for the Period Ended 31 January 2026

  • 1. Accounting policies

    Basis of measurement and preparation

These financial statements have been prepared in accordance with the provisions of Section 1A (Small Entities) of Financial Reporting Standard 102

    Turnover policy

Turnover is recognised at the fair value of the consideration received or receivable for goods and services provided in the normal course of business, and is shown net of VAT and other sales related taxes. The fair value of consideration takes into account trade discounts, settlement discounts and volume rebates. Turnover is recognised when the significant risks and rewards are considered to have been transferred to the customer.

    Tangible fixed assets depreciation policy

Tangible fixed assets are stated at cost or valuation, net of depreciation and any provision for impairment. Depreciation is provided on all tangible fixed assets, other than investment property and freehold land, at rates calculated to write off the cost or valuation, less estimated residual value, of each asset on a straight-line or reducing balance basis over its expected useful life, as follows: Land and buildings - 20 years straight line Plant and machinery - 15% reducing balance Vehicles - 25% reducing balance Fixtures and fittings - 15% reducing balance Residual value represents the estimated amount which would currently be obtained from disposal of an asset, after deducting estimated costs of disposal, if the asset were already of the age and in the condition expected at the end of its useful life. The gain or loss arising on the disposal of an asset is determined as the difference between the sale proceeds and the carrying value of the asset, and is credited or charged to profit or loss.

    Other accounting policies

General information and basis of accounting Junction 4 Skatepark CIC (the Company) is a private company, limited by guarantee, incorporated in the United Kingdom under the Companies Act 2006 and is registered in England and Wales. The address of the Company's registered office is Junction 4 Skatepark Off Blackburn Road, Next To Darwen Vale School, Blackburn, BB3 0AL, United Kingdom. The financial statements are presented in pounds sterling which is the functional currency of the Company and rounded to the nearest £. Going concern The directors have assessed the Balance Sheet and likely future cash flows at the date of approving these financial statements. The directors have a reasonable expectation that the Company has adequate resources to continue in operational existence and to meet its financial obligations as they fall due for at least 12 months from the date of signing these financial statements. Accordingly, they continue to adopt the going concern basis in preparing the financial statements. Taxation Current tax Current tax is provided at amounts expected to be paid (or recoverable) using the tax rates and laws that have been enacted or substantively enacted at the Balance Sheet date. Deferred tax Deferred tax arises as a result of including items of income and expenditure in taxation computations in periods different from those in which they are included in the Company's financial statements. Deferred tax is provided in full on timing differences which result in an obligation to pay more or less tax at a future date, at the average tax rates that are expected to apply when the timing differences reverse, based on current tax rates and laws. Deferred tax assets and liabilities are not discounted. The carrying amount of deferred tax assets is reviewed at each reporting date and a valuation allowance is set up against deferred tax assets so that the net carrying amount equals the highest amount that is more likely than not to be recovered based on current or future taxable profit. Government grants Government grants are recognised based on the accrual model and are measured at the fair value of the asset received or receivable. Grants are classified as relating either to revenue or to assets. Grants relating to revenue are recognised in income over the period in which the related costs are recognised. Company activities and impact

Junction 4 Skatepark provides a safe and secure indoor environment for the local community to participate in urban and alternative sports, including skateboarding, scooter riding, BMX and in-line skating. The skatepark has operated as a Community Interest Company since 1 May 2017 and continues to provide an accessible facility where people can participate in sport, exercise and recreational activities. The skatepark is open seven days a week and its activities are designed to encourage participation in sport and physical exercise, supporting healthier and more active lifestyles. The community has benefited from the skatepark's activities in a number of ways: Local residents and people from surrounding areas have access to a dedicated indoor facility where they can exercise, develop their skills and maintain an active lifestyle. Participants are given opportunities to improve their physical fitness while developing confidence, social skills and self-esteem. The skatepark also provides a welcoming social environment which helps to reduce isolation and encourages people to build friendships through shared interests. Popular beginners' sessions continue to be held on Saturday and Sunday mornings. These provide a supportive environment for people who are new to the sports and also enable families to come together, support their children, meet like-minded people and develop new friendships. Children's parties continue to be offered and have grown in popularity, providing children with an enjoyable and active way to participate in the sports offered at the skatepark. School holiday clubs have again been provided during the school holidays. These included a dedicated BMX camp with coaching from experienced riders and British Cycling coaches, together with the introduction of a beginners' day to make the activities more accessible to those trying the sports for the first time. The skatepark again acted as one of the local venues for the school sports week. Primary schools from Blackburn and Darwen attended over four full days, with pupils taking part in BMX, scooter and skateboarding sessions and experiencing sports they may not otherwise have had the opportunity to try. The skatepark continued its beginners' BMX club in conjunction with British Cycling, providing structured opportunities for new riders to develop their skills and confidence. A special event was held giving members of the community the opportunity to ride alongside BMX Olympian Declan Brooks, providing participants with an inspirational experience and encouraging continued participation in the sport. The skatepark hosted the Red Bull World First Tricks ticket giveaway jam, bringing riders together and encouraging participation and engagement within the local riding community. Family Friday sessions have continued, allowing parents and carers to ride free alongside their children. These sessions encourage families to be active together and make participation more affordable and accessible. Terry Price scooter camps were facilitated by the skatepark and proved very popular, giving young riders further opportunities to develop their skills. The skatepark hosted the "Spanner Day", involving a YouTube creator who is particularly popular with younger riders. The event encouraged young people to engage with the skatepark and participate in active recreation. The skatepark has also continued to act as a community venue, including hosting visits involving the local MP and council representatives, helping to showcase the facility and the positive impact it has on the local area. Overall, Junction 4 Skatepark continues to provide a safe, inclusive and welcoming environment in which children, young people, adults and families can participate in sport and physical activity. Its activities promote physical and mental wellbeing, confidence, social interaction and community engagement while providing opportunities for people of different ages and abilities to take part in urban and alternative sports.

Consultation with stakeholders

The company's stakeholders include people of all ages and abilities from the local and surrounding communities who participate in, or have an interest in, urban and alternative sports including skateboarding, scooter riding, BMX and in-line skating. The company maintains regular engagement with its stakeholders and takes their views and feedback into account when considering the activities, sessions and opportunities offered by the skatepark. As a result of this consultation and ongoing feedback, the following activities and actions have been undertaken: Home Education sessions have continued following positive feedback and demand from stakeholders. These provide home-educated children and young people with opportunities to participate in physical activity and engage socially with others in a safe and supportive environment. Following engagement with users of the skatepark, dedicated evening sessions have continued for the different sporting disciplines. Where appropriate, alternative nights are provided so that BMX, scooter and skateboard users have suitable opportunities to use the facilities. Scooter competitions have continued in response to demand from stakeholders. This included the return of the International Core Competition, which was well attended and provided riders with an opportunity to participate in a competitive event and engage with the wider scooter community. At the request of stakeholders, the skatepark has continued to facilitate Duke of Edinburgh's Award volunteering opportunities, enabling young people to undertake volunteering activities and develop their skills and experience. The skatepark has continued to accommodate BMX Olympic Team training. This also provides members of the local community with the opportunity to see elite-level riders training and to engage with and be inspired by participants at the highest level of the sport. The company has continued to support the wider local community, including making donations to two local schools in support of their fundraising events. Overall, stakeholder feedback continues to influence the activities provided by the company. This ongoing engagement helps ensure that the skatepark's sessions, events and wider community activities remain relevant to the people who use the facility and continue to support the company's community objectives.
