarantee, as defined by the companies Act 2006, and a registered charity. Its governing document is its Articles of Association, which provide for a Board of Trustees (the directors of the company) who are also the members of the company for the purposes of company law.

The Board of Trustees have ultimate responsibility for the management and administration of the charity. The Board comprises of not fewer than 3 and not more than 10 persons. The Board has the power to appoint additional trustees and seeks to ensure there is an appropriate mix of skills and experience on the Board when exercising that power.

I report to the charity trustees on my examination of the accounts of the Company for the year ended 30 June 2026.

Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

1. accounting records were not kept in respect of the Company as required by Section 386 of the 2006 Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Notes to the Financial Statements
for the Year Ended 30 June 2026

1. ACCOUNTING POLICIES

Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets.

Critical accounting judgements and key sources of estimation uncertainty
In the application of the charity's accounting policies, the directors are required to make judgements, estimates and assumptions about the carrying amounts of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.

The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised if the revision reflects only that period, or in the period of the revision and future periods if the revision affects both current and future periods.

There were no judgements or material estimation uncertainties affecting the reported financial performance in the current or prior year.

Income
Donations are included in income when they are received. For donations received under Gift Aid, income tax is accounted for on a receivable basis.

Legacy income is included when the charitable company is legally entitled to the income and the amount and the timing of receipt can be quantified with reasonable accuracy.

Investment income is accounted for on a receivable basis.

Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Grants payable are payments made to third parties in the furtherance of the charitable objectives of the charitable company. The grants are accounted for where either the trustees have agreed to pay the grant without condition and the recipient has a reasonable expectation that they will receive a grant, or any condition attaching to the grant is outside the control of the charitable company.

Investment property
Investment property is shown at most recent valuation. Any aggregate surplus or deficit arising from changes in fair value is recognised in the Statement of Financial Activities.

Taxation
The charity is exempt from corporation tax on its charitable activities.

Fund accounting
Funds held by the charitable company are unrestricted funds.

Foreign currencies
Assets and liabilities in foreign currencies are translated into sterling at the rates of exchange ruling at the balance sheet date. Transactions in foreign currencies are translated into sterling at the rate of exchange ruling at the date of transaction. Exchange differences are taken into account in arriving at the operating result.
